RFI’s and Answers for 47PH0518R0051 DB Roof Replacement and Repair--Little Rock CTHS
1) Area’s A and B: The solicitation calls for the stone wall coping cap to be removed, the new roof material installed up and over the wall and the stone wall coping cap replaced. Is that the scope of work that is wanted, or can the existing counter flashing be removed, the new roofing installed and terminated below the stone wall coping and new counter flashing installed?
A1) A continuous roof membrane is desired; termination at existing counterflashing location may be provided as an alternate to the base bid.
2) Will the lightning protection need to be reinstalled and recertified or just reinstalled after the roof installation is complete?
A2) Lightning protection systems will need to be re-installed and re-certified. Attachment shall be adhesive and not drilled anchors.
3) Area B: The largest of the sections, per the drawings it is 4,423 square feet, has a perimeter of 351 linear feet, and parapet sidewall membrane area of 1,404 square feet. Is the removal and the replacement of the parapet sidewall membrane included in the solicitation or will it remain and the new roofing terminate below it? If it is to be replaced what material is to be used?
A3) The replacement of the sidewall membrane is included in the proposal. The membrane, adhesives, accessories and hardware shall be provided by the manufacturer of the primary roofing materials and shall be installed per the manufacturer’s product installation manual. Materials data sheets and installation instructions should be provided with the proposal.
4) Will interior protection be required?
A4) Interior protection will be required as needed for protection from falling debris/moisture.
5) The cast stone coping cap along the perimeter of the building looks like some partial temporary repairs have been made, as well as missing sealant between the cast stone coping cap.
Do we need to repair the cast stone cap?
A5) Yes. Replace damaged stone(s).
6) If repairs are to be made to the cast stone cap, do you need us to remove and replace, or remove and refurbish?
A6) Replace damaged stone(s).
7) If the contractor were to use a stair scaffold, could we penetrate the building? If not, how can we secure? (Stair scaffold may be used for the project duration) Please provide a staging area for the scaffold alongside the building that will be acceptable.
A7) Primary staging area will be on the West side of the building between the courthouse and the Federal building. Secondary staging area will be the rear dock area. Any anchor points made to attach fixtures temporarily to the building must be returned to building original conditions at conclusion of project.
8) We found several cracks along the interior EIFS walls. Do we need to repair?
A8) EIFS repairs were not included in this scope of work. Provide as an alternate.
9) We found there was a fire sprinkler system running below the roof deck at the tile areas/dormers. These are located fairly close to the roof and we do not want the loose debris or dust to set them off during tear off. May we have these shut off in the areas we are working in order not to set it off?
A9) This can be coordinated with the building manager and O&M. If sprinkler system is isolated for more than 4 hours, a fire watch must be established IAW the International Fire Code.
10) We found conduit lines running below the roof deck. While securing the roofing system/tile roof fasteners/nails will be used. Can we get an as-built for those conduits, or gas lines?
A10) As built drawings will be made available after award of the project and after security clearances have been completed.
11) Will street closures for crane be acceptable, if the staging area shown on the site visit does not work (north of Roof D)?
A11) Street closures would have to be coordinated with the City of Little Rock’s Public Works department.
12) Can one or both entrances on the South side be closed while work is going on above without sheltered covering?
A12) This would have to be coordinated in advance with the building manager, project manager, and the US Courts.
13) Can part or all or the sidewalk along the South side of the building be closed while work is in progress above on the roof?
A13) Sidewalk closures/public parking meter closures would have to be coordinated with the City of Little Rock’s Public Works department.
14) What type of sheltered coverings does the government want or the government feels is necessary or required for building access (egress)?
A14) The contractor can use any OSHA approved method to protect workers and the public from falling objects.
15) Since this is a Federal Project are out of state contractors required to abide by building codes?
A15) Yes, GSA requires that all work must comply with local building codes or P-100;
whichever is more stringent.
16) Since this is a Federal Project are out of state contractors required to abide by state licensing?
A16) No, but they must have a valid license from another state or professional organization.
17) Since this is a Federal Project are out of state contractors required to abide by state, county, and other local regulations?
A17) Yes, all federal, state and local building codes must be adhered to.
18) It is our understanding that a 20 Year NDL, nor a 30 Year NDL is achievable for the gutter liner, as this does not qualify as a complete roofing system utilizing the same product on the entire roof area? Is a membrane only warranty acceptable?
A18) Yes
19) Please confirm the GSA’s regional SHPO officer will review the project for historic compliance. During the 60-day design timeframe?
A19) Yes, the GSA SHPO Office will review the designs during the 60-day design timeframe.
20) Does the project require removing existing insulation and bring the roof up to current energy codes?
A20) Yes
21) Will there be any roofing system substitutions permitted for the elastomeric membrane or the SBS - modified bitumen?
A21) Yes they will be considered. Please note GSA will not consider TPO or Liquid Applied Systems.
22) I am unclear on the total scope of work that is shown on the bid documents. One page says the clay tile is NIC, but the first page gives a quantity for clay tile replacement.
A22) Intent was not to require a complete replacement of the roof tiles but to establish a quantity that is expected to be replaced due to current damage or potential damage during removal for the membrane installation.
23) I can’t get the drawings to scale properly. I know there is a 1/16” scale given, but I can’t make it match the given dimensions. Is the 1,150 SF of coping stone remove & reinstallation cover reworking the coping joints as indicated on the plans?
A23) The coping joints will have to be re-worked as part of the removal and re-installation.
24) I know that Davis-Bacon wages apply, but I didn’t see a wage rate determination. Could someone shoot that over? I also didn’t see a bid form, or bid requirements. Do we need to provide a Performance & Payment Bond? Is there a Bid Bond requirement?
A24) The Scope & Wage Determination are in the solicitation under the Agreement. The Sample bid form included as an attachment on the FBO.gov website as part of the solicitation documents.
25) Specification is not clear on insulation values. What are the Energy Code requirements for this project?
A25) Minimum Combined “R” Value not less than 25.
26) Are complete As-Built’s available including structural drawings and exterior elevations?
A26) As built drawings will be made available after award of the project and after security clearances have been completed.
27) Is a Historic submittal check-list available?
A27) No, there is no checklist available. The GSA HPO office will coordinate review with the SHPO during the design phase.
28) Does the Architect need to be registered in Arkansas or is a NCARB plus another state in the US acceptable?
A28) They do not need to be registered in Arkansas. NCARB plus another state is acceptable.
29) Is the LP system a redesign or a re-install? As it is interconnected to other Buildings this could present some issues.
A29) Lightning protection systems will need to be re-installed and re-certified. Attachment shall be adhesive and not drilled anchors.
30) There are two Dormers that do not have louvers but do have windows (IMG 3124). Are the windows to be replaced with the faux louver assemblies?
A30) Yes, the windows will be removed, opening sealed, and replaced with a faux louver.
31) Is the end result is for all of the Dormers including the large atypical Dormer to have either faux or functioning louvers?
A31) Yes. All dormer openings will be sealed and affixed with a faux louver matching one of the existing louvers.
32) There are three hoods above intake louvers attached to the wall at the Upper penthouse Level 2 in the center of “U” shaped tile roof area that have been bent and damaged. Are these to be replaced as part of this scope of work? (IMG 3101) A32) Yes, these items will need to be repaired/replaced.
33) Portions of the attic ceiling have what appears to be a fiberboard secured in place. In areas portions of these panels are loose and with the vibrations and foot traffic involved with replacing the roofs, could possible become dislodged. Is it within this scope of work to replace any of these panels? (IMG 3043) A33) No. These fiberboard interior panels will not be replaced/repaired.
34) Is all of the exposed metal trim to be copper-clad stainless steel to match the new penthouse wall panels? Such as valley metal, dormer drip-edge, rake wall tile drains, head flashings, and counter-flashings at tile roofs?
A34) Yes
35) Please confirm the Upper Penthouse 2 roof is to be reroofed as part of Roof A using EPDM membrane?
A35) No. The “Upper Penthouse 2 roof” which is the top of the main elevator shaft above roof A will not be reroofed as part of this project.
36) Is the copper clad skylight at the tile roof assembly to be reused and remain in place as a historical feature? (IMG 3087) A36) Yes, this skylight will be reinstalled. The windows are to be removed and sealed and covered with copper clad stainless steel to match new dormer metal.
37) Can the stainless steel expansion flashing between the Upper Penthouse roof of Area B and the top of the precast limestone cap remain or is it to be replaced? (See IMG 3142) A37) Yes it can remain
38) Is the EPDM wall flashing to be replaced at the 8’ tall perimeter walls for Area B Roof?
(IMG 3146)
A38) Yes. The replacement of the sidewall membrane is included in the proposal. The membrane, adhesives, accessories and hardware shall be provided by the manufacturer of the primary roofing materials and shall be installed per the manufacturer’s product installation manual. Materials data sheets and installation instructions should be provided with the proposal.
39) Are the joints of all of the limestone coping stones to be routed and recaulked as part of this project? If so we do extend down the exterior face of the stones joint?
A39) The coping joints will have to be re-worked as part of the removal and re-installation.
40) What is the substrate on "Area B" Roof? If this information is not available, may we cut a core at the upcoming prebid?
A40) Substrate is flat concrete deck; tapered insulation will be required.
41) "Area A" Roof: The flat-lock panels and standing seam roofing specified for the dormers are “Millennium Tiles" fabricated from copper colored stainless steel. May we substitute similar products fabricated from 16 oz. or 20 oz. copper to match the existing?
A41) Yes, as long as the product being substituted is equal to or better than product specified.
42) The Statement of Work (page 5, Para. 6-8) details the following:
a) Make provisions...to employ the services of Construction Managers....to implement quality assurance programs as determined by GSA. If this item is elected, will the GSA pay for its implementation?
A42a) Contractor is responsible to implement his own quality assurance program at his cost. GSA will pay for any “Third Party” Construction Managers that they employ for supplemental quality assurance services.
b) Make provisions...to allow the GSA to conduct the following tests.... Testing...using high-voltage or low-voltage electronic leak detection technology.... If this testing is performed, will the GSA pay for it?
A42b) Contractor will employ at their expense, subject to GSA’s approval, a testing agency qualified to perform adequate testing to provide assurances that the roof system is complete and free of leaks. Alternate means of standardized tests will be considered.
43) Should we include a unit price for wood replacement over the amounts specified?
A43) Yes, if you feel that it is necessary to do so.
44) We feel that it is necessary to perform an infrared scan on "Area D Roof" to determine if there is any wet insulation within the system. Should we include a unit price for replacing wet insulation if any is present?
A44) Yes, if you feel that it is necessary to do so.
45) "Area A" Roof: In lieu of removal and replacement, the existing coping may be restored by pressure washing, replacing sealant applications at the head joints and applying a water repellent to the coping stone. The new gutter liner can be properly counter flashed by preparing the interior bed joint of the coping stone as a reglet joint for the new counter flashing. This can be done at a significant savings of money and time without any sacrifice of quality or waterproofing. May we include a deductive alternate for this item?
A45) Yes, see answer 1.
