About this file

This Scope of Work document outlines specifications for aerial seeding services to be provided by the State of Utah Division of Purchasing's Wildlife Resources division on Bureau of Land Management lands in Millard and Juab County, Utah. The project involves aerial seeding of approximately 1,268 acres with a grass and forb seed mix applied at a rate of 10.25 lbs/acre, totaling approximately 13,000 lbs of seed. The seeding operation is scheduled between October 5–22, 2026, with work expected to commence by 8:00 a.m. daily to minimize wind-related seed drift. The project site is located at elevations ranging from 5,200 to 6,200 feet, with the nearest airports being Nephi Municipal or Salina-Gunnison Municipal Airport at approximately 30 and 25 air miles respectively, though suitable dirt landing roads exist within 2 miles of the project location.

Contractors must provide aircraft equipped with GPS technology capable of establishing 100 percent coverage flight lines and seeding at the specified rates. The State will furnish pre-mixed seed in bulk totes at agreed-upon locations at each project site, with the contractor responsible for providing equipment and personnel for seed unloading and loading operations. The Government reserves the right to postpone seeding if wind speeds exceed 10 miles per hour. This Request for Quotes evaluation will be conducted on objective criteria with the lowest cost responsive and responsible vendor being selected for award. Multiple or alternate bids will not be accepted, and any exceptions to specifications must be protested in writing to the Division of Purchasing prior to the closing date.
