Section 1. Project Summary and Background

1.1. PROJECT REQUEST

The City of Detroit Office of Contracting and Procurement (OCP) on behalf of the Housing and Revitalization (HRD) department requests proposals from qualified organizations to provide Emergency Shelters for Detroit residents experiencing homelessness.

1.2. BACKGROUND/DESCRIPTION OF ENVIRONMENT

Detroit’s homelessness response system uses a spectrum of programming to prevent, divert, and end homelessness. Prevention and diversion programs are the least service-intensive and aim to prevent households from entering the homeless system.

There are currently 943 year-round emergency shelter beds, operated by 10 non-profit organizations, funded by the City of Detroit. The shelters provide overnight shelter, basic needs, and housing focused case management to single adults, families, youth ages 18-24, and Veterans. The goal of this RFP is to retain the number of shelter beds currently in the homelessness response system.

1.3. AWARD CLAUSE INCLUDING RENEWAL OPTIONS

If a contract is awarded as a result of this RFP, it will be a City of Detroit Professional Services

Contract (Attachment E). The term of the contract will be for One Year with an option to extend for an additional year. Any renewal option exercised under this contract is effective only after the approval of the Detroit City Council and signed by the Chief Procurement Officer. The

City anticipates one or multiple awards as a result of the RFP.

Section 2. Statement of Work

2.1. SERVICES TO BE PERFORMED

The City of Detroit’s Housing and Revitalization Department (the City) is committed to a comprehensive response to meet the needs of those experiencing homelessness. Homelessness should be prevented wherever possible, or if it can’t be prevented, it is a rare, brief, and one-time experience. To meet this goal, the City works closely with the Detroit Continuum of Care (CoC), provider organizations, supportive housing developers, and funders to provide a broad array of housing opportunities intended to prevent and end homelessness for households in need. The U.S.

Department of Housing and Urban Development (HUD), along with the City and its community partners, expect that our system of service makes steady progress toward reducing homelessness.

This includes decreasing the number of people entering the homelessness system, shortening the duration of homelessness, and limiting recurrent episodes of homelessness.

Emergency Shelter

Emergency Shelters provide shelter, basic needs, and case management services to residents living onsite; services are provided 365 days per year. Emergency shelters maintain a strong focus on assisting residents in moving to permanent housing, as quickly as possible. Shelters must adhere

Revised 12/2/2025 Page 4 of 17 to a low-barrier approach and serve anyone facing a housing crisis. This means that households cannot be screened out of shelter for substance use, mental health, disability, or family composition. Emergency Shelters must accept all referrals as well as report all bed vacancies daily to CAM.

Awards for Emergency Shelter programs are not expected to exceed $500,000 per program for a

12-month period (July 1, 2026-June 30, 2028). Award amounts will take into consideration size of program, application score, and homelessness response system need. Please note that seasonal warming centers will not be funded through this RFP.

Applicants must ensure that the proposed emergency shelter facility is maintained in good repair and safe operating condition. The property must meet all applicable building, health, and safety codes (see below) and be free from structural deficiencies, hazards, or conditions that could negatively impact the health or safety of occupants. Ongoing cleaning, maintenance, and timely repairs are required to ensure the facility remains suitable for its intended use.

Emergency Shelter facilities must meet the following minimum requirements:

• Layout: Separate areas for men, women, and families with minor children

• Amenities:

ADA accessible

Showers

Bathrooms

Community space for meals/activities

At least one private meeting space for case management

Office/administrative space

On-site laundry

Full and licensed kitchen (if meals will be prepared on site)

• Zoning: Currently zoned for Emergency Shelter (or willing to acquire certification).

Information regarding current zoning designations can be found here-https://permits.detroitmi.gov/

• Maintenance: Maintain City’s Building, Safety, Engineering and Environmental

Department (BSEED) requirements. Utilities, minor repairs, and maintenance must be included in the lease and provided by the applicant that has site control of the property.

On-call services must be available or arranged for minor repairs or maintenance requests.

• Sites that plan to prepare meals on site require a license from the Detroit Health

Department (DHD). Licensing information can be found here-https://detroitmi.gov/departments/detroit-health-department/programs-and-services/food-safety/licensing

• Homelessness Solutions contractors must adhere to the City’s Property Maintenance

Code for all properties the agency plans to provide services at. Property must be free from Blight Tickets or in the process of resolving them. Blight Ticket information can be found here- https://detroitmi.gov/departments/department-appeals-and-hearings/blight-ticket-information

Please note that the emergency shelter facility will be monitored on a monthly basis from the

Homelessness Solutions team, BSEED, and/or DHD.

Revised 12/2/2025 Page 5 of 17

All Emergency Shelters must meet the following expectations:

Emergency Shelters, outlined in the Homelessness Solutions Policies and Procedures

Manual.

• Provide housing focused case management to all households, including individualized service plans and developing a housing plan

• Assist residents in obtaining the required documents needed for securing permanent housing

• Record all household related data and activity within 48 hours using the CoC-established

HMIS, or a comparable database if serving survivors of domestic violence. Organizations will be responsible for providing all required reporting including generating HUD ESG

Consolidated Annual Performance and Evaluation Report (CAPER) and Annual

Performance Report (APR)

Performance Measures:

Emergency Shelter providers must track their performance on the following measures:

• Shelter utilization rate

• Percentage of exits to a permanent housing destination

• Percentage of leavers who exit within 90 days or less; and

• Average length of time enrolled in services for leavers

Performance may impact score on future Homelessness Solutions NOFAs or RFPs.
