About this file
This is a Scope of Work document for Salt Lake City Corporation's Request for Bid SLCI27012 for fencing supplies and installation services on an as-needed basis. The contractor shall provide fencing materials and installation services city-wide, with the flexibility to accommodate pickup by City employees, local delivery at no additional cost, or direct shipment from manufacturers. The contractor may be required to fabricate custom fencing components such as gates and frames within mutually agreed timeframes, and must provide specification and design assistance at no charge. Installation services include material delivery, written cost estimates based on bid rates, site preparation including minor vegetation and debris clearing, underground utility marking and identification, and complete site restoration upon completion. Temporary fencing services are also required, with the contractor obligated to set up between approximately 685 to 1,590 feet of six-foot high chain link fencing the night before events and remove it immediately after, potentially requiring service outside normal business hours and on weekends. The City endeavors to provide at least one week's notice for temporary fencing needs but reserves the right to request emergency services with shorter notice.
The contractor must maintain adequate inventory to supply the majority of fencing products from stock and make reasonable efforts to source unavailable items from local sources, with non-local special orders permitted. All products furnished must be of good merchantable quality and suitable for intended purposes, with a minimum one-year warranty from the date of final payment. The contractor is responsible for obtaining all required permits prior to project commencement and must submit a comprehensive safety program addressing UOSH, EPA, NFPA, and UDOT compliance standards for approval by the City's Safety Program Manager. Final acceptance requires a joint walkthrough verification that all posts are secure and properly set, fencing is taut and level, gates function properly, and the site is fully restored and debris-free. The contractor must accept returns of unused materials, other than fabricated components, with the City responsible for return logistics.

The responsibilities of Contractor include, but shall not be limited to, the following.
A. Contractor shall provide Fencing Supplies and Installation City-wide on an “as needed” basis.
1. Generally, City personnel shall pick up orders for fencing materials that are not to be installed by Contractor’s place of business. When picked up by a City employee, Contractor shall request the employee’s City identification and have the employee print his or her name and sign the invoice for the products received.
2. Contractor shall deliver orders for products stocked locally to City departments upon request at no additional cost.
3. At the request of City, Contractor shall make arrangements to ship products directly from the manufacturer or Contractor’s wholesaler (F.O.B. destination) to a site designated by City, and City shall reimburse Contractor for the actual charges as a separate line item on Contractor’s invoice to City for the applicable product that was shipped.
4. There shall be no minimum order limitations.
B. Fabrication – When necessary, City shall have Contractor fabricate certain fencing components, such as custom gates and frames. Items that need to be fabricated shall be fabricated and shipped, or made available for pick-up if applicable, within a time frame mutually agreed upon by both parties at the time of order.
C. Contractor may be required to submit its company safety program to one of the City Department’s Safety Program Managers addressing specific work activities and associated hazards. The safety program shall be in compliance with Utah Occupational Safety and Health Administration (UOSH) regulations, Environmental Protection Agency (EPA) regulations, National Fire Protection Association (NFPA) regulations, Utah Department of Transportation (UDOT) regulations and any other federal, state, or local regulations. The safety program shall include requirements applicable to the scope of its work, the protection of its employees, employees and owners of buildings and property adjacent to the work area. The safety program shall include the operations of Contractor’s sub-contractors, at any tier, and include environmental protection, safety, occupational health, respiratory protection, hearing conservation, fire prevention protection, and hazardous materials handling requirements as applicable. The safety program documents shall be reviewed and approved by the City Department’s Safety Program Manager prior to notice to proceed.

1. Contractor shall deliver and install all required fencing materials upon request to various sites specified by City, on an as needed basis.
2. Contractor shall provide a written cost estimate using the parts and labor rates stated in their bid submittal.
3. Contractor shall begin installation and shall complete installation within a time frame mutually agreed upon by both parties at the time of order.
4. Contractor shall clear minor vegetation, debris, or obstructions along the designated fence line as needed.
5. Contractor shall mark and identify all underground utilities prior to digging or post excavation.
6. Upon completion of the installation the Contractor shall be responsible for removing all excavation spoils, debris, and leaving the site in a clean and safe condition.
D. Contractor shall provide specification and design assistance at no charge.
E. Contractor warrants that products furnished conform to the specified requirements and are of good merchantable quality and suitable for the purpose intended.
F. Contractor shall provide the majority of fencing products specified from stock on hand. It is understood this will require an adequate inventory. In the event Contractor is unable to supply a requested product from inventory, Contractor shall make every effort possible to secure the required product from another local source. Contractor may be required to order parts that are not stocked locally from a non-local source.

City shall be responsible for returning the products to Contractor’s place of business with copies of the original material list and the invoice.
I. Contractor shall be responsible for obtaining any/all required permits prior to commencing any project.
Final acceptance will be granted following a joint walkthrough by assigned City personnel and the Contractor to verify the following:
1. All posts are secure, plumb, and properly set.
2. Fencing is taut, level, and free of defects or damage.
3. All gates latch and lock properly.
4. The job site is fully restored, cleared of debris, and free of any hazardous conditions.

(i.e. for a Saturday event, set up could be anytime between 6:00 PM Friday and 6:00 AM Saturday morning with the fencing removed any time after 11:00 PM Saturday, but before 8:00 AM Sunday morning)
1. City shall endeavor to give Contractor at least one-week prior notice of events requiring temporary fencing services of Contractor. However, there may be events of an unforeseen or emergency nature which preclude such advance notice and Contractor shall extend reasonable effort to accommodate such emergency requests.
