b. MasterFormat 2004, in lieu of previous editions of the Masterspec, shall be used if the Masterspec will not have the Division/Sections to cover the design disciplines as required. For example, Masterspec does not have the Section to cover HVAC Commissioning, which is required if Commissioning Agent service is not involved in the project, but this is covered in MasterFormat 2004.

c. Masterspec sections are copyrighted by AIA. The Government cannot provide the hard copies of copyrighted sections or the word processing media to the A/E.

d. There are also PBS developed specification sections that are not distributed by AIA.

If a project requires the use of these sections, GSA will send the A/E the pertinent PBS sections required for project completion. The A/E shall incorporate any pertinent sections provided by the GSA.

e. The specifications must be non-proprietary. Materials and manufactured items must be specified within standards that do not restrict competition. The documents shall be prepared such that at least two reputable manufacturers can satisfy all contract requirements for a particular item. Trade names shall not be used in GSA specifications and contract drawings. “PART 2 - PRODUCTS” article of each section shall be edited to remove “Manufacturers”. A/Es may leave in “Available Manufacturers” at their option. The salient characteristics of the product along with the available manufacturers shall be used for all contract requirements. Sole Source items can only be used if a justification has been provided and approved by the Contracting Officer by the time the project has reached 65 percent design completion. The A/E shall maintain records to show which manufacturers can meet contract requirements. Construction material and equipment specified in the contract documents are also subject to the Buy American Act, in accordance with FAR 52.225- 3 and FAR 52.225-11 in ARTICLE VII. If construction material or equipment is to be used which can only be obtained from a non-American supplier, a written justification must be provided by the A/E and approved by the Contracting Officer by the time the mid-point submittal is completed.

f. The A/E shall perform all word processing of specifications, including Division 1, and PBS sections (if required), shall be the A/E’s responsibility. The specifications shall be prepared in .DOC format and delivered on 8 1/2” X 11” white bond, printed single side, and shall be reproducible quality as approved by the Government. The A/E shall also submit all specifications in .DOC and .PDF format on a minimum of one (1) compact disk (CD), and as otherwise ordered by a Task Order. Each page of the specifications shall have project identifiers in the Header, for example:

R.S. ARNOLD USPO/COURTHOUSE ROOF REPLACEMENT

PROJECT NUMBER: 45083 BUILDING #: AR0030

600 W CAPITOL AVE. LITTLE ROCK, AR 72201

g. All specifications sections for a project shall be non-proprietary, organized in the 3-part section format, have numbered paragraphs, have the same format, have the same requirements, so as to provide consistency between sections and uniformity throughout the entire Project Manual Specification document. Each section shall be written in accordance with the Construction Specification Institute recommendations and PBS guidelines. Submission of specifications may be required on compact disk (CD), if ordered.

A.7. REPORTS

The A/E shall provide all required reports in an accurate and completed document. The reports shall be prepared in .DOC format and delivered on 8 1/2” X 11” white bond, printed single side, and shall be reproducible quality as approved by the Government. Also, the Contractor shall provide all required reports in .DOC and .PDF format on a minimum of one (1) compact disk (CD), and as otherwise ordered by a Task Order.

A.8. REVIEW COMMENTS

a. The Government’s review will consist of quality assurance (QA) checks as described under (Article I K). This review will focus primarily on the design’s functionality aspects and technical compliance with applicable codes, standards, guidelines, and constructability. The Government will prepare written comments for evaluation and response by the A/E after each design submittal. The A/E shall annotate and respond to the review comments in the development of data for the next design submittal. If clarification is needed, the A/E is encouraged to contact the Project Manager and arrange a telephone conference with the individual who made the comment. The A/E shall not proceed with the design until all comments have been reconciled or resolved with the project manager.

b. The A/E shall resolve all design review comments in writing in electronic format indicating one of the following:

1. Adoption and action taken

2. Adoption with detail of Modifications and action taken

3. Alternative Resolution described and action taken

4. Rejection (with rationale provided)

c. The A/E's comment resolution shall be transmitted to the COR, PM and CM as applicable, within seven (7) calendar days of A/E’s receipt of review comments.

Previous review comments shall also be submitted with the next deliverable.

d. In cases other than unqualified adoption, the A/E shall provide a statement as to why the reviewer's objection and/or recommendation is inappropriate.

Comments to which the A/E does not agree must be fully justified.

Annotations will also address specific corrective actions taken to comply with the comments such as “Detail 3 on Sheet E-14 was revised per comment.”

Design review comments shall not relieve the A/E from compliance with terms and conditions of this contract.

e. The A/E shall not proceed or initiate any work on any successive design submittal prior to receipt of approval of each submittal by the Government.

B. BASIC SCOPE OF DESIGN SERVICES

B.1. FULL DESIGN DOCUMENTS

B.1.1 General:

a. Construction contract documents shall be prepared and completed to the full design level and shall include all disciplines, as appropriate, a combination of reports, program information, calculations, narratives, drawings, outline specifications and an ECCA estimate.

b. The Scope of Work for Full Design Documents includes the requirement to produce an acceptable concept design, which shall be generated from and based on the Design Excellence program when applicable.

c. All services shall be executed in accordance with the project schedule and submittals, as specified in the Task Order. The submittal schedule will include the Government’s review time, in addition to on-board reviews, and design review conferences, as applicable

d. The Scope of Work (SOW) will include the required quantity of each document type for each submittal. In addition to any hard copies specified by the SOW, all submittals shall be in accordance with GSA PBS CAD Standards (reference Article III, Paragraph A.5) and shall include one (1) electronic set of all required documents on compact disk (CD). Electronic specifications and reports shall be in both .DOC and .PDF format. Electronic drawings shall be in .DWG format.

Attachment 2: Green Purchasing

Sustainability:

Green Purchasing:

The contractor shall refer to the “Green Procurement Compilation” for all products being installed in federal facilities. The Green Procurement Compilation can be found at https://sftool.gov/greenprocurement. The standards found in this compilation shall guide all product purchasing decisions as they relate to federal facilities.

The use of the following standards (“Key Sustainable Product” or “KSP” standards) is mandatory for all contracts and task orders. See https://sftool.gov/green-products/1037/key-sustainable-products for more details.

Nylon Carpet: NSF 140 Gold certification and > 10% post-consumer recovered content.

Interior Latex Paint: < 50 grams per liter (g/L) VOCs post tint (i.e. SCAQMD Rule 1113 standard).

Gypsum Board: Greenguard Gold Standard or 0 g/L VOCs.

Acoustical Ceiling Tiles: Meets California Section 01350 standard for low-VOC materials and total recycled content > 20% and recyclable in a closed loop process and USDA Certified BioPreferred and Environmental Product Declaration (EPD) available.

Concrete (ready-mix and site-mix): > 25% fly ash or > 15% ground granulated blast-furnace (GGBF) slag

For each KSP listed, the Contractor shall submit proof of compliance to the CO or his designee prior to the installation of the product or material. The CO’s designee shall verify compliance.

If the KSP materials listed above are 1) not reasonably available within a reasonable period of time; 2) fail to meet the performance standards set forth in the specification or fail to meet reasonable performance standards of GSA; or 3) are available only at an unreasonable price, only then can the Contractor use other types of products. In these cases the Contractor shall select products and materials, to the extent possible, which are the safest and most environmentally friendly. Exemptions must be submitted in writing and can only be approved by the CO.
