About this file
This document provides feedback guidance related to a draft request for quote for a government-wide temporary duty lodging solution. The General Services Administration and Department of Defense seek a solution to deliver the FedRooms and Department of Defense Preferred Lodging Programs with cleansed, normalized data and impactful program management reports. They request feedback on expectations for enhancing and normalizing reservation and transaction data from multiple sources to ensure consistency, approaches for maintaining consistent property identifiers across reports, methods for keeping property data current, use of third-party and proprietary industry benchmarks to make ongoing adjustments, and contract language to help ensure proper capture of rate codes. The agencies aim to understand program utilization through aggregated benchmark pricing and gaps in coverage.

DATA & REPORTING - SUMMARY AND FEEDBACK GUIDANCE
GSA and DoD seek a solution to deliver FedRooms and DoD Preferred Lodging Programs capable of successfully supporting the missions and desired outcomes of government agencies through a program that:
A. Provides cleansed and normalized data and impactful program management reports B. Adjusts and makes corrections throughout the year based on benchmark pricing, gaps in coverage, etc.
The Government recognizes the dynamic changes taking place in the hotel and travel spaces and acknowledges the market research to date that industry changes are unfolding in key elements of the travel business (business operations, aggregation of inventory, technology framework, content, and delivery services, etc.) which are not sufficiently defined.
As part of the draft RFQ response, GSA and DoD request the following feedback:
1. There is a desire for normalized and enhanced data to be extracted and delivered to the government. For TMC reservation data, the government is in a multiple TMC, multiple GDS environment that is unlikely to change. Within the data and reporting section, is what we’ve outlined in the overview realistic to expect is there an over reach? How are you cleansing or enhancing reservation data or normalizing data from expense or card so that data is consistent and easier to understand program utilization?
2. One of the biggest changes from what is provided currently is that we are trying to ensure that information about the hotel itself (name, address, chain, star rating, etc) is consistent on every deliverable so that we can cross-reference data as best as possible. We understand not every transaction from every source will cleanly match up. What is your feedback on this approach?
3. As there is no central settlement body in hotel (like air) and there are less industry standards, how do you keep your data current so that names, chains, etc are properly designated?
4. Government is seeking benchmarks on both actual prices paid and negotiated rates at properties (and we can roll those up to city/metro area, etc). All benchmarks for a property will be aggregated as to not know any one client’s rates. What type of third party and/or proprietary industry benchmarks do you use to make ongoing adjustments and recommendations?
5. As the utilization of our programs is measured on a rate code and certain hotel chains often don’t have their rate code in an easily mappable location, what language might we want to include in TMC agreements or Online Booking Tool agreements to help ensure proper capture?
