About this file
This is a Questions and Answers document for RFQ 47QMCA27Q0002 concerning USDA Refrigerated Box Trucks. The document addresses five key clarifications regarding vehicle specifications and delivery requirements.
The Government requires refrigerated box trucks with the following specifications: a CL64 cantilever liftgate (3,000 lb. capacity with 92 in x 60 in aluminum platform) paired with a roll-up rear door configuration, a GVWR of at least 19,500 lbs. (with 25,999 lbs. acceptable), a body length of 16 feet (preferably, with acceptable range of 12-16 feet), and 4X2 chassis configuration. Delivery is mandatory by October 28, 2026, with no extensions permitted regardless of alternative delivery time options mentioned in Section B.2. Questions and Answers
RFQ 47QMCA27Q0002
USDA Refrigerated Box Trucks
1. Rear doors vs. liftgate. Attachment B lists both option BDDR (double rear doors, reefer) and option CL64 (3,000 lb. cantilever liftgate, 92 in x 60 in aluminum platform). The SIN 581 option definitions state that BDDR "cannot be selected with liftgate options" and that CL64 "requires a roll up door on vans and excludes options BDD and BDDR. "Which configuration does the Government require: (a) CL64 cantilever liftgate with a roll-up rear door (no BDDR), (b) BDDR double rear swing doors with no liftgate, or (c)another configuration? Will a quote offering option (a) be considered technically compliant?
Answer: The liftgate is required. A roll-up door is preferred and not the double doors. The Government will accept any configuration having CL64 cantilever liftgate with a roll-up rear door.
2. GVWR. Attachment B states "GVWR: 26,000 lbs." Most in-stock 2026 F-650 gas units are rated
25,999 lb. GVWR (non-CDL). Please confirm that 25,999 lb. GVWR, or any GVWR within the SIN 581 25,000-26,000 lb. range, is acceptable.
Answer: GVWR- 19,500 is the Minimum that we need, so the 25,999 lb GVWR is more than we need but is acceptable
3. Body length. Attachment B lists "4X2 Refrigerated Box Truck 12-16ft" and option VB14 (14-ft x
96-in body). Please confirm whether a body between 12 and 16 ft (for example 16 ft) is acceptable, or whether the body must be 14 ft long x 96 in wide.
Answer: A Body length of 16 Ft is the preferrable length- A body that is 16 ft is acceptable
4. Delivery date. Attachment B requires delivery no later than 10/28/26. Section B.2 states respondents may quote alternative delivery times. If no compliant in-stock unit can be delivered by 10/28/26, will a quote with a later firm delivery date still be evaluated?
Answer: October 28, 2026, is the delivery date. No extensions are allowed.
5. Window stickers and proof of availability. If a dealer has completed the refrigerated body upfit, is the Ford chassis window sticker (Monroney label) plus the upfitter's build sheet acceptable as the "manufacturer's vehicle window sticker" for each vehicle?
Answer: A manufacture’s window sticker for the chassis and the upfitters build sheet is acceptable for this type of vehicle.
