About this file

This is a detailed Invitation for Bid (IFB) for the Upgrade Heating System Phase 1 Project at the VA Medical Center in East Orange, New Jersey. The project involves comprehensive heating system upgrades for Building 1, including removal of existing steam radiators, installation of new steam and condensate piping, heat exchangers, hydronic pumps, and associated mechanical, electrical, and architectural modifications across multiple floors (Levels 7, 8, and 9).

The project includes three primary bid items: General Construction, Mechanical Work, and Electrical Work, with three alternate bid options that provide potential scope reductions. Key scope elements include removing asbestos heat shield insulation behind steam radiators (approximately 2,275 square feet), installing new steam and condensate distribution systems, replacing terminal units, and implementing new control systems. The work will be performed in phased stages with restrictions on work hours and building occupancy, requiring detailed coordination with VA Medical Center operations. The project will utilize negative air containment, asbestos abatement protocols, and specialized decontamination procedures throughout the renovation process.
