1) PROVIDE QUESTIONS AND ANSWERS AS SUBMITTED IN RESPONSE TO THE RFP

Q1: We understand this is an IDIQ. However, does the GSA have an idea on the number of vendors needed to fulfill the contract requirements? Is there a geographical advantage to vendors chosen?

A1: As a full and open competition, GSA does not know at this time the number of potential awardees. GSA will review all proposals received, and each will be evaluated in accordance with the solicitation terms and conditions. There is no geographical advantage to the vendors chosen; however, vendors must be able to support delivery on a CONUS basis, and OCONUS via various supplemental delivery options.

Q2: Please confirm the RPN is 5 digits long? Will the RPN be included on the PO? May we see a sample PO?

A2: The RPN is 9 digits long (ex. RPN-N-OG913), but is often shorthanded with just the last 5 digits (OG913). See sample below:

Q3: During the pre-bid conference someone mentioned “a request to waive first inspection”. However, there is no mention of this in the RFP. What is a request to waive first inspection and when is it applicable? Does this wavier apply to GSA vehicle inspection and PDI?

A3: In accordance with Section D.31 of the RFP, QMAA-525 FIRST PRODUCTION VEHICLE (AUG 2019):

** The GSA Contracting Officer may waive this requirement at their discretion.**

As directed by the contracting officer and/or Contracting Officer Representative (COR), Government representatives shall inspect the first production vehicle (FPVI) at the inspection point designated in the contract. The inspection shall be performed to determine vehicle conformity with the contract specifications. The specific requirements for the FPVI are contained in the Federal Standard or Federal Specification applicable to the schedule line item number being examined.

A request to waive the first production inspection is an email request sent to the Contracting Officer before production begins on the first order, petitioning for a waiver. This request will be sent to GSA Engineering and/or the Quality Assurance Branch for their review. A determination will be made based on a number of factors, which include previous inspections at the facility, past performance, etc.

This request does not apply to source inspection (section D.15) or inspection at destination (section D.19). All vehicles with source inspection requirements must still be inspected by a GSA Industrial Operations Analyst (IOA) prior to shipment.

Q4: In attachment K, what is the filler number used when submitting status?

Q5: Where can we find AutoBid best practices info?

A5: Please reference the AutoBid Vendor Instructions located on FBO. There isn’t a separate best practices document, but as a matter of practical purpose the most important areas to focus on are optional equipment collisions and ensuring those are properly entered. Furthermore, ensure all prices are accurate as they can be accepted to form a binding contract. Finally, use the AutoBid Checklist Report to view items which have been “Submitted to GSA”. Items not submitted in AutoBid, even if a vendor entered data, will not be considered. The AutoBid Vendor Instructions document on FBO contains the following general info on page 18:

Q6: How do we obtain a copy of GSA Form 1398, DD Form 250 and GSA Form 308?

A6: In accordance with Section D.17 of the RFP, D-FSS-479 GSA FORM 1398 (AUG 1993) - The Contractor shall affix or place one copy of GSA Form 1398, GSA Purchased Vehicle, fully completed, to the right or left front door lock face or door post, to the back of the driver’s visor, or in the glove box after final inspection is made. All marks on windows and other labels (except labels cautioning against drained transmission, crankcase, and rear axle) shall be removed. Copies of GSA Form 1398 are available from the Contracting Officer.

A copy of the GSA Form 1398 is provided below:

DD Form 250s can be found online at: https://www.acq.osd.mil/dpap/ccap/cc/jcchb/Files/FormsPubsRegs/Forms/DD250.pdf

GSA Form 308s can be found online at:

https://www.gsa.gov/forms-library/notice-inspection

Q7: In Section C.5, if government personnel are unable to pick up vehicle(s) within five (5) calendar days, are we required to follow up with the End user or COR?

A7: In accordance with Section C.5 - DEALER DELIVERY REQUIREMENT of the RFP - (6) TRANSFER TO GOVERNMENT. All new motor vehicles received must be picked up at the Product Dealer’s location by Government personnel within five (5) calendar days after notification. All vehicles must remain the responsibility of the Contractor until inspected, accepted, and transferred to the Government.

If Government personnel haven’t picked up the vehicle within five (5) calendar days after notification please contact GSA’s Vehicle Buying Program Office at vehicle.buying@gsa.gov and someone will assist in contacting the end user.

Q8: In Section D.10, most stickers mentioned in this section are installed by the OEM/upfitter. Please provide clarification on the statement: “In addition, a decal or sticker shall provide at least the following information: contract number; purchase order number; date of delivery, month and year; and the warranty time, in month and miles”. Would this requirement be covered under the requirements in section C.4, RPN/VIN rules? Please clarify if the “contract number; purchase order number; etc” is needed for life of the vehicle or only needed for vehicle inspection purposes?

A8: The requirements in section C.4, RPN/VIN rules, refer to the list provided to the IOA prior to inspection. The requirement to provide a decal or sticker with the following information: contract number; purchase order number; date of delivery, month and year; and the warranty time, in month and miles, is a separate requirement.

Q9: In Section D.11, what are typical non-bulk shipments to DOD and DLA? Please clarify the order in which DLA and DOD non-bulk shipments are handled? See below:

1st Item is shipped from contractor to the GSA distribution center 2nd GSA distribution center places RFID in shipment 3rd GSA distribution center ships to DLA or DOD

A9: The previous prescription language for this clause is no longer available. As such, GSA will remove the clause from the solicitation and RFID tags will not be required.

Q10: In Section D.15, it appears only upfitted vehicles require vehicle inspections by GSA. Does the Government personnel performing inspections also perform the PDI or will this be the upfitters’ responsibility? When GSA performs a vehicle inspection and/or PDI how will this information be relayed to the contactor to keep record? (timeframe, sent electronically, etc.). For consignee orders, are PDIs required on non-upfitted vehicles being sent direct from OEM?

A10: The PDI will be the upfitters responsibility. Non-Upfitted vehicles will also require vehicle inspections according to the requirements set forth in the following section: D.19 E-FSS-522 INSPECTION AT DESTINATION (MAR 1996). The Vehicle Inspector will provide a written copy of the results of the inspection. Yes, PDIs from the courtesy delivery dealerships are required on non-upfitted vehicles being sent direct from the OEM.

Q11: In Section D.15 (a) (2), Section C.4, and Section C.1 - please clarify if we are to schedule inspections with GSA COR per section C.1 deliverables chart? This is contradictory to section C.4 which states arrangements are to be made with the IOA, and to section D.15 (a) (2) which mentions the GSA quality assurance office. Section C.1, deliverables chart states timeframe for scheduling inspections is 10 calendar day. Again, this is contradictory of section D.15 (a) (2) which states 7 working days. Section D.15 (d) (2) states “records must be maintained at POS inspection.” Can the contractor store these records electronically and made available to the GSA this way, as opposed to paper records?

A11: The Contracting Officer’s Representative(s), or CORs, are assigned after contract award. These individuals will include the Industrial Operations Analysts (IOAs) specified in Section C.4. For purposes of inspection, the IOAs will act as CORs under the contract and all requests for inspection should be sent to those individuals. GSA will defer to the “7 workdays” language from 552.246-71 located in Section C.15 and will amend the Deliverables chart in Section C.1 to mirror that language. Yes, the contractor may store records electronically with respect to the requirements in Section D.15.

Q12: In Section D.17, NOTE TO OFFER and Section C.3, please provide clarity on the following statement: “Data shown in the solicitation schedule of items may be utilized to satisfy the requirements for the following to be shown on GSA Form 1398”. Does this statement mean if section C.3 requirements are met then GSA Form 1398 is not needed?

A12: The requirements in Section C.3 and separate from the requirements in Section D.17. Section C.3 discusses requirements for shipping information, Monroney labels, and identifying RPNs/VINs for inspection by the COR/IOA. This information is essential to the consignee for identification purposes.

The requirements for GSA Form 1398 in Section D.17 include more detailed information. This form is intended to remain with the vehicle. Satisfying the requirements in Section C.3 does not absolve the vendor from complying with Section D.17.

Q13: In Section D.18, where do GSA vehicle inspections typically take place, the up-fitter? What is the GSA process for approving the Source Inspection Point? Does the GSA have preferred location geographically or preferred up-fitters?

A13: Vehicle Inspections for any of the upfitted vehicles take place at the source inspection point (upfitter). After submission of your proposal, GSA Contracting will submit a PAR (Pre-Award Assessement Report) request. The GSA Quality Assurance Department will send a certified representative to inspect the facility to ensure it has the resources and capabilities to meet the qualitative and quantitative contract requirements.

For cab/chassis (non-upfitted) vehicles the inspection requirements will follow the guidelines set forth in section D.19, E-FSS-522 INSPECTION AT DESTINATION. A PAR will not be required for these production points.

GSA does not have preferred geographic location or a preferred set of upfitters. It is the responsibility of the offeror to identify and make arrangements with applicable upfitters. GSA will conduct PAR inspections of these facilities, as necessary.

Q14: In Section E.3, does the term “plant facilities” apply to upfitters?

A14: Yes, “plant facilities” would include all upfitters that have a different address from the address of the offeror.

Q15: In Section E.4, are upfitter invoice subject to this clause?

A15: Upfitter invoices could potentially apply. GSA will only utilize this clause if the Government cannot make a fair and reasonable price determination based on information available to us.

Q16: In Section F.1, Additional AutoBid instructions: Identify procedures for shipping Parts and Service Manuals to customers on the Clarifications tab. Would it be acceptable to ship referenced items electronically? If not, what are typical procedures for such instances? Are there any special requirements for electronic shipments to DLA, DOD facilities, such as the RFID?

A16: Please reference Federal Standard 307 Section 3.7.47 for PSM/PSME definitions:

Offerors should propose option PSM if they are provided hard copy parts and service manuals. Offerors should propose option PSME if they are providing electronic parts and service manuals (which can include web-based access. There are special requirements for PSM/PSME shipments to DLA or DoD facilities, though option PSMA has unique requirements as outlined in Federal Standard 307 Section 3.7.94:

Q17: Are Ford factory AWD vans acceptable in lieu of 4X4 conversions?

A17: As part of this Amendment, GSA is removing the Ford Transit models from SINs 22X, 24X, 32X, and 34X. Because of the OEM factory AWD availability, these models are no longer required under these 4x4 conversion SINs. In addition, GSA added OEM factory option AWD to SIN 162 and removed the AWDC (all-wheel drive conversion) option.

Q18: Where can we find instructions on handling certificate of origins and GSA tag work processes?

A18: Federal Standard 307 Section 3.8.10 address certificate of origin and vehicle tagging concerns:

Q19: Do you have a list of potential consignee delivery points?

A19: GSA does not maintain a list of potential consignee delivery points. Option CNS can be selected for any CONUS location.

2) ADD OPTION AWD – ALL-WHEEL DRIVE FOR LINE ITEM 162.1.

This option should now be available in AutoBid.

3) DELETE OPTION AWDC – CHASSIS MFG.’S APPROVED 4X4 CONVERSION – DEALERS ONLY FOR LINE ITEM 162.1.

This option should no longer be available in AutoBid.

4) REMOVE TRANSIT MODELS FROM SIN CATEGORIES 22X, 24X, 32X, AND 34X AS FOLLOWS:
