About this file
This document is a Military Standard 129R marking and shipping label requirements guide dated November 2014. It provides comprehensive instructions for vendors to properly mark and label unit packs, intermediate containers, and exterior shipping containers in compliance with federal military contracting standards.
Unit and intermediate container marking requirements include barcoded NSN (with and without dashes), CAGE code, part number, nomenclature, quantity and unit of issue, contract and purchase order numbers, batch/lot number, shelf-life marking, and TCN number if available. If both contract and purchase order numbers cannot fit on the label, the purchase order number takes precedence. Exterior containers must use the same basic label format as unit containers but without item description; however, NSN, purchase order number, and CAGE code must be barcoded on one large label or two smaller labels placed side-by-side. Additional identification marking may be required by individual contracts and should be placed below the identification text marking or in a conspicuous location.
The document specifies detailed identification text marking requirements per Mil-Std-129R sections 5.1.1 and 5.1.2, which mandate specific information in a prescribed order. For unit and intermediate containers, requirements include NSN, CAGE code, part number, nomenclature, quantity, contract/purchase order number, preservation method, shelf life, serial numbers, and hazardous materials marking. For exterior containers, palletized loads, and unpacked items, additional requirements include gross weight, proper shipping name with HAZMAT identification number, and all items listed for unit containers. The document emphasizes that the Transportation Control Number (TCN) is critical for tracking FAS Distribution Operations shipments and must appear in clear text and barcode format on shipping labels. Military Shipping Labels (MSLs) are required for all shipping addresses and must contain 18 specific information fields including TCN, transportation account code, consignor/consignee addresses, priority, port of debarkation, weight, cube, date shipped, and 2D PDF417 barcode. The document includes examples, figures, and bar code specifications (Code 39 linear bar codes), and notes additional requirements for hazardous materials shipments. Vendors must sign an acknowledgment confirming their understanding and 100% compliance with these requirements; remarking charges are assessed at $150 for the first hour and $70 for each additional hour, with a minimum of 2 hours required ($220 minimum).

A major show stopper with FAS orders both export and domestic shipments are not having a properly prepared shipping label. The lack of proper shipping label information can cause frustrated freight at the DOD freight consolidation and overseas forwarding facilities. The transportation control number
(TCN) is the key element in tracking FAS Distribution Operation shipments and must appear on the shipping label with “in the clear text” and barcode information.
Figure 2 illustrates the minimum information needed to ship our customers’ orders. Figure 3 will indicate the applicable blocks where information can be found on the Order for Supplies or Services Form (GSA Form 3186). Figure 4 demonstrates the preferred location of the MSL on an exterior shipping container. The requirements for the Military Shipping Label (MSL) may be found in Mil-Std-129R Para
