About this file

This is a Resident Veteran's Preference Certification affidavit for New Mexico state and local procurements, applicable to the Gallup-McKinley County Schools (GMCS) Re-Bid Bus & Fleet Painting, Graphics Design & Decal Services contract. The affidavit certifies whether a contractor qualifies as a New Mexico resident veteran's business and is eligible to receive preference consideration in the procurement process. Contractors completing this form must declare under penalty of perjury their business status and eligibility for the resident veteran's preference discount.

The form establishes specific eligibility criteria and compliance requirements for resident veteran businesses seeking preference consideration. A qualifying resident veteran business with prior year revenue of $3 million or less may receive a 10% preference discount on the solicitation. Resident veteran businesses cannot benefit from the preference for more than ten consecutive years, and an individual owner cannot benefit from the preference based on more than one business concurrently. Awarded contractors receiving contracts based on resident veteran's preference status must report the contract award amount to the State Purchasing Division of the General Services Department, indicating whether the purchase is from a public body or a public works contract. All representations made on the certification constitute material representations subject to protest, and false or misleading statements may result in denial of award or unaward of the procurement. The affidavit requires the signature of an authorized business representative and must be submitted in accordance with New Mexico Statutes Annotated (NMSA) 1978 Sections 13-1-21 or 13-1-22.
