Little Rock/Batesville Questions and Answers Amendment PA02

Solicitation 47PH0221R0006

Q: Can the government provide the size and quanty of the refuse and recycling containers at this locaon?

A: AR0031ZZ WASTE---4 CUBIC YARD DUMPSTER, DUMPED 4X PER MONTH

AR0031ZZ RECYLING—2 CUBIC YARD DUMPSTER, DUMPED 4X PER

MONTH

AR0063RK WASTE—6 CUBIC YARD DUMPSTER, DUMPED 4X PER MONTH

AR0079ZZ WASTE—8 CUBIC YARD DUMPSTER, DUMPED 8X PER MONTH

The government answer includes refuse containers at facility AR0063RK (Little Rock Federal Building). Since the Little Rock Federal Building only receives O&M services for this contract, and Solid Waste/Trash Removal and Disposal falls under custodial services, is this an error? Can the government clarify?

A No

AR0063, AR0030 and AR0085, Custodial contract covers daily trash and recycled removal for the tenants in the Triplex. The O&M needs their own dumpster due to the capacity of trash that comes for maintenance of the equipment for example air filters. Also O&M needs a metal recycling dumpster so motors and anything metal/equipment can be recycled. Dumpster are located at AR0030 by back dock.

AR0031 and AR0079 the O&M Contractor is responsible for all.

Q: Solid Waste/Trash Removal and Disposal (C.9.10.1.2) Which buildings require waste and trash removal?

A: AR0079ZZ, AR0063RK, and AR0031ZZ.

Can the government clarify trash disposal services at facility AR0063RK (Little Rock Federal Building)?

A: For trash & recycling removal removal for the tenants in the Triplex. The O&M needs their own dumpster due to the capacity of trash that comes for maintenance of the equipment for example air metal/equipment can be recycled.

Q: Solid Waste/Trash Removal and Disposal (C.9.10.1.2) Can the Government provide the number of containers and size of containers at each location?

A: AR0031ZZ WASTE---4 CUBIC YARD DUMPSTER, DUMPED 4X PER

MONTH

AR0031ZZ RECYCLING—2 CUBIC YARD DUMPSTER, DUMPED 4X PER

MONTH

AR0063RK WASTE—6 CUBIC YARD DUMPSTER, DUMPED 4X PER

MONTH

AR0079ZZ WASTE—8 CUBIC YARD DUMPSTER, DUMPED 8X PER

MONTH

Q: Reference: C.1.9.2 Operations, NCMMS Basic Requirements, Note: q. Create asset specific lock out tag out procedures. This goes beyond the OSHA requirements. OSHA allows Energy Control Procedures (LOTO procedures as GSA identifies them) for similar equipment as l ong as the controls are similar. The way this i s written, is GSA stating the contractor is required to create a separate ECP for each asset and then attach i t to each asset i n the NCMMS? This is a tremendous labor-intensive undertaking and sharing company safety resources for the next contractor. ECP’s are company owned data.

Question 1: What documents are required to be uploaded to the NCMMS?

Question 2: Is the contractor required to gather all the data for the NCMMS when GSA performs a project or will i t be provided by the GSA Project Management Team?

Will there be an additional amendment to clarify C.1.9.2 “q”?

A: LOTO procedures are based upon and inspected to the contractors OSHA approved LOTO program. C.1.9.2 "q" needs clarification. We do not expect the O&M to load a LOTO procedure on each asset. We do expect them to have an approved LOTO program overall. .

Q: As the proposal requires resumes for all key personnel including Project Manager, Chief Engineer, On-Site Supervisor, Administrative Clerk, General Maintenance Mechanic, HVAC Mechanic, and Custodial Supervisor and all vendors intend to retain these individuals if awarded the contract, can we get a phone number for the Admin Office for Crystal Clear(the incumbent) to request resumes?

This requirement, for the record, makes it extremely difficult for any competitive vendor. If the awardee is going to retain the current staff, and you already have their resumes on record, this requirement usually becomes an effort in futility and an impediment to competitors to submit a technical which passes the standard.

A: See Amendment PA01; Section. C.1.2.1. Has been amended. If the successful Offeror proposes to use any employee from the incumbent’s staff in a key personnel role, the successful Offeror will have thirty (30) days after award to submit resumes for incumbent positions.
