About this file

This document outlines security requirements for a construction project. The general contractor must ensure all subcontractors and their employees comply with security procedures for the project duration. Designated access controllers require a Tier 1 National Background Investigation Bureau check and must submit fingerprint and request forms. Access controllers will escort staff and secure areas before, during and after work. Temporary access lists will be approved and posted. Keys and PIV access will allow entry for the project duration.

The related federal contract opportunity is for infrastructure upgrades at the Lexington VA Health Care System campus under solicitation number 36C77623B0069. The project aims to modernize electronic health record systems. The Department of Veterans Affairs Technology Acquisition Center is the contracting agency.

A. Security Plan:

• The security plan defines both physical and administrative security procedures that will remain effective for the entire duration of the project.

• The general contractor is responsible for assuring that all subcontractors working on the project and their employees also comply with these regulations.

B. Security Procedures:

• “Access controller”: A designated vendor lead will be identified along with at least one alternate which will escort their staff and provide access to secured and/or restricted areas.

Background Investigation: The “Access controllers” shall hold a

National Background Investigation Bureau (NBIB) https://nbib.opm.gov Tier 1 VA badge or have an NBIB Tier 1 (NACI) investigation in-progress referred to as an interim investigation. A person not having the Tier 1 VA badge or interim investigation in progress or failing the Tier 1 investigation shall not be allowed to work on this project within OI&T secure areas.

Contractor personnel bringing VA badges from other Veterans Affair Medical Centers shall have their security credentials verified by Contracting Officer’s Representative (COR) and local VHA medical center staff prior to work within OI&T secure areas.

The following completed forms shall be required by the “Access Controller” and alternates, Optional Form (OF) 306, Self- Certification Form, VA Form 0710, SAC (Fingerprints) and Contractor Request Form. These forms will be provided by the COR at the preconstruction meeting and upon notification of contractor’s personnel working in IT closets.

One contractor will be designated “access controller” along with at least one alternate per closet being accessed at any one time, for every shift to provide company access working in the IT closets.

A list of areas to be accessed will be sent to local OIT management before or at the beginning of each week along with estimated timeframes work will be conducted in these areas.

The designated vendor “access controller” shall ensure secured and/or restricted areas accessed are properly secured during and at completion of work.

OIT will perform random spot checks to assure closet integrity and compliance.

Temporary access control list will be approved from contractor list and verified by OIT. This list will be posted in closets where work is to take place.

“Access controllers” will be issued closet keys and/or provided PIV access for the duration of the project which will be managed by COR or other appropriate party as defined by Medical Center.
