The District serves approximately 22,000 students and 3,800 employees across 29 school locations and seeks competitive quotes for multiple benefit lines including voluntary administrative services for dental PPO plans, prepaid dental plans, vision coverage, life insurance, short-term disability, worksite benefits, prepaid legal services, identity theft protection, pet insurance, health insurance coverage advisory services, flexible spending account administration, employee assistance programs, COBRA administration, and Medicare advisory services. The initial contract period runs from July 1, 2026 through June 30, 2027 with options to renew for up to four additional years on a year-by-year basis. The proposal due date is January 23, 2026. Proposers must request exhibits and supporting documentation from Mary Rhodes (mary.rhodes@usi.com) and Jeff Thomason (jeffthomason@susd.org) and must clearly identify which lines of coverage they intend to bid on.

All proposals must be submitted net of commissions through the formal procurement process, with USI Insurance Services, LLC retained to facilitate the RFP analysis and evaluation. The District currently employs approximately 2,382 active benefits-eligible employees and seeks rate guarantees or rate caps for the full contract term. Incumbent carriers include Delta Dental for the dental PPO (current ASO administrative fee of $3.55 PEPM), Total Dental Administrators for DHMO coverage, Vision Service Plan for vision (approximately 1,200 employees enrolled at $7.19 to $24.60 PEPM depending on tier), MetLife for life insurance and short-term disability, Wex for COBRA administration at $0.30 PEPM, Health Equity for FSA administration at $3.70 per account, ComPsych for EAP at $1.00 PEPM, and LIG Solutions for Medicare advisory services at no cost. Dental and vision plans are 100% employee-paid with no District contribution. Proposers should provide five-year pricing and are encouraged not to submit separate start-up fees, as all costs should be incorporated into proposed rates. The District prefers to minimize employee disruption regarding benefit levels, costs, and provider networks and will consider implementation and communication funds as part of vendor proposals.
