PURPOSE:

The purpose of this memorandum is to document and convey additional notes to the prospective contractors for above mentioned project.

a. BACKGROUND:

Project will upgrade steam/condensate heating distribution system and devices throughout the multiple floors of Building 1. The current heating system is collapsing and is beyond economical repair status. Newly created, more economical system will reduce the amount of maintenance time and allow for a better control and heat distribution among the rooms, floors and departments. In addition, the new system will create a better quality of life for patients, visitors and employees at VA New Jersey Health Care System East Orange Campus, Building 1 Main Hospital.

The design has been completed by Northeast Infrastructure and the solicitation for Construction was posted to open market. Pre-bid Site Visit with prospective Contractors was held on 4/30/25.

While reviewing drawings to verify details of ICRA and preplanning with A/E, VA Safety and VA ICRA team, additional information has come to light. This information is very important and will be helpful to prospective contractors and hence needs to be conveyed in timely manner.

b. ADDENDUM NOTES:

a. There is a wooden casework in front of dumbwaiter located on Level 3 room 3-148, which is not shown on any Bid Documents. (Refer to drawings GC-102 & ICRA-03 for details of location.)

i. Contractor to demolish the casework to gain access to dumbwaiter.

ii. This work needs to be added to proper phasing.

iii. Upon completion of work, Contractor to restore the area with sealed walls using sheetrock and paint matching existing walls.

b. This project has multiple levels of ICRA required based on the location of patient care.

i. It will require tremendous amount of preplanning and preapproval prior to beginning work at any of these locations.

ii. Contractor must provide look-ahead schedules and coordinate with EO VA Engineering, Safety, ICRA, and end-user on each level.

iii. ICRA Level 3 & 4 will require additional measures. And Contractor must maintain negative air pressure inside ICRA enclosure and provide proper exhaust.

iv. Contractor must incorporate fire sprinkler/s in each ICRA enclosure. If it is not feasible, Contractor to provide prior notification to VA Engineering to be able to incorporate ILSM Assessment (Interim Life Safety Measures) prior to start of work. Contractor must imply with VA ICRA and VA Safety’s assessment and additional Life Safety requirement in the event.

v. Contractor is responsible to coordinate with VA COR prior to purchasing, installing and programming certified temporary and/or equivalent fire and smoke detectors for any location where permanent Fire Alarm Detection/Suppression System will be disabled for greater than 4 hours based on ILSM Assessment by VA Safety and VA ICRA. In addition, Contractor is responsible to inspect and test temporary fire system on monthly basis.

c. Existing chiller water valves may or may not be functional and/or may require replacement. Contractor to verify and provide recommendation.

d. Contractor to use proper means and methods to verify whether the dumbwaiter shaft is sealed. If the shaft is found to be open, Contractor to seal it with proper means and methods using applicable codes.

e. Contractor must carry certified and authorized personnel to access confined space.

f. Phasing may need to be adjusted based on requirement of end-user. As mentioned on drawings GC-103, GC-104 & GC-105, 3 rooms at a time may not be available.

Contractor may have to work in 1 room at a time. In addition, as mentioned on drawing GC-105, partial closer of wing A & D may not be possible.

g. Contractor to provide temporary ceiling enclosure/s to meet fire and smoke ratings to cover holes made in ceiling during fan coil unit replacement.
