1 11/16/23 11/20/23 I wanted to reach out to you regarding the above project that is currently in solicitation and is set to Bid on December 28, 2023. We have been talking with several suppliers and subcontractors about this project. Several are telling us that they will not be able to compile a bid/proposal due to the holiday period of 12/22/2023 through 01/08/2024.

To provide the most competitive bid, we are asking if the bid date can be moved to the week of January 8th, 2024.

With amendment 0001 to the solicitation, the bid due date was extended to accommodate this request.

(Another extension was subsequently provided in amendment 0003.)

2 11/22/23 01/12/24 Due to the instability in our current economy such as price escalations, procurement issues, and vendors unable to reasonably hold prices for more than 30 days, please change the contract type to a Fixed-Price with Economics Price Adjustments pursuant to FAR 16.203.

In accordance with FAR 16.202 and 52.216-1, this requirement will remain as a Firm Fixed Price contract.

3 11/22/23 01/12/24 Due to the instability in our current economy such as price escalations, procurement issues, and vendors unable to reasonably hold prices for more than 30 days, please reduce the price-hold period to 30 days.

The Government standard concerning price-hold period is 90 calendar days and will not be altered.

4 11/22/23 01/12/24 Can a single individual serve more than one of the following roles simultaneously: CQC Manager, SSHO, and Superintendent? If so, can a single individual perform all three? If only two, which roles may be combined?

The CQC and Superintendent can be the same person.

SSHO must be a separate person.

5 11/22/23 01/12/24 Spec 11 00 00 refers to the thermal containment system as a "Hot Aisle Containment System." Drawings refer to a "Cold Aisle". Please clarify which system is to be designed for bidding.

While it may not seem that way, they are both saying the same thing. The specification identifies the rudiments of the containment system which is to control the cold air coming up through the perforated floor tiles (which is the “cold aisle”) with the controlled exhaust occurring at the top.

6 12/01/23 01/12/24 I am looking at bidding on the new Clean Agent Suppression System for the Data Room and I have been unable to find the ceiling height and the sub-floor height on any of the drawings.

Could you please help me with this?

There will be no ceiling in the Data Room.

7 12/05/23 01/12/24 There are references to terminating existing communications cables as on sheet TN-207-1. G. Is this referring to each data location that has a voice cable in it? Can the VA explain their intent for reusing any cables?

Yes, each existing data location has a voice cable in it.

8 12/05/23 01/12/24 Does the VA require any contingency data drops to be proposed? Typically, the VA asks for 5-10%.

Yes. Contingency data drops to be 8%.

9 12/08/23 01/12/24 Will the owner accept the use of Procore Project Management software as the primary submittal and data tracking tool for this project?

Yes. Procore is acceptable.

10 12/08/23 01/12/24 Is this project tax exempt, and will the CO/COR provide the necessary tax exempt certificates

No. See Special Note regarding FAR 52.229-3 Federal, State, and Local Taxes in the solicitation.

11 12/08/23 01/12/24 As a result of the effect of COVID-19 throughout the U.S., and the resulting Federal, State, and local governments’ responses / requirements are there any new work requirements or mandates that will be required by VA on this project?

There are no new requirements at this time.

12 12/08/23 01/12/24 What is the approximate duration between issuing the award and issuing the NTP?

The VA expects to issue the notice to proceed within a few weeks or so from notice of award. However, the government does not guarantee that timeline.

13 12/08/23 01/12/24 For planning the preliminary project schedule, can you please provide an anticipated award date?

Since the solicitation has not been closed yet and we do not know the bid results, we are unsure of a specific award date. We intend to award as soon as we can after bid opening.

21 12/08/23 01/12/24 Since this campus is limited in space, where will the designated laydown area be for storage and staging?

Laydown and storage cannot be guaranteed on the campus. Contractor will need to plan to manage shipments for immediate installation upon delivery.

22 12/08/23 01/12/24 01 00 00 1.5 E.2 - Since this campus has limited space and parking, where will the contractor and contractor employees park? Can space be provided on site or in the parking garages for contractor employees?

Contractor should plan to receive two (2) parking passes to allow for onsite parking.

23 12/08/23 01/12/24 01 00 00 1.5 E.2 - Can the VA/Owner provide a designated parking spot for the contractor project superintendent?

Knowing that the campus is limited on space and parking, It is critical that the contactor project superintendent have freedom of access and close proximity to the work.

Parking space will not be dedicated or designated.

Contractor to receive two (2) parking passes to allow for onsite parking. Parking at the rear of the building is on a first-come, first-served basis.

24 12/08/23 01/12/24 Will the contractor be authorized to build a temporary office inside the space in lieu of renting an office trailer for the duration of the project?

45 12/08/23 01/12/24 00 00 20 Phasing - Typically the existing overhead ceilings in this building are filled and maxed out on space. This scope of work will install new work into the ceiling space. Can you confirm that the contractor is not required to move, relocate, or modify any existing structures, fire alarm, PACS, nurse call, HVAC duct, med gases, or any system? Should there be an impact or situation where RFP contract drawings cannot be installed under pre-existing conditions, this would be considered pre-existing conditions?

The project documentation identifies the Contractor’s obligation to survey existing project areas and coordinate any issues or challenges with the COR.

In terms of moving, relocating, modifying, each discipline within the documentation has identified the items to remain or be removed.

46 12/08/23 01/12/24 23 09 23 - Plans and specs call for Tridium Controls system for this project. We have been told that the BAS controls are Metasys by Johnson Controls (JCI). Can you confirm that BAS controls are by JCI

The attached Specification 23 09 23 and Drawing M-701 have been updated to reflect the correct existing mechanical controls system as MetaSys Controls (not Tridium).

47 12/08/23 01/12/24 00 00 20 Phasing - Can you confirm that the contractor is not responsible for removing dead cabling and/or unknown non-project-related cabling in the ceilings and locations of this project? There will be several dead and un-known cabling in this building from over the years.

Given the plenum congestion in Buildings 1 and 2, there will be conditions where dead cabling needs to be removed to make way for the new cabling as scheduled for select project areas.

48 12/08/23 01/12/24 What is the duration that the owner will allow for the AHU to be offline? The specifications indicate the work hours and not the allowable time for service interruptions to the air handlers.

This item needs to be a proactive discussion with the Contractor, COR, and select VA representatives to best understand the proposed disruption and the times.

49 12/08/23 01/12/24 00 00 20 Phasing - With running backbone overhead fiber, CAT6A, cable trays in existing ceilings, the tile and grid will need to be removed and replaced per the area need. How much replacement grid and/or tile should be added as a per centage in the bid for repair of broken or damaged pieces?

All damaged ceiling grid and tile should be repaired or replaced at the Contractor’s expense.

50 12/08/23 01/12/24 00 00 20 Phasing - When running Cat 6A cable from corridors main runs over to room wall outlets overhead is conduit required? Or can the cable be loose laid and directed to the wall outlet location?

Removal is required.

54 12/08/23 01/12/24 Note 11 on technology drawings TN-300-1-1A.G states to retrofit fire-rated device, quantity as noted. This note is pointing to existing cable trays that penetrate walls and pre-existing to this contract. Are you saying to replace all existing cable tray wall penetrations for work that is not part of this contract? Note there is a certain amount of new cable trays in this noted for this project whereas note 10 is for fire-rated penetration sleeves. The contractor is concerned about this note and how it applies to all existing cable trays and cabling in the existing system ceilings penetrating smoke and firewalls noting that we are not responsible for unknown and unseen pre-existing conditions.

Only project-related trays and cabling will be impacted.

Otherwise, existing conditions will not be part of the Contractor’s scope/responsibility.

61 12/08/23 01/12/24 Note 7 on drawing AS-204-1A.G says partial or entire reconstruction of some existing ceiling assemblies throughout the entire building(s), especially in corridors, will be necessary. Reference all discipline demolition drawings.

Reconstruction is to match existing or better conditions. IS there a fixed amount the VA wants all bidders to include in the bid in anticipation of meeting this note requirement?

There is no way the contractor can include or anticipate all new or replacement ceilings throughout the building and be held to that note requirement. New ceilings and repair work are shown on the individual TR rooms and work areas on the plans. Outside of actual shown for rework and/or new, can the contractor assume that any other reconstruction needs arising from existing conditions not addressed on the drawings will be considered unforeseen conditions and handled with a contract mod?

Only project-related areas are impacted as shown on the drawings, not “throughout the building.”

62 12/08/23 01/12/24 Note 8 on drawing AS-204-1A.G fire rated walls. Can you confirm that the contractor is not responsible for existing firewalls that are not built to code nor include the proper fire safing of duct, penetrations, conduit, pipe, etc.? Also, this would include the proper rated stenciling lettering above ceilings. This would be considered pre-existing conditions.

If not directly part of the project areas, then it is correct to assume that the conditions noted would not pertain to this project.

63 12/08/23 01/12/24 The existing data center raised access flooring A073 and notes 12 and 21 calls for approximately 25 floor panels to be perforated and installed. The note is like that on drawing M- 404B-1. G calling for 20 new. Is the entire raised access floor system with support structure to remain with only changing or moving the 24"x24" panels? What is the raised floor system manufacturer and type of panel to be used?

The floor system with support structures are confirmed to remain with only changing or moving the 24 x 24 panels.

Manufacturer information is not available from the VA’s records.

64 12/08/23 01/12/24 00 00 20 Phasing - under Phase B, paragraph 3 notes that "any required activity by the VA staff to support this project must be agreed to a minimum of 4 weeks in advance. Delays caused by failing to identify these activities and gain acceptance of the scheduled requirements shall be borne by the contractor. No change orders for the schedule will be accepted for failure." It is the contractor's responsibility to ask and seek all project constraints. Can you confirm and affirm that the VA/owner also owes the contractor to provide all activities that will be required that may or may not be known or shown in the RFP, drawings, solicitation, specs, etc.?

The Contractor is responsible for identifying all activities required to successfully complete this project.

65 12/08/23 01/12/24 00 00 20 Phasing - under Phase B, paragraph 5 notes that there are activities outside the VA OIT control as to outside services. Upon award, will the VA/Owner provide contractor the knowledge of those constraints related to outside vendors that may impact the schedule? Also, provide information for contractors to place and track on the project schedule. During bid process, how will contractor know how this impacts pricing for all these unknowns? 68 12/08/23 01/12/24 PL-404-1-1A.4 - Some room reconfigurations require existing med gas piping to be modified. Will certifications for modifications be needed for modified gas systems? The gas system lines will be re-routed for the enlargement of a TR room. Are Isolation valves at the existing system required for shut-off, system purging, and tie-ins made to tie with the new line route? If certification of the modified med gas systems is required and isolated in the local area, can re-certified (if required) be locally made without a need to re-certify the entire building/hospital system each time?

Yes, some modifications to Med Gas Piping will be required. Refer to Specifications regarding Med Gas Certifications. Yes, isolation valves may be required, but should be confirmed on case-by-case basis via RFIs as necessary.

69 12/08/23 01/12/24 Section 26 05 73 overcurrent protective device coordination study. Has this study been made and will be provided by the VA electrical engineering designer of record where this spec section is in reference and situational awareness for this RFP/Contract?

Contractor is required to perform the Study in order to ensure that new OCPD devices are coordinated with the existing power system. The VA can typically provide a past Coordination Study to use for reference, but the Contractor is still responsible for obtaining necessary information to provide proper breaker settings and KAIC ratings for new Electrical Equipment.

70 01/12/24 Optical cabling spec section 27 13 23 2.1G states that multimode Optical fiber backbone cabling for computer room first-level backbone use shall be procured to a specific length required by the design (horizontal and vertical) and must be pre-terminated. Does this section require that one run of fiber from the computer TR room from the server data room or another location can only be one continuous un-spliced pre-terminated cable? This could cause problems with pre-terminated ends being pulled from multiple floor levels and winding corridors overhead.

First level backbone cabling is within the computer room only. These cables will be routed from the MDA-(A or B) cabinets to the HDA-(A or B) cabinets. As shown on sheet TN-454-1A.G., backbone cables routed from the Data Center (MCR) to each TR will be bulk fiber cable terminated onto splice cassettes. Refer to sheet TN-600.

71 12/08/23 01/02/24 We are receiving requests from electrical, and especially the IT/Data vendors and suppliers requesting an extension for bid submission past the 9th. Most vendors are going to be closing closer as we get to the Christmas holiday and New Year's Day. Many will be taking PTO time off during the last 2 weeks of December into the early 1st week of January. One of my trade partners is stating they may not be able to get full pricing on key sections of work. Will you extend this bid date by amendment to the week following January 9th?

72 12/08/23 01/12/24 General note 1 on drawing E-100-1A.G states, "CABLE

TRAY ROUTES. EC SHALL COORDINATE WITH

TECHNOLOGY CONTRACTOR AND PROVIDE

ELECTRICAL WORK IN BASE BID TO FACILITATE THE

INSTALLATION OF CABLE TRAY WORK INCLUDING:

DISCONNECTING POWER AND THE REMOVAL OF LIGHT

MAKE ROOM FOR CABLE TRAY). REINSTALL

ELECTRICAL DEVICES AND LIGHT FIXTURES IN CEILING

AFTER CABLE TRAY AND DATA CABLING WORK IS

COMPLETE. COORDINATE REQUIRED ELECTRICAL

WORK WITH CONSTRUCTION MANAGER, VA STAFF

AND CABLE TRAY AND DATA CABLING CONTRACTORS."

This note seems to imply that the contractor's electrical trade partner is responsible for moving all devices, circuits, items, fixtures, equipment, etc. without knowledge of existing above ceiling conditions and have that included in pricing for cable tray. We know the corridor and room ceilings are crammed full and maxed out on available space. The electrical trade partners cannot provide pricing for unknown pre-existing conditions that could potentially complicate and/or impact the cable tray runs or even conduit. Electrical trade partners cannot know which existing cable trays need re-work or work.

The drawings do show new cable tray runs that will be attempted to be installed in above ceilings with reasonable expectations that a pathway can be made without moving unknown existing conditions including conduit, circuits, cables, electrical equipment, etc. Can you confirm this note really refers to unknown conditions to be coordinated with COR and treated as unforeseen conditions with direction on action by the VA CO?

The goal of this note is to be sure that Lighting and Cable tray, along with pertinent existing systems, are coordinated. Obviously, the Lighting needs to hang below the Tray, but there also needs to be good access.

Recessed ceilings are being removed so sprinkler heads will change, etc. Existing ceiling space is mostly open, NOT congested like the corridors. There should be quite a bit of room to work with, but coordination with all other disciplines is always key. Existing Conditions / Demo Plans give indication of key items above ceiling.

The main purpose of this note is to coordinate New Systems while verifying limited existing conditions that could affect layout and coordination of Systems.

These are most of the locations in the prints. The cabling schedule on T-002 describes voice as (existing). In schedule note 4 it talks about re-terminating some existing cables.

Where the prints have a combined voice and data location, does the number indicate the number of new cables to be installed, or will some of that include existing cabling to be re-terminated?

The number next to the communication symbols indicates the number of new Cat.6A cables to be installed.

75 12/08/23 01/12/24 The Fiber line drawing TN-600 says the fiber is hybrid but the preferred products list on T-002 lists part numbers for both multimode and single mode interlocking armored fiber. Which is it?

The government requires hybrid cable to be installed where single mode and multi-mode fiber optic cable is indicated.

76 12/08/23 01/12/24 The preferred parts list on T-002 lists Great Lakes and Legrand with part numbers as preferred, the TR prints lists Legrand Mighty Mo by name and part number. Will Great Lakes be acceptable?
