AMENDEMENT 0005

1. The RFP refers to drawings but none seem to be included on sam.gov. Can drawing be provided?

GOVERNMENT RESPONSE: THE DRAWINGS WERE ISSUED IN AMENDMENT 0001

2. The RFP says: “Offeror shall ensure current registration on the SAM Website, www.sam.gov, including Annual Representations and Certifications are complete and updated for this procurement. If a Representation or Certification required by Section 00600 of the Solicitation is not provided in SAM, include the representation or certification in your price proposal. [highlighting added]. Section 00600 is not included in the RFP. However, pages 27 – 35 and 47 – 49 in the RFP include Representations and Certifications. Are offerors to include these in the proposal?

GOVERNMENT RESPONSE: YES

3. Factor 1.a.1.2 (Experience: Scope): In order to qualify, the RFP requires submitted projects (at least 2 and no more than 5) to include the following: “New construction of a military working dog facility or comparable facilities, e.g. police working dog kennels, dog training center or dog support facilities.” This is a very limited scope in which to demonstrate relevancy, and may limit unnecessarily the number of well qualified offerors. Most new construction projects will have covered the vast majority of the new construction requirements associated with this proposed project. To require a new construction project to also include dog training features would require offerors to ignore projects that demonstrate most or nearly all new construction requirements applicable. Would the government consider changing the language to focus on relevant new construction requirements specifically (structural, civil, infrastructure, et al) and moving all current scope language to the strengthening features section?

GOVERNMENT RESPONSE: NO

4. Photographs were not allowed at the site walk, requesting that photographs of the existing Working Dogs facility (interior and exterior) and site designated for demolition be provided for purposes of evaluation by bidders.

GOVERNMENT RESPONSE: YES

5. Due to the specialized nature of the facility, request that the period of consideration for relevant projects be extended to 15 years to allow for qualified contractors with experience to participate and demonstrate full capabilities of construction experience.

GOVERNMENT RESPONSE: NO

6. Please advise what is meant by thermal insulation in all exterior frames per Section 08 11 13 ¶2.6. The way it is stated is interpreted to be an insulation or potentially grout stuffed in the backside of the frame. If that’s the case.

This is something that is supplied and done by others.

GOVERNMENT RESPONSE: INSULATION OF EXTERIOR HOLLOW METAL FRAMS WILL BE

PROVIDED AND INSTALLED BY THE CONTRACTOR.

7. Section 08 11 13 does not specifically address interior hollow metal frames. Please confirm interior hollow metal frames can be 16 gage cold rolled steel.

GOVERNMENT RESPONSE: YES, INTERIOR HOLLOW METAL DOOR FRAMES ARE 16 GAGE

COLD ROLLED STEEL.

8. Should Door #116 have 6’0” in the door size in the door schedule?

GOVERNMENT RESPONSE: YES, THE CORRECT #116 DOOR OPENING SIZE IS 6’-0” WIDE WITH 2

LEAF DOUBLE DOORS.

9. Please advise where Door 123 is to be found?

GOVERNMENT RESPONSE: DOOR #123 IS LOCATED AT THE AHU SPACE IN THE ATTIC.

10. Please advise what the unmarked door is at the AHU in the attic.

GOVERNMENT RESPONSE: DOOR OPENING SHOWN ON A-313 IS DOOR #123. DOOR AND FRAME

MAY NEED TO BE FIELD MODIFIED WHERE TOP CORNER OF DOOR MAY INTERFERE WITH

SLOPED ROOF FRAMING.

11. Please advise the STC rating of Doors 114A, 114B & 115. Section 08 14 00 ¶2.1.2 directs the rating to be found in door schedule; however, there is no STC rating shown in the door schedule.

GOVERNMENT RESPONSE: STC RATING FOR DOORS 114A, 114B & 115 IS

STC-45.

12. Please advise if the door cores can be structural composite lumber (SCL) in lieu of stave lumber core. Some factories have dropped the stave lumber core due to issues like telegraphing/photographing the core for one. Also, SCL has less light lock conflicts.

GOVERNMENT RESPONSE: SCL DOOR CORES ARE NOT APPROVED. PROVIDE STAVE LUMBER

CORES AS SPECIFIED.

13. Section 08 14 00 ¶2.1.1.1 directs good grade natural birch for a painted finish. The finish specified at wood doors in the door schedule is clear. Please advise if the doors are not a painted finish by others, what veneer is desired for a clear finish.

GOVERNMENT RESPONSE: CLEAR FINISH FOR INTERIOR WOOD DOORS AS SPECIFIED IN

DOOR SCHEDULE IS CORRECT. FINISH ALL INTERIOR WOOD DOORS WITH CLEAR SEMI-

GLOSS SHEEN.

14. Spec section 01 22 00, 3.2.1.1 calls for a coverboard on top of any Polyiso within a roof assembly. Typical assembly from the drawings does not show one. Question, what is required? See below.

GOVERNMENT RESPONSE: TYPICAL ROOF ASSEMBLY AS SHOWN ON THE DRAWINGS.

PROVIDE AND INSTALL ROOF ASSEMBLY AS SHOWN ON DETAILS AND ASSEMBLY

ACCORDING TO SELECTED MANUFACTURERS RECOMMENDATIONS.

15. Typical assembly calls for 3 layers of 2” ISO for R-30. Those things are not the same. R-30 is achieved with 5.2” of ISO, and would typically be installed in 2 layers, not 3. Question, are 3 layers required? Is R-30 the requirement? Or is do they want 3 layers of 2” ISO for an R-value of R-34.2?

GOVERNMENT RESPONSE: MIN R-30 WITH 6” RIGID INSULATION.

16. Roof panel spec calls for 050 aluminum panels, wall panel spec calls for 22 ga steel panels. Dark Bronze on an Aluminum substrate is not an exact match to Dark Bronze on a Steel substrate. Question, Was it the intent to have these specified as different materials, or should they both be the same, either .050 aluminum or 22 ga steel?

GOVERNMENT RESPONSE: ROOFING AND WALL MATERIALS AS SPECIFIED IN THE

DOCUMENTS IS CORRECT. ROOF HAS ALUMINUM PANELS AND WALLS HAVE STEEL PANELS.

MINOR DIFFERENCES IN THE DARK BRONZE FINISH COLOR SHOULD NOT BE SIGNIFICANT

CONCERN.

17. I do not see a specification for the roof specific air and vapor barrier, the thermal barrier, or the synthetic underlayment. Question, Can a specification please be provided for each?

GOVERNMEN RESPONSE: SEE SPEC SECTION 07 22 00, PARA. 2.1.1 FOR THERMAL ROOF

INSULATION. SEE SPEC SECTION 07 27 19.01, PARA. 2.1 FOR SELF-ADHESIVE AIR BARRIER.

ASSEMBLY AND TIE-IN TO BE REVIEWED WITH DESIGNER OF RECORD WITH MOCK UP THAT

CAN BE INCORPORATED INTO THE WORK.

18. Please confirm the graphic scale on the electrical site drawings as they do not match the graphic scale on the civil utility drawings?

GOVERNMENT RESPONSE: CIVIL AND ELECTRICAL DRAWINGS ARE ADEQUATELY

REPRESENTED AND MATCH THE CORRESPONDING GRAPHICS SCALES. THE ELECTRICAL

AND CIVIL DRAWINGS DO NOT NEED TO BE AT THE SAME SCALE AS THEY SERVE SPECIFIC

PURPOSE FOR EACH DISCIPLINE.

19. Can the Navy confirm the STC (sound transmission class) rating required for the openings 114A, 114B & 115?

Door schedule note #2 references a ‘sound retardant core door,’ however there doesn’t seem to be a rating/level specified anywhere else in the plans or specs.

20. Section 28 10 05 - What is the manufacturer of the system the base currently uses?

GOVERNMENT RESPONSE: CONTRACTOR TO PROVIDE THE CAPABILITY (I.E. DIALER) TO

COMMUNICATION THE BASE IDS CENTRAL STATION.

23. REF: CS507 The CL fence detail page attached (CS507) has typicals for both 3 and 6 strand barbwire. Is barbwire required? If so, where and at what strand? – the specifications provide no clarity.

FENCE TO TOP OF FABRIC SUPPORT WITH THREE (3) STRANDS OF STRAIGHT WIRE (NO

BARBED) AT THE TOP FACING INWARD TO PREVENT A MWD FROM CLIMBING OR JUMPING

OUT.

24. SPEC 32 31 13 Do any of the gates need operators, or will they be manually operated?

GOVERNMENT RESPONSE: GATES SHOULD BE MANUALLY OPERATED. PADLOCK AND KEY

TYPICAL. TURNSTILE ENTRIES WILL NEED A CAC CARD READY.

25. According the to the Evaluation Factors for Award section Factor 1 – Experience - we are required to use the Construction & Design Experience Project Data Sheet; however this is not a design bid project. Please verify this is the correct form and/or that we are required to only submit construction projects.*

26. Missing The Sheet List includes sheet CU102 Utility Plan – Old Kennel and sheet FY700 Camera Views. These sheets are not included in the plans posted on sam.gov. Can these drawings be provided?

GOVERNMENT RESPONSE: SHEET CU102 WAS A UTILITY PLAN FOR THE EXISTING KENNEL

SITE. NO NEW UTILITIES WERE EXTENDED TO THE EXISTING KENNEL SITE, SO THE SHEET

WAS REMOVED FROM THE SET.

27. Drawings ES100, ES101, ES102 and ES103 Please confirm the graphic scale on the electrical site drawings as they do not match the graphic scale on the civil utility drawings.

OUT AND PREVENTING UNAUTHORIZED ACCESS. CABLE REINFORCING FOR VEHICLE

THREATS IS NOT REQUIRED. COATING REQUIREMENT ISN’T A SECURITY ISSUE, IT IS A

CORROSION PROTECTION ISSUE AND IS DEPENDENT ON LOCATION AND INSTALLATION

“ALUMINUM-COATED STEEL FABRIC OR CLASS 2B (FUSED AND ADHERED) PVC-COATED

OVER ZINC-COATED STEEL FABRIC. USE EITHER CLASS 2 ALUMINUM PIPE OR INCLUDE PVC

COATING ON ZINC-COATED STEEL PIPE POSTS AND RAILINGS. WHEN SPECIFYING STEEL
