About this file

This document provides an amendment to a solicitation for 2020 Light Duty Vocational Trucks. Key details include:

The solicitation is seeking trucks that meet Federal Vehicle Standard 307AX to fulfill General Services Administration and Department of Defense requirements. The contract will have a one-year base period and multiple option periods, utilizing a firm-fixed price indefinite delivery/indefinite quantity contract type. The acquisition is set aside for small businesses and will evaluate technical capability, management capability, and price as factors.

The amendment deletes an interior height option, incorporates an additional option description, and provides questions and answers from an earlier pre-solicitation process. Interested vendors were required to request an AutoBid account and indicate interested makes and models prior to the solicitation release to facilitate online proposal submission. The anticipated release date was July 2019.

1) PROVIDE QUESTIONS AND ANSWERS AS SUBMITTED IN RESPONSE TO THE RFP

Q1: Would it be possible to request an additional 30 days for the cab and chassis line items during offer submission?

A1: Yes, you may request additional days during the proposal submission process.

Q2: Have the First Production Vehicle Inspection Requirements changes from FY19?

A2: No. Please submit requests on a case-by-case basis. Contracting will consult with the appropriate Industrial Operations Analyst (IOA) to determine whether to grant such a waiver.

Q3: With respect to consignee delivery, how are the units delivered to the end user?

A3: It is the responsibility of each vendor to make arrangements to have the vehicle delivered to the end user. The contract terms for this program are standard dealer delivery (within the geographic limitations outlined in the solicitation). Orders with option CNS (Consignee Delivery – No Dealer Prep) should be delivered directly to the customer’s delivery address as provided on the respective Motor Vehicle Delivery Order (MVDO).

Q4: Is it now standard that daytime running lights must be able to be deactivated?

A4: Yes, daytime running lights must now have the ability to be deactivated. However, if your firm takes exception to this requirement offerors are instructed to submit on the Technical Exceptions Worksheet (TEW).

Q5: Do you have a list of Frequently Asked Questions (FAQs) that new, prospective offerors can reference prior to proposal submission?

A5: We don’t have a formal list of FAQs available, but the majority of questions pertain to Section F of the RFP with respect to proposal content and formatting. You can also visit postings from previous solicitations. Those links can be found within the 2020 Light Duty Vocational Trucks FedBizOpps (FBO) posting.

Q6: Is there somewhere we can find previous award information?

A6: Yes, all award notifications have been previously posted to FBO. The two most recent links can be found in the current 2020 Light Duty Vocational Trucks FBO posting.

Q7: When do we input photographs of the vehicles in AutoBid?

A7: Offerors should upload the required photographs in AutoBid with offer submission. Should an offeror be accepted for award, successful awardees will be able to update vehicle pictures via the AutoVendor portal.

Q8: How do vendors arrange for delivery to customer locations from vehicle upfitters?

A8: It is the responsibility of each offeror to coordinate all logistics necessary to facilitate delivery, whether to a dealership via standard dealer delivery or directly to a customer’s location for orders with option CNS (Consignee Delivery – No Dealer Prep).

2) DELETE OPTION USS2 – SUPERSTRUCTURE EXTRA INTERIOR LOAD-SPACE HEIGHT.

3) INCORPORATE ATTACHMENT F5 – OPTION CF52 DESCRIPTION AS A SUPPLEMENT TO ATTACHMENT F1 – FEDERAL VEHICLE STANDARD 307AY.
