Proposers must submit their Best and Final Offers by 3:00 PM on March 4, 2025, with the anticipated Notice of Intent to Award scheduled for February 17, 2025.
The procurement involves a budget limitation of $600,000 for the initial five-year contract period, with potential renewals up to a cumulative maximum of 10 years. The project involves federal funding (CFDA #93.898) and requires contractor integration with existing databases like Orpheus and OSCaR. Key qualifications include current Developer Essentials for FileMaker 20 certification, a minimum of 5 years of FileMaker database development experience, and 3 years of experience in government or healthcare clients. The system currently manages approximately 93,000 patient records, 165,000 enrollment records, and 537,000 claim records. The evaluation will be based on technical capability (210 points) and price (90 points), totaling 300 possible points. The RFP encourages participation from minority, women, emerging small, and service-disabled veteran-owned businesses certified by Oregon's Certification Office for Business Inclusion and Diversity (COBID) program, with the current contractor, Direct Impact Solutions USA, Inc., eligible to bid on the new contract.

Section 2.b is worth a total of 15 price points
The SPC will award a score to each BAFO 2.b Proposal based upon the percentage of the proposed hours for proposed in BAFO subsection 2.b.i. as compared to the lowest number of hours proposed among Proposers using the following formula:
