Questions for Clarification

8 June 2018

1. Amendment No. 1 added the requirement for a Roof Anchor System, which included the requirement that the “Design shall not incorporate crossing over abrasive surfaces”;

which would include the 24” or so wide limestone cornice ledge below the parapet.

While the ledge can be accommodated by utilizing an outrigger suspension system, the system would have to be portable due to the visual impact and its affect upon the historical standards for the building. Has the government investigated whether there is a system available that would be compliant with the GSA’s Historic Building Subject Matter Expert or SHPO? If so, could the type of system be identified for pricing purposes?

The contractor would provide design solutions for a system that would avoid the 24" ledge so that we can review/approve. Recommendation is to provide a system that avoids the ledges and can be swung around onto the rooftop to be out of view when it is not being used. Once GSA reviews/approves, GSA will forward to the AR SHPO for consultation.

2. The parapet caps are actually made of limestone, not precast concrete as identified in the response to questions in Amendment No. 1. Since the base bid requires the limestone caps to be removed, so that the roofing membrane can be extended through the parapet wall, and then the stone cap reinstalled on top of the roofing; what method of anchorage of the stone to the roof membrane is required to keep the stones in place without penetrating the roofing membrane? Is this an appropriate application for the required EPDM products?

Most manufacturers have details for this type of application. The Contractor’s Architect/Engineer should contact technical support for the products being considered for assistance.

3. The installation recommended in Question No. 45 of Amendment No. 1 is the correct installation method for a roofing system on a historic building with a parapet of this type, however pressure washing of the limestone parapet caps has to be performed with caution due to the nature of the weathered limestone. Has the parapet condition been inspected by a masonry restoration company and, if so, are there any recommendations regarding the vertical mortar joints of the stone parapet caps?

There has been no study of the limestone parapet caps. Contractor will employ the services of a masonry restoration consultant and provide and submit appropriate mortar or sealant product submittals for approval by GSA.

4. Has the GSA’s Historic Building Subject Matter Expert and SHPO approved the substitution of copper coated stainless steel in place of the copper detailing? If not at this time, will a change order be issued to purchase the approvable materials following the award of the contract?

Yes, it has been approved.

5. Attachment 1: GSA Article III, Part A. Design Services; A.3.LEED, b. requires this project to provide a design to meet LEED Silver standard. The project scope is very narrow and does not include enough categories to meet a basic standard. Is this LEED requirement applicable to this project?

NO; current building code requirements will be sufficient.

6. Attachment 1: GSA Article III, Part A. Design Services. Refer to A.6.a This provision requires that certain sections of the specifications be prepared using an AIA distributed GSA Supplemental Masterspec specifications sections. Since these have to be purchased by packages grouped by division, it would be appropriate to know which divisions must be purchased. Is there a listing of sections required to be developed using GSA Supplemental Masterspec sections?

The SOW requires that the construction documents be prepared by the Contractor’s Licensed Architect or Engineer. GSA would expect that the design professional would have the appropriate packages at their disposal and would know which divisions are appropriate to prepare the construction documents.

File details come from the government source that posted it.
