About this file

This is a New Mexico Resident Preference Information document applicable to the Gallup-McKinley County Schools Re-Bid Bus & Fleet Painting, Graphics Design & Decal Services contract opportunity. The document outlines the requirements and procedures for bidders and offerors seeking to claim resident preference benefits under New Mexico statutes 13-1-21 and 13-1-22. Bidders must submit a valid Resident Preference Certificate issued by the New Mexico Taxation and Revenue Department with their bid or proposal to receive preference consideration. Resident preference is defined as Resident Business, Resident Contractor, or Resident Veteran status. Effective January 1, 2012, certificates issued by the State Purchasing Division are no longer valid for this purpose. Bidders are entitled to only one preference, and preferences are non-cumulative.

For joint bids or proposals involving both resident and non-resident businesses, the resident business preference is reduced proportionally based on the percentage of contract work, measured by dollar amount, to be performed by the non-resident business as specified in the joint bid. Bidders submitting joint proposals must complete and submit documentation identifying each firm name and location, the work to be performed, and the percentage of work performed relative to the total contract amount for both resident and non-resident participants. Failure to include a valid Resident Preference Certificate with the bid or proposal will result in no preference being applied. Additional information and applications for Resident Preferences are available through the New Mexico Taxation and Revenue Department website at www.tax.newmexico.gov.
