Make sure your submission is received on time.
It must be received on time. Not ‘sent’ on time.
Make sure everything required is included in your offer.
GSA will NOT review the offer for content or verify all items are received prior to closing.
It is the contractor’s responsibility to ensure everything is there and everything is on time.
FAR 52.212-1 and, except for very specific and rare circumstances, the offer WILL NOT BE ACCEPTED.
Evaluation GSA will evaluate as stated in Section G Evaluation section of the solicitation on pages 70-76.
Technical Capability & Management Approach (obtained from Qualtrics) Site Survey(s)
Past Performance (obtained from Qualtrics and possibly other sources)
Pricing Offered
Any Exceptions: Note Any Exceptions taken may result in no award.
Evaluation (continued) Evaluation of factors is as follows:
Technical Capability & Management Approach Acceptable or Unacceptable (inclusive of site surveys per location) Past Performance (GSA may use both Qualtrics and other sources for past performance) Satisfactory, Neutral, or Unacceptable Pricing Fair and Reasonable Pricing using, amongst other things, the quantities stated in the RFP on pages 71-74.
Note: the quantities used in Price Analysis are just for price analysis - there is no guarantee of business volume.
Award This is a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) solicitation. Potentially every offer may receive an award if they have provided all documents, have an overall Acceptable Rating, are determined responsible, and have Fair and Reasonable Pricing.
GSA anticipates having all awards completed by Mid-May 2020 - dependent upon how many offers are received and how many offers need to be negotiated.
Task Orders There is NO GUARANTEE THAT YOU WILL RECEIVE A TASK ORDER if you receive a contract.
Task orders are competed in accordance with FAR 16.505 and can fall under two categories:
Fair Opportunity for all contractors Small Business Set-Asides where only Small Businesses can participate
GSA has a 10% Partial Small Business Set-Aside wherein at least 10% of all business will be set-aside for small businesses only
The other 90% of business will be Fair Opportunity for all contractors
Task Orders (continued)
For items not set-aside, Contractors will receive copies of all Request for Quotes, per the Fair Opportunity rules in FAR 16.505 - even if the requirement is not in your locality.
GSA will have requirements such that not all firms can realistically participate for every requirement (e.g., if services are needed in Virginia a firm without a facility in/near Virginia would likely be unable to fulfill the requirements).
