About this file

This document is an Environmental Protection exhibit (Exhibit H) for a beach renourishment project by the Town of Hilton Head Island, involving the U.S. Army Corps of Engineers (USACE), South Carolina Department of Environmental Services (SCDES), U.S. Fish and Wildlife Service (USFWS), and National Marine Fisheries Service (NMFS). The exhibit outlines comprehensive environmental protection requirements for the construction contractor, including detailed protocols for managing land and water resources, dust control, solid and chemical waste disposal, fuel handling, and protection of endangered species such as sea turtles and shorebirds. The project requires strict compliance with federal, state, and local environmental regulations, with specific focus on minimizing ecological disruption during beach construction activities.

The contract does not include separate payment for environmental protection measures, with all associated costs considered incidental to the overall contract unit prices. Critical environmental safeguards include preventing water and ground contamination, maintaining turbidity control, protecting wildlife habitats, and coordinating with town-provided sea turtle and shorebird monitoring services. The project is governed by specific biological opinions and permits from USFWS (dated August 2024 and January 2025) and NMFS (March and July 2020), which are attached to the USACE and SCDES permits. The contractor must meticulously follow these guidelines, including using predator-proof waste receptacles, implementing spill prevention and reporting protocols, and ensuring minimal interference with nesting sea turtles and foraging shorebirds.
