About this file

This is a Request for Quote (RFQ) for the establishment of a fixed-price, single-award Blanket Purchase Agreement (BPA) for insulated and ribbed floor matting products. The solicitation number is 47QSSC-26-Q-0124, issued by the General Services Administration (GSA), Federal Acquisition Services (FAS), Office of Contracting Operations, with a quote due date of 5:00 PM CST on October 5, 2026. The BPA will have a five-year ordering period with no options, though the Government reserves the right to conduct annual reviews to ensure the BPA remains beneficial. The estimated total contract value is $4.5 million across eleven National Stock Numbers (NSNs), though establishment of a BPA does not obligate the Government to place any minimum orders.

The solicitation is set-aside for small businesses under FAR 19.104-1 and covers floor matting under NAICS code 326299 (All Other Rubber Product Manufacturing) with a size standard of 650 employees. Products must comply with either MIL-DTL-15562 Revision G, Notice 1 (for nine NSNs covering electrically insulating switchboard matting protecting personnel from up to 3,000 Volts AC) or Commercial Item Description 7FXEDM5 (for two NSNs covering commercial-grade ribbed floor matting for industrial, marine, and medical environments). Contractors must quote a minimum of nine of the eleven CLINs to be eligible for award, with FOB Destination pricing and delivery within 15 calendar days or better. First Article Testing reports are required for all MIL-DTL-15562 compliant products and must be submitted with quotes. Evaluation will follow a three-phase process: Phase 1 assesses administrative compliance and document completion; Phase 2 evaluates technical capability including delivery terms, minimum order limits, Buy American Act compliance, and past performance; Phase 3 determines the lowest price based on aggregate 5-year demand forecasts. Award will be made to the responsible offeror whose offer represents the best value using lowest-price-technically-acceptable methodology. All quotes must be submitted electronically via email to the Contracting Officer and Contracting Specialist, with comprehensive documentation including the SF-1449, Contractor Response Document Spreadsheet (CRDS), representations and certifications, and all required exhibits and attachments.

Section A - Solicitation/Contract Form

Issuing Activity:

This procurement is being solicited, awarded and administered by General Services Administration (GSA), Federal Acquisition Services (FAS), Office of Contracting Operations (FDB), Supply Chain Management Contracting Service Center.

Procurement Strategy:

This acquisition is to establish a fixed-price, single-award, open-market Blanket Purchase Agreement BPA for insulating floor matting and ribbed floor matting products. The BPA will be established in accordance with commercial acquisition procedures under FAR Part 12.201- 1(e)(3) (GSA Class deviation RFO-2025-12).

This RFQ is organized using a simplified Uniform Contract Format (UCF) for clarity and consistency. Use of the UCF structure is administrative only and does not convert this RFQ for a BPA into a negotiated procurement.

This procurement is set-aside for small business, IAW FAR 19.104-1 (GSA Class Deviation

RFO-2025-19).

Solicited To:

Insulated and Ribbed Floor Matting, North American Industry Classification System (NAICS):

326299, All Other Rubber Product Manufacturing.

Brief Description of Requirement:

The following is a brief overview of several applicable conditions as they relate to any Blanket Purchase Agreement (BPA) awarded because of the combined synopsis/solicitation for the NSNs under 47QSSC-26-Q-0124. This combined synopsis/solicitation offers opportunities to contractors that are interested in offering products for sale to the Government that can meet MIL-DTL-15562 Revision G, Notice 1 and Commercial Item Description 7FXEDM5 (as applicable to the appropriate NSNs IPD). The Government has determined that all eleven NSNs listed within this solicitation meet the definition of commercially available off-the-shelf items as defined IAW FAR 2.101. This solicitation therefore offers competitive contracting opportunities to any contractor whose quote conforms to this solicitation.

When preparing and submitting your quote in response to this solicitation, all contractors are requested to pay special attention to and to carefully follow the quote instructions incorporated in Section L - Instructions to Offerors, of this solicitation to ensure your timely submission of a complete and acceptable quote package to the Government. This includes your accurate, proper, and complete submission, acknowledgements, clause fill-ins, and signatories and dates on all required documents. Also ensure that you have accurately completed, updated and/or confirmed your registrations, including Reps and Certs in SAM.gov for NAICS 326299, All Other Rubber Product Manufacturing prior to award.

The OEMs shall utilize the attached Contractor Response Document Spreadsheet (CRDS) to quote their FOB Destination unit price for each CLIN for the initial twelve-month contract period of this solicitation. The Government reserves the right to reject any offered quotes that do not include a timely submitted and completed CRDS. The OEMs information submitted to the Government in the CRDS will be used to evaluate their quotes under Section M - Evaluation Factors for Award. Any part number corrections for the IPDs or CRDS can be noted on the CRDS. If deemed appropriate, part number changes will be made prior to award.

Based on the order volume anticipated throughout the life of this contract, discount pricing is requested.

Period of Performance:

The performance period for the Firm Fixed Price (FFP) single award BPA resulting from this solicitation will be for a five-year ordering period with no options. However, there will be annual reviews and reports completed to determine the BPA remains the best value of the government.

Establishment of a BPA does not obligate the Government to place any order or guarantee any minimum quantity or dollar value.

The awardee shall furnish floor matting as described below as Purchase Order(s) are placed directly to their company via GSA’s Order Management System (OMS) during the period of performance notated on the 1449 award document. Any federal or military agency authorized to purchase through GSA Global Supply’s requisition channel is authorized to place orders or make purchases under the BPA.

Scope:

To centralize all insulated and ribbed floor matting requirements that are currently, or will be, covered by GSA managed National Stock Numbers (NSNs), the GSA is issuing this RFQ to establish an all or none award (also referred to as a single award) for an Open Market BPA. The resulting BPA is intended to support recurring, compliant, and catalog-controlled ordering of insulated and ribbed floor matting NSNs.

All contract awards are subject to the terms and conditions, and requirements of the GSA. A list of NSNs that GSA is seeking to procure for BPA coverage under this solicitation are included in Section C. The list of NSN products listed in Section C are subject to additions, deletions, changes, and removals by the Government through modifications to the solicitation and the contract over the period of performance, without change to the scope. It is required that contractors adhere to MIL-DTL-15562 Revision G, Notice 1 and Commercial Item Description 7FXEDM5 (as applicable to the appropriate NSN) to be considered for award and throughout the duration of the anticipated BPA period. NSNs that adhere to MIL-DTL-15562 Revision G, Notice 1 require First Article Testing, which is a formal evaluation of an initial product sample to verify that a manufacturing process creates items matching all design drawings and contract specifications before mass production begins. To clarify, First Article Testing reports must be provided with quote submissions by the close date and time of the solicitation to be considered for award. If at any point the awardees manufactured products no longer meet the original First Article Testing results, the awardee is no longer eligible to remain on the contract, and the government will unilaterally modify the contract as appropriate.

Quotes due by: 5pm CST on October 5, 2026.

SECTION B

SUPPLIES AND PRICE SCHEDULE

Supplies:

The insulated and ribbed floor mats quoted must be compliant with the Item Purchase Description’s (IPD)s found in Attachment 1. The Contracting Officer reserves the right to add any new items of supply covered by GSA managed NSNs to the BPA post-award via batch add onboarding.

Ten of the eleven NSNs for this solicitation are all classified as Brand Name or Equal (one has a generic description, allowing for any manufacturer’s product meeting the fit, form, and function of the salient characteristics). For the Brand Name or Equal NSNs, there is an Original Equipment Manufacturer (OEM) and Part Number identified in the IPDs along with verbiage allowing for “or equal” submissions. The CRDS will allow your firm to annotate which manufacturer name and part number is being quoted for each CLIN. Additionally, each NSN requires compliance with either “MIL-DTL-15562 Revision G, Notice 1” or “Commercial Item Description (CID) 7FXEDM5”. See definitions below.

MIL-DTL-15562 Revision G, Notice 1 (CLINs 1-9) (Attachment 2): Validates that the U.S. Department of Defense specification for electrically insulating switchboard matting remains active and approved for procurement. It defines safety standards for protecting personnel from up to 3,000 Volts AC using Type I (smooth), Type II (solid), and Type III (diamond-embossed) matting materials.

Commercial Item Description (CID) 7FXEDM5 (CLINs 10-11) (Attachment 3):

Defines procurement specifications for standard, ribbed, commercial-grade vinyl or rubber floor matting and runners intended for high-traffic, durable safety application in industrial, marine, and medical environments.

This is a procurement for supplies only. There is NO installation, repair, or maintenance requirement for any CLIN.

The Government may award the BPA without discussions, based on the initial quotes received.

Accordingly, each initial quote should be submitted completely, with lowest possible pricing, and without taking exception to any clause/provision. However, the Government also reserves the right for clarification, communications, and/or exchanges of quote details, if necessary, at the Government’s discretion.

The estimated value of the Blanket Purchase Agreement (BPA) for all CLINs is $4.5 million dollars. The dollar limitation for each individual purchase under the BPA, which may not exceed the threshold for use of simplified procedures at 12.201-1(a) (including the increased threshold at 12.001(c).

Contractor Response Document Spreadsheet (CRDS):

Quoters shall complete and return Exhibit 1, Contractor Response Document Spreadsheet (CRDS), for each NSN. A contractor must quote 9 of the 11 NSNs to be eligible for award.

For each quoted item, the contractor shall provide:

Manufacturer name being quoted Manufacturer part number being quoted Confirmation of Product Weight Confirmation of Product Cubic Ft.

Confirmation of Product’s Shipping Weight Confirmation of Product’s Shipping Cubic Ft.

Confirmation of quoter being manufacturer Confirmation of quoter being distributor, but offering the product of a small business manufacturer If a distributor, confirmation of having a letter of supply Confirmation of Country of Origin (COO) Confirmation of FOB Destination Price Confirmation of Days after Receipt of Order (DARO), should be 15 calendar days or better for each CLIN.

Confirmation of Minimum Order Limit (MOL) of $0 (equivalent to qty 1) Confirmation of Warranty Terms

NOTE: A standard commercial warranty or better should be quoted. When completing this section of the CRDS, the contractor should clearly communicate the warranty terms being offered.

Confirmation of part number corrections (if any) Confirmation that First Article Testing (FAT) reports are being submitted with quote.

NOTE: Any estimated quantities or historical demand information provided by the Government are estimates only. They are provided for evaluation and planning purposes and do not constitute a guarantee. Refer to the CRDS for estimated quantities.

SECTION C

DESCRIPTION / SPECIFICATIONS / REQUIREMENTS

See the Item Purchase Description’s (IPDs) for each CLIN in Attachment 1.

Product Management:

No changes shall be made to the part number being supplied to an NSN after award, unless prior written authorization to make changes is obtained from the GSA Contracting Officer whom will document the change via a SF-30 showing the bi-lateral modification between the awarded contractor and GSA. Any request for a change in regard to the part number must be accompanied by a First Article Testing report in which will first be subject to GSA Engineering review and approval.

First Article Testing:

It is required that contractors adhere to MIL-DTL-15562 Revision G, Notice 1 and Commercial Item Description 7FXEDM5 (as applicable to the appropriate NSN) to be considered for award and throughout the duration of the anticipated BPA period. NSNs that adhere to MIL-DTL- 15562 Revision G, Notice 1 require First Article Testing, which is a formal evaluation of an initial product sample to verify that a manufacturing process creates items matching all design drawings and contract specifications before mass production begins.

First Article Testing reports must be provided with quote submissions by the close date and time of the solicitation to be considered for award. If at any point the awardees manufactured products no longer meet the original First Article Testing results, the awardee is no longer eligible to remain on the BPA and the government will unilaterally modify the BPA as appropriate.

52.246-16, Responsibility for Supplies (Apr 1984)

Clauses Incorporated by Full-Text

552.246-78, Inspection at Destination (Jul 2009)

Inspection of all purchases under this contract will be made at destination by an authorized Government representative.

(End of Clause)

52.246-2, Inspection of Supplies-Fixed-Price (Aug 1996)

(a)Definition. "Supplies," as used in this clause, includes but is not limited to raw materials, components, intermediate assemblies, end products, and lots of supplies.

(b)The Contractor shall provide and maintain an inspection system acceptable to the Government covering supplies under this contract and shall tender to the Government for acceptance only supplies that have been inspected in accordance with the inspection system and have been found by the Contractor to be in conformity with contract requirements. As part of the system, the Contractor shall prepare records evidencing all inspections made under the system and the outcome. These records shall be kept complete and made available to the Government during contract performance and for as long afterwards as the contract requires.

The Government may perform reviews and evaluations as reasonably necessary to ascertain compliance with this paragraph. These reviews and evaluations shall be conducted in a manner that will not unduly delay the contract work. The right of review, whether exercised or not, does not relieve the Contractor of the obligations under the contract.

(c)The Government has the right to inspect and test all supplies called for by the contract, to the extent practicable, at all places and times, including the period of manufacture, and in any event before acceptance. The Government shall perform inspections and tests in a manner that will not unduly delay the work. The Government assumes no contractual obligation to perform any inspection and test for the benefit of the Contractor unless specifically set forth elsewhere in this contract.

(d)If the Government performs inspection or test on the premises of the Contractor or a subcontractor, the Contractor shall furnish, and shall require subcontractors to furnish, at no increase in contract price, all reasonable facilities and assistance for the safe and convenient performance of these duties. Except as otherwise provided in the contract, the Government shall bear the expense of Government inspections or tests made at other than the Contractor’s or subcontractor’s premises; provided, that in case of rejection, the Government shall not be liable for any reduction in the value of inspection or test samples.

(e)(1)When supplies are not ready at the time specified by the Contractor for inspection or test, the Contracting Officer may charge to the Contractor the additional cost of inspection or test.

(2)The Contracting Officer may also charge the Contractor for any additional cost of inspection or test when prior rejection makes reinspection or retest necessary.

(f)The Government has the right either to reject or to require correction of nonconforming supplies. Supplies are nonconforming when they are defective in material or workmanship or are otherwise not in conformity with contract requirements. The Government may reject nonconforming supplies with or without disposition instructions.

(g)The Contractor shall remove supplies rejected or required to be corrected. However, the Contracting Officer may require or permit correction in place, promptly after notice, by and at the expense of the Contractor. The Contractor shall not tender for acceptance corrected or rejected supplies without disclosing the former rejection or requirement for correction, and, when required, shall disclose the corrective action taken.

(h)If the Contractor fails to promptly remove, replace, or correct rejected supplies that are required to be removed or to be replaced or corrected, the Government may either (1) by contract or otherwise, remove, replace, or correct the supplies and charge the cost to the Contractor or (2) terminate the contract for default. Unless the Contractor corrects or replaces the supplies within the delivery schedule, the Contracting Officer may require their delivery and make an equitable price reduction. Failure to agree to a price reduction shall be a dispute.

(i)(1)If this contract provides for the performance of Government quality assurance at source, and if requested by the Government, the Contractor shall furnish advance notification of the time-

(i)When Contractor inspection or tests will be performed in accordance with the terms and conditions of the contract; and

(ii)When the supplies will be ready for Government inspection.

(2)The Government’s request shall specify the period and method of the advance notification and the Government representative to whom it shall be furnished. Requests shall not require more than 2 workdays of advance notification if the Government representative is in residence in the Contractor’s plant, nor more than 7 workdays in other instances.

(j)The Government shall accept or reject supplies as promptly as practicable after delivery, unless otherwise provided in the contract. Government failure to inspect and accept or reject the supplies shall not relieve the Contractor from responsibility, nor impose liability on the Government, for nonconforming supplies.

(k)Inspections and tests by the Government do not relieve the Contractor of responsibility for defects or other failures to meet contract requirements discovered before acceptance.

Acceptance shall be conclusive, except for latent defects, fraud, gross mistakes amounting to fraud, or as otherwise provided in the contract.

(l)If acceptance is not conclusive for any of the reasons in paragraph (k) hereof, the Government, in addition to any other rights and remedies provided by law, or under other provisions of this contract, shall have the right to require the Contractor (1)at no increase in contract price, to correct or replace the defective or nonconforming supplies at the original point of delivery or at the Contractor’s plant at the Contracting Officer’s election, and in accordance with a reasonable delivery schedule as may be agreed upon between the Contractor and the Contracting Officer; provided, that the Contracting Officer may require a reduction in contract price if the Contractor fails to meet such delivery schedule, or (2) within a reasonable time after receipt by the Contractor of notice of defects or nonconformance, to repay such portion of the contract as is equitable under the circumstances if the Contracting Officer elects not to require correction or replacement. When supplies are returned to the Contractor, the Contractor shall bear the transportation cost from the original point of delivery to the Contractor’s plant and return to the original point when that point is not the Contractor’s plant. If the Contractor fails to perform or act as required in paragraph (l)(1) or (l)(2) of this clause and does not cure such failure within a period of 10 days (or such longer period as the Contracting Officer may authorize in writing) after receipt of notice from the Contracting Officer specifying such failure, the Government shall have the right by contract or otherwise to replace or correct such supplies and charge to the Contractor the cost occasioned the Government thereby.

(End of clause)

(End of Section E – Inspection and Acceptance)

SECTION F

DELIVERIES AND PERFORMANCE

Delivery Terms:

Awardees shall deliver in the quoted time frame for each NSN. On-time delivery is defined as being received by the customer within the time frame quoted for each unique NSN. FOB Destination is defined in FAR Part 2 and in FAR 47.303-6 (GSA Class Deviation RFO-2025-47).

Delivery Requirements:

The contractor shall ensure delivery to locations specified by GSA Global Supply as delineated on the issued purchase order. It is the Contractor’s responsibility under the terms and conditions of the BPA to, earnestly, and diligently, verify, and confirm the Point-of-Contact (POC) information and the “ship to” address as indicated on the purchase order using the information provided on the purchase order and/or all other sources or resources, this should be done in a timely manner that honors the quoted and awarded delivery timeframe. It is also the Contractor’s full responsibility under the terms and conditions of the BPA to make all arrangements for and coordination of all on-time deliveries to the delivery address on the order issued. Contractors are responsible for delivery to CONUS locations. For any purchase order received with an ultimate consignee outside of the CONUS (OCONUS), a CONUS freight forwarding address may be supplied on the order via GSA’s Order Management System (OMS) Vendor Portal (VP) or EDI transmission received by the Contractor. It is possible that some purchase orders may contain an email address which the Contractor will need to email (i.e.

NAVSUP, MIL-AIR, etc.) in order to receive the shipping addresses. In these instances, the Contractor must fill out any required information to receive the shipping address and/or label to be used on the shipment. GSA’s National Customer Service Center (NCSC) is a recommended source of support, which the Contractor may find helpful. Phone contact may be the most expeditious means of contacting the NCSC. For the quickest results please call the NCSC at the number list below. However, chat and email contact may be other viable alternatives for Contractors.

National Customer Service Center (NCSC) 1-800-488-3111 vendorresponse@gsa.gov - specifically used for POC requests.

ncsccustomer.service@gsa.gov - used for all other requests.

Should the awardee require additional support after earnestly and diligently attempting to verify and confirm the Point of Contact (POC) information and the ship-to address, Awardees may email the CO and/or CS. If it is determined a delivery address needs to be modified before shipment, the CO must be notified to ensure validity and execute a modification to the purchase order prior to shipment.

Awardees are expected to maintain all delivery requirements throughout the BPAs’ performance period(s). Failure to meet the stated delivery timeframes in the RFQ may result in termination of the BPA. These requirements shall include:

Provide real time order status (terminal-to-terminal updates) and tracking information (tracking number and carrier);

The carrier chosen for delivery should be registered to make deliveries at military installations through Carriere Automated Shipping (CAS) and other similar systems.

CAS is a scalable, automated system that commercial carriers and service providers use to request appointments for picking up or delivering cargo at DoD facilities. It is a web-based environment that installations use to manage these appointments. The system helps ensure the timely delivery and pickup of goods. See attachment 7.

To gain access to military installations, the identity, fitness, and purpose of the driver must be verified. Identity is verified using approved credentials – REAL ID compliant driver’s license, or other specified identification.

Tracking and Freight Carrier information shall be entered by the awardee into GSA’s ordering system prior to invoicing.

Identify all supplies via a standardized system by wholesale standard or common manufacturer part number(s).

Correctly mark, label, pack, and package orders destined for overseas shipping through a Defense Transportation System (DTS), Container Consolidation Point (CCP), or a GSA Distribution facility.

Damaged Goods:

Damaged goods are the contractor’s responsibility and liability. If NSNs are received in damaged condition, the contractor must deliver replacement items within the same awarded Days After Receipt of Order (DARO) after receipt of notification of damage, at the contractor’s expense. Replacement orders will be treated the same as the original order. The contractor must provide a returned merchandise authorization (RMA) and prepaid shipping label with each replacement order.

Delivery Delays, Product Recalls, Safety Issues, or Material Changes:

The contractor must promptly notify the Government of delivery delays, supply disruptions, product recalls, safety issues, or material changes. Prompt is defined as three (3) business days.

Notices shall include:

Affected purchase order number or requisition number;

Affected NSN;

Cause of delay; Product recall, safety issue, or material change;

Submit backorder request through GSA’s OMS Vendor Portal/EDI;

Revised delivery date; and/or Mitigation plan.

Shipment Consolidation:

Shipments to the same customer, defined by the “Mark For” Activity Address Code (AAC) information, may be consolidated into appropriate unitized containers. Co-mingling shipments destined to multiple customers (i.e., shrink-wrap shipment to multiple customers on one pallet) is not allowed.

Frustrated Freight/Charges for Improper Marking, Labeling and/or Packaging:

Frustrated freight occurs when items incorrectly marked, labeled, and/or packaged arrive at DoD and/or DLA facilities. Receiving personnel at these facilities are unable to determine the correct routing of the items based on the incorrect markings or packaging, and thus the freight becomes “frustrated”. DLA must then expend additional labor to remediate the frustrated freight.

The additional labor costs associated with these remediation efforts are charged to GSA. These charges can and will be passed to the Contractor responsible for the frustrated freight.

If supplies shipped are not packaged, packed, and marked in accordance with BPA requirements, the Government has the right, without prior notice to the Contractor, to perform the required repackaging/repacking/remarking, by contract or otherwise, and charge the Contractor as authorized by GSAM Clause 552.211-73 as incorporated in full text in Section I below.

First Hour - $150.00 Each Additional Hours - $70.00 A minimum of 2 hours is required for each incident, making the minimum charge for remarking $220.00

The Contractor may also be charged for material costs, if incurred. This right is not exclusive and is in addition to other rights or remedies provided for in this contract. The rate in the above clause shall be determined and may be periodically updated by the Commissioner, Federal Acquisition Service, or a designee.

The Government reserves the right to increase this amount at any time with 30 days written notice.

Contractor Performance:

There are three contract performance metrics: Acknowledgement Status Performance, Shipment Status Performance and On-Time Performance. These three metrics will be monitored throughout the term of the contract.

The Program Minimum Accepted Levels of Performance for each are:

On-

GSA will send automated performance results and communication to the contractors monthly, which will include requisition level detail.

other remediation to improve performance above the required standard. Continued failure to meet the threshold may be considered in future ordering decisions and BPA administration.

Weekly reports will also be sent by GSA to contractors listing open requisition lines requiring contractor order fulfillment action. See Attachment 5 titled, “Contractor Scorecard Metric Logic,” for additional information.

Administrative Offsets:

On-time performance will be included in Contractor performance evaluations. GSA will review and communicate Contractor performance by sharing purchase order detail information, listing all purchase order due dates, and identifying those which are past due and require immediate action. This information will be driven by how accurately the Contractor is able to update information via OMS Vendor Portal (VP) or EDI.

Failure of the contract holder to deliver on time may result in the offset of the direct cost of the Government to take remedial actions and/or the temporary cessation of orders.

In addition to other remedial actions allowed under this contract, GSA reserves the right to administer offsets for orders delivered late in accordance with the terms of the BPA. When applicable, offsets for poor on-time delivery will be administered as follows:

For orders 1-

For orders 6-

For orders where tracking data is not entered or submitted by the Contractor, thereby rendering the Government unable to evaluate on-of the contract price for the orders identified will be applied.

Before taking the offset, GSA will:

Communicate the orders to which the offsets apply and the total offset amount Provide a reasonable time but not longer than 10 calendar days, for the contractor to rebut the findings After considering any rebuttals, which may include consideration for factors outside of the contractor’s control, the CO will issue a final decision to initiate the offset.

Clauses Incorporated by Full-Text:

52.247-34 F.o.b. Destination (Jan 1991)

(a) The term "f.o.b. destination," as used in this clause, means-

(1) Free of expense to the Government, on board the carrier’s conveyance, at a specified delivery point where the consignee’s facility (plant, warehouse, store, lot, or other location to which shipment can be made) is located; and

(2) Supplies shall be delivered to the destination consignee’s wharf (if destination is a port city and supplies are for export), warehouse unloading platform, or receiving dock, at the expense of the Contractor. The Government shall not be liable for any delivery, storage, demurrage, accessorial, or other charges involved before the actual delivery (or "constructive placement" as defined in carrier tariffs) of the supplies to the destination, unless such charges are caused by an act or order of the Government acting in its contractual capacity. If rail carrier is used, supplies shall be delivered to the specified unloading platform of the consignee. If motor carrier (including "piggyback") is used, supplies shall be delivered to truck tailgate at the unloading platform of the consignee, except when the supplies delivered meet the requirements of Item 568 of the National Motor Freight Classification for "heavy or bulky freight." When supplies meeting the requirements of the referenced Item 568 are delivered, unloading (including movement to the tailgate) shall be performed by the consignee, with assistance from the truck driver, if requested. If the contractor uses rail carrier or freight forwarder for less than carload shipments, the contractor shall ensure that the carrier will furnish tailgate delivery, when required, if transfer to truck is required to complete delivery to consignee.

(b) The Contractor shall-

(1) (i) Pack and mark the shipment to comply with contract specifications; or

(ii) In the absence of specifications, prepare the shipment in conformance with carrier requirements;

(2) Prepare and distribute commercial bills of lading;

(3) Deliver the shipment in good order and condition to the point of delivery specified in the contract;

(4) Be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the contract;

(5) Furnish a delivery schedule and designate the mode of delivering carrier; and

(6) Pay and bear all charges to the specified point of delivery.

SECTION G

CONTRACT ADMINISTRATION DATA

Frequency of Ordering:

Frequency of orders will be dependent on the needs and requests of the customer.

The BPA and any purchase orders issued because of award from this solicitation must adhere to all terms and conditions stated herein.

Contracting Officer:

The Contracting Officer is the only individual authorized to bind the Government, modify the BPA, approve substitutions, approve onboarding or offboarding of NSNs, or otherwise change the terms of the BPA.

No email or oral statement of any person will modify or otherwise affect the terms of this contract. The Contracting Officer is the only person authorized to approve changes in any of the requirements under this solicitation, resulting contract, and notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely with the Contracting Officer.

All matters pertaining to Government administration of this contract should be directed to both:

Contract Specialist:

Mark Houston, Contracting Specialist GSA, FAS, Supply Chain Management (SCM) Contracting Division SCM Facilities and Hardware Branch

Email: Mark.Houston@gsa.gov

Contracting Officer:

Amanda B. Foley, Contracting Officer, GSA, FAS Supply Chain Management (SCM) Contracting Division

SCM Facilities and Hardware Branch Email: Amanda.Foley@gsa.gov

Assignment of an Administrative Contracting Officer (ACO) for this contract remains with the Contracting Officer; however, may be delegated or changed at any time by the Government without prior notice to the contractor. However, any reassignment will be communicated to the awardee.

Order Administration:

Any disputes arising from any awarded orders against the established contract that remain unresolved shall be subject to resolution in accordance with Contracting Terms and Conditions and Disputes clauses FAR 52.212-4(d) and FAR 52.233-1.

In addition, through submission of a quote, the contractor agrees that, if throughout the life of this contract, it becomes necessary to remove any NSN for any reason, the Contracting Officer must be notified immediately.

Priority Orders in Surge Environments:

As a key piece of the GSA Global Supply portfolio of supply solutions, customers rely on GSA as a reliable source of security containers, including during times of unusual urgency where increased demand for certain commodity types may arise. When this occurs, agencies may place “DO” or “DX” rated orders under the authority of the Defense Priorities and Allocations System (DPAS), and contractors shall abide by the priority indicated IAW FAR 11.503 (GSA Class Deviation RFO-2025-11). Applicable orders thus placed under the contract shall be considered to incorporate clause 52.211-15, Defense Priority and Allocation Requirements, for DX/DO rated orders.

In addition, GSA may supplement the DPAS rating system with additional or different order designations, such as special National Interest Action Codes (NIAC), DoD Project Codes, or other priority rating indicators or codes on delivery orders. Contractors shall be prepared to meet customer demand in surge environments that may arise throughout the life of the contract by recognizing different order ratings either manually or systematically and performing accordingly.

Alternative sources may be utilized in a surge environment if the awarded contractor is unable to meet the specific requirement terms.

Electronic Data Interchange (EDI) or OMS Vendor Portal:

Contractors must be able to conduct business utilizing a standardized electronic method. All transactions will be submitted to and received by the awarded contractor only. All electronic communications via ordering between GSA and the awarded contractor will be through GSA’s EDI Gateway or OMS Vendor Portal. See Exhibit 3 — EDI or VP Certification Document, to be signed and returned to ensure awardee compliance. Attachment 6 is a “Vendor Portal Onboarding Packet and User Guide.”

Contact Information for EDI and OMS Vendor Portal:

eToolsHelpdesk@gsa.gov 866-472-9114 Option 7 GSAEDI@gsa.gov

Invoicing:

Components of a proper invoice can be found at FAR 32.905(b) (GSA Class Deviation RFO- 2025-32) Payment documentation and process.

The Contractor may submit an invoice only AFTER the delivery of the order. Tracking and Freight Carrier information shall be entered by the Contractor into GSA’s ordering system prior to invoicing. Failure to submit tracking and Freight Carrier information may result in non-payment of an invoice. Consistent failure to submit this information may result in termination of a Contractor’s BPA.

Contractors shall submit EDI 810 invoices electronically. In the event of unforeseen issues with EDI invoicing, the Contractor should employ other electronic methods to accomplish invoicing.

Should other electronic methods fail, the Contractor may mail invoices to:

GSA - OCFO PFS FIOD

PO Box 17081 Fort Worth, TX 76102

Contractors having any inquiries regarding payment details and status may contact GSA representatives at (800) 676-3690 or email kc-fedpay.finance@gsa.gov during normal operating hours.

Contractors shall provide electronic acknowledgement to GSA of credit returns or refunds within 48 hours. The acknowledgement will be covered by the EDI 810 transaction set.

During this BPA, GSA may replace its current payment systems with the Department of Treasury’s Invoice Processing Platform (IPP). IPP is a web-based system that provides one integrated, secure system to simplify the management of contractor invoices. It is offered at no charge to federal agencies and their contractors. GSA will notify Contractors when this conversion is set to take place. This will mean the disablement of EDI 810s, the FedPay internet portal, and paper invoices.

BPA Performance Surveillance:

The Government will conduct ongoing surveillance of BPA performance to ensure continued compliance with the terms of the BPA. Surveillance may include, but is not limited to, review of pricing, delivery performance, and IPD adherence. Distributors of awarded CLIN shall maintain current letters of supply (issued in calendar year 2026) or other documentation supporting authorized distributor status and shall provide updated documentation upon request. The Contracting Officer may independently verify authorization status and is not required to rely solely on the contractor. The Government will also conduct annual BPA reviews to determine whether the BPA remains current, accurate, and beneficial to the Government.

On-boarding/On-ramping

GSA seeks to establish an agile procurement vehicle for our customers that is responsive to changing market conditions, customer demands, and/or shifting program or regulatory realities.

After the initial BPA is established, as required, GSA may initiate an on-boarding/on-ramping to add additional Contractors to the pool of awardees, and/or line items as new NSNs for floor matting are established. This is subject to the following guidelines:

1. If determined necessary, the Government may publish a notice on SAM.gov in accordance with FAR Part 5, Publicizing Contract Actions (GSA Class Deviation RFO- 2025-05).

2. GSA will post an On-boarding/On-ramping RFQ on SAM.gov.

3. Any Contractor that meets the eligibility requirements set forth in the On-boarding/On-ramping RFQ may submit a quotation in response to the RFQ; or submit a quote for new line-item floor matting NSNs.

4. It will be required for contractors to complete the required solicitation documents and spreadsheets for any new NSNs to be evaluated for award. The new NSNs will be added to a Contractor Response Document Spreadsheet (CRDS) for completion.

5. Evaluation terms will incorporate the same technical requirements as the original RFQ but other evaluation methods may be adjusted to incorporate updated program, regulatory, or business requirements, such as socioeconomic spend to-date, emphasis on certain commodity types, incorporation of certain technology, or other factors.

6. GSA reserves the right to determine an appropriate minimum and/or maximum number of On-boarding/On-ramping awardees based on available Government resources, program needs, or other factors and will establish estimated numbers in the On-boarding/On-ramping solicitation.

7. The performance period for any BPA awarded during an On-boarding/On-ramping will have the same performance period of all other BPA holders under the vehicle.

Off-Boarding/Off-Ramping:

In accordance with FAR 16.504-4(b) (GSA Class Deviation RFO-2025-16), GSA reserves the right to remove a Contractor for underperformance, failure to actively participate in competitive actions (ie, NSN Onboarding), or if requested by the Contractor.

SECTION H

SPECIAL BPA REQUIREMENTS

Program Management Review:

The GSA Contracting Officer, GSA Program Officer, and/or designees, may call program review meetings at the Contracting Officer’s (CO) discretion. Such meetings will be held in any format directed by the CO, either in person or virtually. Program management review meetings will be held at no additional cost to the Government.

Batch Adds:

GSA may conduct batch-add events during the BPA ordering period to add newly created, newly identified, or newly GSA-managed NSNs, determined to be within scope of this current solicitation that can meet the Government’s need in accordance with the BPA terms and ordering procedures.

In accordance with the process described in Section G, GSA also reserves the right to open a batch-add event to additional contractors and establish additional BPA(s) when necessary to support a new product category, newly assigned NSNs, limited current BPA coverage, changes in Floor Matting NSN management, or other Government requirements.

Product Image Requirements:

The awardee shall provide digital images for all awarded National Stock Numbers (NSNs) for use in GSA catalog publication, including GSA Advantage. Images must be provided to the Contracting Officer within 10 calendar days of award notice or sooner. These images must adhere to the following specifications (see also Attachment 4 — Product Images and Descriptions and Categorizations):

Color: RBG Resolution: High Image Size: 3” x 3” File Type: JPEG (2D) Maximum File Size: 1 Mb

Clipping Path: Outlined in Photoshop so that if the image is placed on a colored background, only the image will show up.

Background: No background is preferred. Please place the product with a white background if possible.

No Alpha Channel: The only channels that should be available are the RBG color channels; no alpha channel (an extra channel used for custom image work) is permitted.

File Structure: File should be flattened and NOT layered. The image should be flattened before saving if it is imported with layers.

Images must be accompanied by an Excel spreadsheet master list that identifies each file name, corresponding NSNs, and the purpose of each image (new or replacement).

NOTE: For any NSN without a submitted image, the contractor understands that the Government reserves its unilateral right to use a "No Image Available" watermark or upload a generic product image in GSA Advantage or other Government platforms and systems, including Global Supply, as the Government determines appropriate. As images become available during the duration of the contract, the awardee should submit them to both the Contracting Officer and Contracting Specialist and will be uploaded as priorities permit.

FAS Cyber-Supply Chain Risk Assessment:

The Government may perform a cyber-supply chain risk assessment of any potential contractor in line for award and/or awarded contractor at any time during the period of performance. The Government may review any information provided by the contractor to the Government as part of this contract action, along with any other information available to the Government from any other source, to assess the cyber-supply chain risk associated with the contractor. The

Government may monitor the following cyber-supply chain risk information, including, but not limited to:

1. Functionality and features of awarded products and services, including access to data and information system privileges;

2. The ability of a source to produce and deliver products and services as expected;

3. Foreign control of, or influence over, a source, product or service (e.g., foreign ownership, personal and professional ties between a source and any foreign entity, legal regime of any foreign country in which a source is headquartered or conduct operations);

4. Security, authenticity, and integrity of products and services and their supply and compilation chains; monthly tracking

5. The contractor’s capacity to mitigate identified risks;

6. Any other considerations that would factor in an analysis of the security, integrity, resilience, quality, trustworthiness, or authenticity of products, services or sources.

In the event supply chain risks are identified during contract administration and corrective action becomes necessary, mutually agreeable corrective actions will be sought based upon specific identified risks. Failure to resolve any identified risk may result in Government action including not extending the period of performance, not exercising remaining option periods and contract termination.
