About this file

This document is an attachment to a Notice of Funding Availability (NOFA) issued by the City of Dallas Office of Housing and Community Empowerment (OHCE) regarding Community Development Block Grant (CDBG) regulations and related addenda. The City of Dallas is seeking nonprofit organizations to serve as subrecipients to establish and operate Dallas Financial Empowerment Centers (FECs) under the Drivers of Poverty/Drivers of Opportunity Program. The selected subrecipient will provide professional financial counseling services, operate an FEC hub site, deliver FEC services at city-owned co-locations, and offer financial literacy programming to Dallas residents. Services are intended for very low to moderate income households, with organizations encouraged to integrate services into existing social service delivery models through partnerships and collaborations. The program operates on a one-year contract term, with funding contingent upon City Manager recommendation, City Council approval, and U.S. Department of Housing and Urban Development approval of the City's Annual Action Plan.

Funding for this program is provided through Community Development Block Grant (CDBG) resources and is subject to appropriation. All subrecipients must comply with applicable CDBG regulations as outlined in the attachment documentation. The City of Dallas will administer the program in accordance with federal CDBG requirements and guidelines. This attachment specifically details certain CDBG regulatory requirements and addenda that govern the administration and compliance obligations for selected subrecipients operating under this grant.
