About this file
This is a Local and Area Business Certification appendix form issued by the City of Rio Rancho, New Mexico, for use in connection with the Rio Rancho Fire & Rescue Station 3 Bay Project Design Request for Proposal. The certification form establishes the requirements and preferences for local and area businesses participating in competitive sealed bids and proposals. According to the City of Rio Rancho's Procurement Ordinance Section 36.21, a Local Business must be authorized to do business under New Mexico law, possess a current City business registration, maintain its principal place of business within the City's corporate limits, and provide evidence of New Mexico gross receipts tax payment. An Area Business must meet similar requirements but only needs to maintain a bona fide place of business within the City and conduct business activities related to the bid or proposal at a City location to the extent practicable.
The certification form implements preference scoring provisions outlined in the City's Procurement Ordinance Section 36.35, whereby responsive bids and proposals from local businesses receive a two percent preference and those from area businesses receive a one percent preference, in addition to any applicable statutory preferences. A business cannot receive both local and area business preferences simultaneously. Authorized representatives must certify that the information provided is true and accurate, acknowledge that false information constitutes grounds for debarment and discontinuation of City business, and understand that the City may request additional documentation and conduct independent research to verify the submitted information.
