SPECIFICATIONS FOR STATEWIDE ROADSIDE LITTER COLLECTION AND REMOVAL

General:

The Vendor shall provide litter collection and removal services from NMDOT Interstate and State Highway Right Of Ways’s (ROW’s). The Vendor shall employ and utilize personnel trained to identify and protect themselves and the environment from potential hazards encountered during the litter collection and removal process. Litter is considered trash, waste products, bulk items, and garbage on the roadway or within the NMDOT ROW. Containers containing potential hazardous material will be considered separate from litter and will be paid for as a separate pay item.

Small trash items such as paper, bottles, cans, etc. shall be collected and placed in thirty (30)-gallon high density trash bags. Trash bags, when filled, shall be tied, and placed a minimum of ten (10) feet from the edge of shoulder for pickup.

All trash bags shall be loaded and removed from the side of roadway on the same day they are filled. Large items of trash, including, but not limited to tires, mattresses, furniture, appliances shall be loaded onto the vendors truck and removed from the roadway and/or ROW as they are encountered and shall not be left on the side of the roadway. All litter shall be properly disposed of at local landfills.

The Vendor shall have trained personnel on the jobsite capable of identifying hazardous waste materials. Potentially hazardous waste materials consist of oil canisters, oil-based paint cans, kerosene containers, gasoline cans, batteries, pesticides, herbicides, fertilizers, solvents, chemicals, and in instances where there are questions on whether items are to be considered hazardous waste material, the determination shall be made by the District Engineer or their designee overseeing the work. Hazardous waste materials shall be removed in an environmentally safe manner, adequately disposed of, and all handling and disposal shall comply with all state and federal environmental and legal requirements.

All work except for removing large items from the roadway shall be conducted outside the edge of the shoulders and/or within the median. In instances where large items need to be removed from the roadway, all safety precautions available to the Vendor should be utilized. This includes utilizing spotters to ensure that sufficient spacing is allowed from oncoming traffic and utilization of trucks with mounted arrow boards. At no time shall employees try to remove any items from the road when it is deemed dangerous to themselves or the traveling public. In areas where traffic control is deemed necessary by the District Engineer or their designee, the District shall include the traffic control pay item to support the roadside litter operations. The vendor is responsible for submitting and obtaining approval of the traffic control plan from the appropriate District Traffic Engineer.

Vendor Requirements:

The Vendor is responsible for conducting a site assessment to determine staffing and equipment needed to complete the work within the established work schedule. Work schedule shall be established between the District Engineer or their designee and the Vendor prior to the District issuing a purchase order and Vendor accepting the work. Final approval of work limits and schedule timeline allotted to complete the work, shall be approved by the District Engineer or their designee and documented on the purchase order justification section.

The Vendor at all times must have a minimum crew of five (5) employees working on litter pickup to complete the work within a reasonable timeframe and with minimal interruption to the traveling public. Crew size shall not exceed ten (10) employees unless approved by the District Engineer or their designee.

The Vendor must provide work trucks capable of carrying between one (1) ton to ten (10) tons of litter, this would be representative of a standard one (1) ton truck pickup and a five (5) yard dump truck respectively. Smaller trucks, larger tandem axle and semi-trailers will not be allowed in the performance of this work in efforts to maximize work efficiency and reduce traffic disturbance. Standard one-ton trucks with a Sixteen-thousand-pound trailer or less and a maximum length of eighteen (18) feet will be allowed. All work trucks and trailers shall have vertical panels and tarps, to ensure that

Page-14 litter is contained within the truck/trailer during the litter collection and removal process. All trucks and trailers must be equipped with safety lights and a litter crew sign posted on the back of the truck/trailer. All safety lighting and signing must meet the requirements of the current Manual on Uniform Traffic Control Devices (MUTCD).

The Vendor shall follow best practice work procedures to safely collect and dispose of all litter found on the project site.

Employees at no time shall attempt to collect trash from a moving vehicle nor shall they drive along the shoulder exiting a running truck to pick up litter. All litter collection, utilizing a truck, for both bagged trash and larger items will require that the truck fully exit the traveling lane and come to a complete stop, so trash bags and larger litter items can be loaded in a safe and well thought out process.

The Vendor shall have a minimum of two (2) traffic signs posted during working hours, indicating “Litter Crew Work Ahead”. Signs should be placed at approximately one (1) mile and five-hundred (500) feet prior to the crew’s work location. As work advances and extends past one (1) mile from initial starting location, the secondary sign (furthest sign) shall be moved up to five-hundred (500) feet prior to the crew’s current position. This will ensure that a sign is always posted at approximately one (1) mile prior to the crews working location. All Liter Crew Work Ahead signing shall be removed during non-working hours.
