About this file

This document is an Addendum to a Request for Quotation (RFQ) for an outdoor double-ended Substation C/D replacement project at Argonne National Laboratory. The solicitation seeks a comprehensive substation solution with components from approved manufacturers including Square D, Powell, and SAI Advanced Power Solutions. Key technical clarifications in the addendum include specifications for enclosure types (NEMA 3R), transformer requirements (15 kVA and 1500 kVA), and panel configuration (potentially 3-phase 4-wire or 1-phase 3-wire). Contractors are allowed to submit both base scope pricing and a voluntary pricing option for external transformer and panel placement.

The solicitation is issued by the Department of Energy Office of Science, with a proposal submission deadline of July 25, 2025, at 5:00 pm CDT. Offerors must provide a technical capability proposal without pricing, specify lead times, and indicate country of origin. The project requires completion of multiple attachments including Argonne's Terms and Conditions, Intellectual Property Provisions, Statement of Work, and various self-evaluation and representation forms. Questions were accepted until July 18, 2025, at 12:00 pm CDT, with the final solicitation incorporating two addendums to the original request.

07/24/2025 This addendum is being issued to modify the subject REQUEST FOR Quotation (RFQ) 5-S176-Q-00616-00 as follows:

Response to the below questions:

· [Contractor] can furnish your requirements with non-walk-in enclosure in NEMA 3R with a UL 891 switchboard certification. We will not be able to do Nema 3R with UL 1558. Is a non-walk-in enclosure UL891 with Nema 3R acceptable to you?

A walk-in enclosure and UL 1558 low voltage switchgear is required.

· Panel L in the one line will be out of [Contractor] scope. Can we quote without Panel L?

The overall proposal to Argonne should have Panel L. It can be furnished by an alternate supplier.

· In terms of transformers: Customer needs to purchase and plan the 1500kVA transformers separately. [Contractor] can include the 15 kVA transformers within our scope. Want to make sure this works for you.

The overall proposal to Argonne should have the 1500kVA transformers. The transformers can be furnished by an alternate supplier, but need to have a bus connection to the low voltage switchgear.

· #1. Is Panel L confirmed to be 3ph 4w? Is it possible this panel is a single phase panel?

3-phase, 4-wire is listed in the Drawings and Specifications for flexibility. However, if no loads connected to the panel (specifically air conditioning and heating for the walk-in enclosure) are 3-phase, then the transformer and panel may be 1-phase, 3-wire. The transformer should remain as 15kVA and the panel shall be 80 amps, 120/240 volts, 1-phase, 3-wire.

· #1a. If question #1 is confirmed to be three phase; can [Contractor] provide both the 15 kVA and Panel L to outside the US-C-D walk in enclosure? Both items would meet Nema 3R outdoor requirements. This would help meet standards, space constraints, and reduce both costs and lead times down.

Base scope and pricing shall include the transformer and panel internal to the substation walk-in enclosure. A voluntary pricing option may be submitted for the transformer and panel to be external to the substation walk-in enclosure in NEMA 3R enclosures.
