PHASING
The project is to address the EHRM Infrastructure Upgrades within the Lexington-Cooper VAMC campus. The project scope includes telecom rooms and data center with the work following a phase sequence performed in the least disruptive manner possible and per infection control policies and requirements.
The submitted design was developed through a survey of existing conditions, existing documentation provided by the VA as well as a review of VA Guidelines. Multiple Space layout iterations developed and presented to the Contracting Officer Representatives (COR) as well as the Integrated Project Team. These meetings further developed the design for a) functional areas/relationships, b) room sizing
/configurations, and c) circulation routes.
Reference specification Section 010000 General Requirements 1.6 Operations & Storage Areas (FAR
52.236-10) Item I Phasing.
Methods of work and outages: Contractor shall comply with the following as well as phasing as noted in later paragraphs: in general, power outages shall not be allowed during standard hours of operation and shall be conducted on premium time. Specific time frame and schedule of all outages shall be approved by the COR.
Temporary power shall be provided as required for any systems required for use during normal facility operating hours that is being interrupted to perform electrical work. Temporary power shall include extending circuits from adjacent distribution by means of providing temporary generators, fuel and distribution. Temporary power shall be set up/installed so no power outage is required during normal facility hours of operation.
Emergency power outages on life safety, critical or equipment branch systems may not take place at the same time as a normal power outage.
The Contractor shall coordinate phasing of work for all disciplines as outlined in this document and noted in the design documents. Also, the Contractor shall conduct phasing meetings and coordinate phasing plan with the COR. The below is provided to give general guidance and not to supersede any requirement for the Contractor to provide a full detailed schedule.
General project scope/phasing sequence is listed below. See Design drawings for further phasing notes and details.
Technology Phasing
• Phase A: work associated with new TR Rooms is a necessary predecessor for work to proceed to
Phase B. The COR, local facilities engineering, and designated OIT representative must sign off on completion of new TR Rooms prior to moving work into Phase B.
• Phase B:
1. Any work shall be coordinated in advance. Staff entering this space will require escorts unless otherwise agreed upon by OIT management. Equipment in this space is sensitive and care shall be taken to minimize any disruption to patient care.
00 00 20 - 2
2. Associated work to enable the racks are completed prior to moving to Phase D and must be signed off with COR, local facilities engineering, and designated OIT representative
3. Any required activity by VA Staff to support this project must be agreed to minimum 4 weeks in advance of any required activity. Delays caused by failing to identify these activities and gain acceptance of the scheduled requirement shall be borne by the
Contractor. No change orders for schedule will be accepted for a failure to schedule VA support in a timely fashion.
4. ‘Phase 1’ state of this room is to remain the temporary state until Phase D is underway minimally. This should allow sufficient time for OIT to migrate any hardware.
5. OIT staff will require significant lead times and coordination of equipment movement within this space. Some equipment is leased and must be scheduled moves outside of the direct control of OIT staff. Progression of this room’s build out of this phase is at OIT’s discretion. Cost of delay shall not be borne by VA if less than 4 weeks’ notice is not given for any required action by same.
6. Devices printed in dashed line types are shown in their current location while solid lines indicate their new/permanent location.
• Phase C: installation of major pathways for vertical/horizontal distribution of cabling. All associated work on pathways and risers are completed prior to moving to Phase D and must be signed off with the COR, local facilities engineering, and the designated OIT representative.
1. Cable Tray and Pathways
Demolition of old Cable Tray (J-Hook supports installed on existing threaded rods previously supporting cable tray for temporary support)
Installation of new Cable Tray/Fire Sleeves per the Technology Overall Sheets.
2. Fiber Optic Distribution:
Phase C0: install all Fiber Optics per TN-600-C.1 terminating in “New Fiber
Tree” locations indicated on sheet TN-442-C.1.4.
• Phase D: Migration and Horizontal Cabling- intended to happen cyclically as noted below.
1. Phase D0: installation of Horizontal Cabling from TR to Zone Enclosure. Upon completion of a Zone Enclosure, Phase D1 can proceed for that ZE.
2. Phase D1: installation of Cabling from Zone Enclosure to Work Area Outlets and
Migration of data switches.
This phase must be coordinated with OIT staff and is intended to be completed one or two active TR rooms at a time cyclically until all rooms are completed.
This phase requires OIT switches positioned and programmed by VA Staff.
Any required activity by VA Staff to support this project must be agreed to minimum 4 weeks in advance of any required activity. Delays caused by failing to identify this activities/gain acceptance of scheduled requirement shall be borne by the Contractor. No change orders for schedule will be accepted for a failure to schedule VA support in a timely fashion.
Phase D1a: Demo Cabling (as previously scheduled with VA) in the room(s) to the cable tray. Coordinate with OIT the rooms to be cut over to New TR.
Phase D1b: install/terminate cabling from Zone Enclosure to Work Area Outlets for the room(s)
Phase D1c: test cabling, reinstall patch cables at Work Area Outlet. Install TR
Room Patch cabling in coordination with OIT Switch programming. Validate devices have re-established connectivity.
Phase D1d: complete demolition of abandoned, horizontal cabling to point of origin (local signals closets).
00 00 20 - 3
• Phase E:
1. Technology Drawings indicate Room to be constructed in 3-phases. ‘Phase 2’ depicts the completed state of the phased conversion.
2. This phase is intended to begin construction as soon as Phase B is accepted, and ‘Fiber
Tree 2’ (existing fiber distribution rack) can be moved out of the way allowing the remaining phasing to continue.
3. It is not required that the entirety of old fiber in ‘Fiber Tree 2’ to be removed prior to this phase progressing. Rather, it can/should be temporarily accommodated in place while the other phases remove connections from this rack. This rack/fiber shall be removed as part of Phase G.
• Phase F:
1. Technology Drawings indicate Room to be constructed in 3-phases. Room’s final state is depicted on sheet.
2. This phase is intended to begin construction as soon as Phase E is accepted.
• Phase G: Demolition
1. Unused/abandoned cabling because of this project shall be removed end-to-end.
Mechanical Phasing
• For the space, general phasing steps are as follows:
1. Ensure AHU- is in operation and existing AHU- is off.
2. Install new equipment and duct as shown on the design drawings.
3. Once installation is complete, ACU-23 and ACU-24 can operate as shown on M-600.
4. Refer to design drawings for demolition scope shown on MD-401-C.1. B.
• For the Data Center, general phasing steps are as follows:
1. During construction of the Data Center, existing CRAC units to remain in operation.
Existing CRAC- shall only be moved once new CRAC- is installed and operational.
Electrical Phasing
• Phasing shall be as shown below. Install:
1. New electrical equipment in Elec. Room-
2. Feeder to new electrical equipment in Elec. Room-.
3. Feeders, panels, and electrical devices in the new TR’s.
• Data Center Phasing, see below. (See Sheet EP- for further detail)
1. Perform selective Demo in Server Room-
2. Install new panels for UPS1 and install UPS1 panel branch circuits in a planned method to minimize down time. Coordinate outages with COR and construction manager.
3. Demo/install new replacement UPS1 and pull new feeders to replacement UPS1.
4. This will require multiple teams to minimize down time.
5. Provide and install electrical devices and equipment in room.
Plumbing / Fire Protection Phasing
• Plumbing and Fire Protection Phasing of work shall be coordinated with work of other disciplines. See design documents for further detail.
