About this file

This is a Limited Asbestos Inspection and Lead-Based Paint Survey conducted by Hill West Environmental for the State of Utah Department of Administrative Services, Division of Facilities Construction and Management (DFCM), regarding a mechanical upgrade project at Southwest Technical College's Kane Campus in Kanab, Utah. The survey was performed on October 2, 2025, to identify asbestos-containing materials (ACM) and lead-based paint within areas designated for renovation, specifically the shop area and rooftop where existing evaporative cooling units will be removed and replaced with two new packaged, ground-mounted rooftop units, along with a new exhaust system. The inspection was limited in scope to only those areas that will be impacted during the RTU upgrade and EVAP cooling replacement project. The survey findings determined that no asbestos-containing materials were identified within the project area, as the roof is constructed with metal sheeting, and no lead-based paint was detected on any building components within the upgrade area. No universal, hazardous, or toxic wastes were identified as requiring remediation prior to renovation activities.

The construction cost estimate for the mechanical upgrade project is $114,956.00, and only contractors prequalified under DFCM's Stage I Prequalification process and currently listed on the DFCM Prequalified Contractors list are eligible to bid on this Stage II Invitation to Bid. The survey report, prepared by Claude Dahlk, CHMM, CIEC (Asbestos Inspector ASB-0433) with State of Utah Company Certification #ASBC-495, is intended to be on-site during all renovation activities. Should contractors discover additional suspect building materials during renovation that were not identified in this survey, they are required to stop work and notify DFCM for additional sampling and assessment before proceeding.

EXECUTIVE SUMMARY

On October 2, 2025, Hill West Environmental conducted a limited pre-renovation inspection for asbestos and lead-based paint of the Southwest Technical College

- Kane Campus located at 733 South Cowboy Way, Kanab, Utah 84741. The project includes upgrades to the RTU upgrades and EVAP cooling within the shop area.

Ms. Aubrey Stapel, Project Manager with the State of Utah, Division of Facilities Construction and Management (DFCM) requested this inspection to identify asbestos-containing materials (ACM) and building components with lead-based paint that need to be addressed before the building is renovated.

Suspect materials that will be impacted are some metal Beams. Areas in which renovations are to occur were inspected, and all other areas were not inspected as part of this survey.

Hill West has identified the following asbestos-containing materials (ACM) and lead-based paint during this inspection:

Conclusions

ACM – No Asbestos Containing Materials (ACM) were identified within the project upgrade areas.

If the renovation or demolition contractor discovers additional suspect building materials that were not sampled as part of this inspection, they shall stop working and notify DFCM so that the materials can be sampled.

Lead – Lead was not detected within any building components within the upgrade area. If the renovation or demolition contractor discovers additional suspect building materials that were not sampled as part of this inspection that will be impacted, they shall stop working and notify DFCM so that the materials can be sampled.

Universal, Hazardous and Toxic Wastes – No Universal, Hazardous, and Toxic Wastes will be impacted during this renovation project.

1.0 INTRODUCTION

As per DFCM’s instructions, Hill West Environmental conducted a limited asbestos and lead-based paint inspection of the Southwest Technical College - Kane Campus located at 733 South Cowboy Way, Kanab, Utah 84741. Due to the remodel and upgrades to the shop EVAP cooling system and replacement of the RTUs on the roof, Hill West was instructed to only inspect areas that will be impacted during the renovation project.

The purpose of this survey was to identify the existence, extent, and condition of both friable and non-friable asbestos-containing materials (ACM) and lead-based paint/lead materials within the renovation areas.

2.0 SITE VISIT /OBSERVATIONS

2.1 Asbestos Inspection

On October 2, 2025, Hill West Environmental visited the site to survey the renovation areas of the building. A complete asbestos inspection of the areas that will be impacted during renovations was made to determine conditions and develop a sampling scheme for the areas. The materials that will be impacted during this upgrade project include the shop area and roof. Table 1 summarizes the asbestos inspection results.

2.2 Lead-based Paint Inspection

On October 2, 2025, Hill West Environmental conducted a limited lead-based paint inspection of the Southwest Technical College – Kane Campus within the project work area. Direct measurement of lead in paint/dust were made using a Niton XL2 X-ray Fluorescence (XRF) Spectrum Analyzer. The Niton XRF non-destructively measures lead concentrations of painted surfaces, regardless of the number of layers present.

According to the manufacturer, the detection limit (lower limit of reliable measurement) for this instrument is 0.1 milligrams per square centimeter (mg/cm2) ±0.3 mg/cm2 with the instrument set on the “quick” measuring mode.

The quick mode provides 95% confidence that the lead concentration in the paint is above or below the set point of the instrument which, for this survey is 0.4 mg/cm2. For this survey, measurements below 0.4 mg/cm2 were not reported as lead containing.

The Niton XRF sometimes reports negative values. According to the manufacturer, negative values should be expected and interpreted as zero lead content due to the statistical variability of XRF measurement technology. Both HUD and the EPA recognize the statistical variability of XRF technology and the possibility of obtaining negative values where the lead content is near zero.

Table 2 summarizes the lead-based paint inspection results. Measurements are reported in milligrams of lead per square centimeter (mg/cm2). All the coatings tested during this inspection were in good to fair condition. Only positive readings (>0.4 mg/cm2) are summarized in Table 2. Appendix B contains all XRF readings for this survey.

4.0 DISCUSSION/CONCLUSTIONS

In Utah, EPA asbestos regulations are administered by the Utah Division of Air Quality. Utah Occupational Safety and Health Administration (UOSHA) has adopted the Federal OSHA regulations. In addition, the Salt Lake Valley Health Department (SLVHD) regulates demolition activities in Salt Lake County. The SLVHD regulations for pre-demolition building inspections require an asbestos inspection, but also required building owners to inspect the building for other hazardous materials such as universal wastes, hazardous and toxic wastes and lead-based paint. Similar to asbestos, these wastes, if present must be removed prior to demolition/renovation.

A copy of this report should be on-site during all renovation activities.

This limited asbestos and lead-based paint inspection was conducted on the project area that will be impacted during renovation activities. Only items that are believed to be impacted during renovation activities were inspected during this survey. This survey is not intended to represent an exhaustive research of all asbestos or other hazards or conditions which may exist within other buildings located at this project site.

This report does not purport to represent future indoor conditions or events.

Situations or activities which transpire subsequent to this report, which result in adverse environmental, construction and/or engineering impacts, are not to be construed as relevant to this study.
