About this file

This document is an Asbestos Survey and Lead-Based Paint Sampling Report prepared by U.P. Engineers & Architects, Inc. for the Kingsford Armory Renovations located at 401 S. Carpenter Ave. in Kingsford, Michigan. The survey was conducted on April 3rd, 2025, by Sam Genter, a State of Michigan licensed Asbestos Building Inspector and Lead Inspector, to identify asbestos-containing materials (ACM), presumed asbestos-containing materials (PACM), and lead-based paint in areas planned for renovation. The investigation involved a comprehensive building walkthrough, identification of suspect materials, collection and analysis of 28 bulk samples comprising 38 layers of suspect ACM, and 11 paint samples for lead and cadmium content.

The survey revealed several areas with regulated asbestos-containing and lead-containing materials. Asbestos was detected in pipe insulation on multiple floors, including the hallway, weight room, supply room, conference room, and attic, with materials ranging from beige and gray pipe insulation to black bituminous tar under the drill floor. Lead-based paint was found on the side of an exterior door in the kitchen (53,200 mg/kg) and on the shooting range wall (22,600 mg/kg), both significantly exceeding the federal lead paint statute limit of 5,000 mg/kg. The report emphasizes the need for proper handling and disposal of ACM and PACM by trained personnel, with recommendations for careful management during the planned renovations to ensure worker and environmental safety.

I. PURPOSE AND SCOPE

The purpose of this project was to conduct an asbestos survey and lead containing paint sampling for the sections of the Kingsford Armory that are going to be renovated. The survey and sampling will identify asbestos containing material (ACM), presumed ACM (PACM), and lead and cadmium containing paint throughout the planned renovation areas. This survey occurred in preparation for the planned renovations for the armory.

The survey and sampling data should be referred to by staff and personnel during demolition operations. Material or items not comprised of ACM or PACM may be removed, repaired, or replaced by general maintenance staff or contractors. However, ACM or PACM items must be handled and disposed of by properly trained personnel.

Lead containing paint may be disposed of as demolition debris if the proper procedures are followed.

The scope of this project includes:

1. Building walk through

2. Identification of suspect ACM and LBP

3. Collection and analysis of bulk samples of suspect ACM

4. Collection of suspect Lead Containing Paint Samples

5. Quantification of ACM and PACM

6. Assess current condition of ACM and PACM and identify the potential for disturbance of ACM and PACM.

II. ASBESTOS CONTAINING MATERIAL SURVEY

An asbestos survey was conducted for parts of the Kingsford Armory in anticipation of planned renovations. The asbestos survey was performed by Sam Genter, a State of Michigan accredited Asbestos Building Inspector (License # A63169) on April 3rd, 2025.

The asbestos survey consisted of five phases: 1) conduct a visual inspection of the building; 2) identify homogeneous areas; 3) collect samples of suspect ACM from different homogeneous areas; 4) quantify ACM and PACM; 5) assess current conditions of sampled suspect ACM and the potential for disturbance of the ACM identified.

Prior to collecting any samples, a sampling strategy was developed based on the layout of the building and the construction periods associated with each section of the building.

Locations were sampled based on the location of the planned demolition and associated renovation. Based on the sampling strategy, the building was divided into different homogeneous areas, from which samples would be collected. A homogeneous area can be described as one or more areas of material that are similar in appearance and that have the same construction/installation date and function. Bulk samples of identified suspect asbestos containing material (ACM) were collected in individual containers and sent to a National Voluntary Lab Accreditation Program (NVLAP)/American Industrial Hygiene Association (AIHA) accredited laboratory for analysis. The number of samples collected from each homogeneous area may vary depending on the professional judgment of the inspector and the type of material present.

Twenty-eight (28) samples consisting of thirty-eight (38) layers of suspect ACM were collected from the areas of the armory that are planned to be renovated and analyzed by Polarized Light Microscopy (PLM). Table 1 shows any confirmed ACMs. Table 3

2 UPEA

presents the sample analysis results. The confirmed ACMs are reported in bold text.

Appendix B contains a copy of the building floor plans and the location of samples.

Copies of the analytical results are included in Appendix C. Appendix E contains a copy of the laboratory accreditation.

These asbestos surveys were completed with limited destructive testing. Therefore, hidden materials may be discovered in walls or ceiling that contain asbestos. If such materials are encountered, all work shall stop immediately until proper testing is conducted to determine the content of the material.

IV. CONCLUSIONS AND RECOMMENDATIONS

Asbestos:

The results of the asbestos survey conducted on 4/3/2025 for the areas of the Kingsford Armory planned to be renovated at 401 S. Carpenter Ave. in Kingsford, MI indicate that the building DOES contain regulated asbestos containing materials.

Basement:

The thin pipe elbow insulation in the supply room adjacent to the shooting range contained asbestos fibers. This thin insulation, along with any encountered similar insulation, should be treated as ACM. The thicker pipe insulation in the ceiling above the conference room tested positive for asbestos fibers. This pipe wrap, along with any encountered similar insulation, should be treated as ACM.

1st Floor:

The black, bituminous tar under the hardwood in the drill floor contained asbestos fibers.

The pipe insulation in the corner of the weight room, adjacent to the drill floor, also tested positive for asbestos fibers. Anywhere this type of insulation is encountered, the insulation should be treated as ACM.

2nd Floor:

The hallway in the second floor had exposed pipe insulation near the ceiling that had been painted white. A core of this material tested positive for asbestos containing fibers.

This and similar pipe insulation should be treated as ACM.

Attic:

The gray/brown pipe elbow insulation contained asbestos fibers. All similar pipe insulation should be treated as asbestos containing material.

Material or items not comprised of ACM or PACM may be removed, repaired, or replaced by general maintenance staff or contractors. However, ACM or PACM items must be handled and disposed of by properly trained personnel. Subcontractors and employees working in the building should be instructed to report any hidden suspect ACM immediately upon discovery.

Lead-Containing Paint:

The results of the lead-containing paint sampling conducted on 4/3/2025 for the areas of the Kingsford Armory planned to be renovated at 401 S. Carpenter Ave. in Kingsford, MI indicate that the areas planned for renovation DO contain regulated lead-containing or cadmium-containing paint. The kitchen on the first floor has an exterior door on the west side, painted white, with deteriorating paint that had lead levels above the regulatory limit. The shooting range wall in the basement was mostly intact but tested positive for lead at a concentration above regulatory limits.

V. LIMITATIONS

Identification and testing of PACM was conducted by a trained professional licensed in the State of Michigan. Professional judgment was used in the selection of materials to be tested and the number of samples of each homogeneous material tested.

4 UPEA

This report documents testing of ACM or PACM based on sampling strategies and priorities as described herein, and on the dates and at locations identified in this report.

Modifications to the building or its interior through renovations, remodeling, building additions or changes to fixtures, facilities or furnishings that occur subsequent to the date of this report may add or remove ACM or PACM not identified in this report.

This report was completed to aid the building Owner, general contractors, and potential asbestos abatement contractors in locating ACM. Under no circumstances should this report be utilized as a bidding document or as a project specification document.
