180. Also with the 800,000 sq. ft. requirement for past performance is going to reduce the number of qualified companies to bid the solicitation! There are many companies with excellent past performance on smaller contracts that will loose the opportunity to grow their companies and bid on larger contracts, this is quite restrictive. Can the 800K be lower to something more realistic for bidders.
A. As stated in Section VII 7. To be considered technically acceptable under this factor, the Offeror must demonstrate prior experience within the past five (5) years concurrently managing and performing operation and maintenance, repairs and custodial services for at least one facility of similar size and scope (multi use and at least 800,000 RSF).
181. Would like to respectfully request a reconsideration of the singe facility size requirement of at least 800,000 RSF that is sited in Section VII, TAB A (Corporate Experience). We believe this to be overly restrictive to 8(a) businesses. As an experienced GSA O&M Contractor with a current contract comprised of nearly 2.5 million square feet (1,961,709 RSF) we find little difference in managing one building of this size compared to 9 buildings spread apart over at state. On the contrary, we believe that maintaining building space of this magnitude essentially, “under one roof,” would offer many efficiencies and multiple benefits with less comparative risk.
Our previous GSA contract consisted of six buildings totaling more than one million square feet. We have successfully managed both of these efforts with high CPAR ratings and would greatly appreciate the opportunity to serve your region at the Postal Square Building. Will the GSA revise the experience requirement?
A. No. It has been determined that the complexities of a single building measuring 1.2 million SF require the corporate experience and operational expertise demonstrated at a single building of similar size. This requirement is unchanged from the last CFM procurement for the property.
182. How many Custodial shifts are there?
A. At the present time, there are two custodial shifts. There are certain custodial tasks that must be performed outside of the building’s normal business hours which is defined as Above
Standard Services and will be issued as task orders.
183. How many Engineer shifts are there?
A. There are presently 3 engineer shifts per day, 7 days per week, 365 days per year.
184. What are the times for the custodial and Engineer shifts?
A. Presently, custodial shifts vary. Engineer shifts are 7:00 am – 3:00 pm, 3:00 – 11:00 pm, and
11:00 pm – 7:00 am.
185. On the Custodial Staff, what is the current number of Day Custodial?
186. On page 95 of the solicitation it states that subcontractors are to be identified with our technical proposal. However, this requirement is not listed in Sections VII and VIII (Instructions to offerors and Evaluation Criteria). Please clarify.
A. Not required to be submitted with the Technical Proposal. This section is revised. See
Amendment 0005.
187. Page 99 of the solicitation states we are to provide an elevator QC plan with our proposal.
However, this requirement is not listed in Sections VII and VIII (Instructions to offerors and
Evaluation Criteria). Please clarify.
