About this file
This document is a presentation from the GSA 2026 Spring Open Season Conference for the Main Bus Program held on March 4, 2026, by the Global Vehicles Acquisition Division (QMAAA).
The presentation outlines the open season process for the Main Bus Program contract 47QMCA24R0006. The bid period runs from March 5, 2026 through March 20, 2026 at 12:00 PM ET, with awards anticipated in mid to late May 2026. Existing contractors may update pricing for new model years, base vehicle data, optional equipment, colors, engines, and fuel information within GSAFleet.gov, but price increases for previously awarded models are prohibited unless the model is phasing to a new model year or experiencing major changes such as engine manufacturer changes. Incumbent vendors maintain awards on all previously awarded models per model year, while new models not currently on contract will be awarded on a lowest price, technically acceptable basis. New offerors must submit full proposals per solicitation sections F and G posted on SAM.gov and must contact the contracting team to arrange an intake meeting; GSA cannot guarantee concurrent award timing with incumbent offerors. Technical Exceptions Worksheets are no longer required and technical exceptions are now entered directly in GSAFleet.gov. The Transit Bus Program will sunset in December 2026, with incumbent vendors eligible to onboard to the Main Bus program. All submissions are governed by FY26 Federal Standards. The presentation includes detailed guidance on GSAFleet.gov system access, bid management procedures, vendor company profile requirements, and provides contact information for the contracting team: Contracting Officer Zachary Shepherd (Zachary.Shepherd@gsa.gov) and Contract Specialist Lauren Woods (Lauren.Woods@gsa.gov).
