a. Current cycle ending month refers to the most recent month in which data is available. EUAS and utility invoices are typically not available until 45 days after the month’s end. E.g. June data is available around August 15th.

b. EUAS data is reported in cubic feet. 100 cubic feet = 1 CCF = 1 Therm

c. Other energy can refer to biomass or other purchased utilities that should add to show total building energy consumption

d. Total mmBTU = (3,413 X kWh + 1.031 X 100 Cubic Feet + 1,000,000 X MLB + 12,000 X

J.5.0 Smart and Sustainable Buildings

J.5.1 Specific BAS Requirements

The Contractor shall provide and schedule monthly and seasonal reviews I.A.W. in-house capabilities corresponding to normal operating hours of the facility. In addition, personnel of this caliber shall be available on a 24-hour basis to service any problems as might be required. This person shall be designated as the “BAS System Programmer” and shall be responsible for providing technical support to GSA personnel, and troubleshooting/repair of system problems.

All contracted services shall have qualification requirements reviewed prior to any services being performed

The System Programmer shall, on a minimum semiannual basis, exercise all control points in the system to demonstrate that the software, hardware, and controlled devices are operating as designed as noted in the seasonal review checklists. Whereas the contractor does not have in-house capabilities to perform the monthly reviews, a BAS System Programmer shall be contracted to perform the monthly reviews. ONLY BAS System Programmers are permitted to complete seasonal reviews.

a. Appendix A - BAS Monthly Review Checklist

b. Appendix B - BAS Change Request and Completion Log

c. Appendix C - BAS Seasonal Review Checklist - Cooling

d. Appendix C - BAS Seasonal Review Checklist – Heating

The Contractor shall provide any required labor for repairs which may be needed on a 24-hour basis. Required repairs which do not significantly affect environmental conditions nor energy consumption may be performed during normal working hours.

J.5.1.1 Monthly Requirements

As described in the overview, a monthly review is used to determine a quick status of the BAS to determine overall functionality. To conduct a monthly review only a few areas are required. This provides a quick glance into possible issues going on with the building and associated building control systems being controlled by the BAS. All of the items are required as part of the monthly review shall be documented and submitted to GSA facility management staff for review.

Using the provided “Monthly Review Checklist” located in APPENDIX A, complete the initial document requirements such as date of service, check in time of service, and technician’s name.

Log into the BAS and perform the following checks:

a. Discover and record the total amount of devices currently in communication fail

1. As a supplement, take screenshots of the devices in communication failure and attach them to a word document so they can be included with the monthly review checklist

2. An overview summary page can be used without the need to take individual screenshots of each graphic page. This provides GSA facility management with the exact devices that are in communication failure.

b. Discover and record the total amount of devices currently in override

2. An overview summary page can be used without the need to take individual screenshots of each graphic page. This provides GSA facility management with the exact devices that are currently in override.

c. Review general trends to look for anomalies.

1. Record any anomalies on the monthly review checklist.

d. Review existing and previous alarms since last visit.

1. Determine if alarms pose a potential issue and record the potential issues on the monthly review checklist.

e. Review existing schedules and determine if adjustments are required.

1. Record the proposed adjustments on the monthly review checklist.

f. Perform any changes as noted from the “Change Request and Completion Log” and record completion information on the log. This includes but is not limited to additional trends, alarms, and program changes.

1. An allotted amount of time as noted in the “Additional Hours” section shall be used to complete any requests related to programming. This requirement does not cover the cost of hands-on repairs to components or any materials associated with such.

g. Perform any scheduling additions (i.e., Holiday Additions, Afterhours Schedules).

h. Once completed with the above monthly review tasks, complete the Monthly Review

Checklist by indicating the check-out time of the service.

1. Completion of the required documentation is also considered part of the time allotted for each location and should be considered when completing the documentation.

J.5.1.1.1 Monthly Time Allotment Requirements

The monthly time allotment requirements shall be based on the size of facility and the BAS associated with the building. For contracting purposes, this section represents the time associated with completing a monthly review and can be used for the purposes of quotations. This section is also intended as a basic guideline and can be adjusted based on GSA facility management preferences. Below is a table showing a breakdown of hours based on facility size. The table is broken into several columns indicating building size, hours required to complete the review, utility hours used for documentation and miscellaneous programming changes, and the overall total. The total should be taken into consideration for quotation purposes. It is highly encouraged to seek a discounted remote review rate to reduce costs if possible.

J.5.1.2 Semi-Annual / Seasonal

The ongoing seasonal review process is used to determine the status of the BAS controlled

HVAC equipment going into cooling and heating seasons. The review should be conducted, by a

BAS Programmer, on a twice a year targeted towards the beginning of cooling and heating seasons to maintain system health and normal functionality. A total of two ongoing seasonal reviews will be conducted per year which would also take the place of a monthly review. In the case where schedules conflict with regular monthly reviews, no less than a two week is spread between reviews is permitted. Upon the completion of the ongoing seasonal review, the results as documented (APPENDIX C).

J.5.1.2.1 Ongoing Seasonal Review Requirements

Using the provided “Ongoing Seasonal Review Checklist” located in APPENDIX C, complete the initial document requirements such as date of service, check in time of service, and technician’s name.

2. An overview summary page can be used without the need to take individual screenshots of each graphic page. This provides GSA facility management with the exact devices that are currently in override.

c. Manually actuate hot/cold water valves (depending on the season) and verify changes in discharge air temperature for the following:

1. All AHUs, OAUs

2. All perimeter heating (if heating season review)

3. 10 percent sample of VAVs, FPUs, CAVs

i. NOTE: In the event a full time BAS technician services the facility, a 100 percent check is required.

4. Record the results on the ongoing review checklist

d. Manually engage electric heat (if heating season review) and verify changes in discharge air temperature for the following:

1. 10 percent sample of VAVs, FPUs, CAVs

i. NOTE: In the event a full time BAS technician services the facility, a 100 percent check is required.

2. Test each stage independently on multi-stage units

3. Record the results on the ongoing review checklist

e. Verify proper functionality of chiller water/hot water resets on either systems depending on the season.

J.5.1.2.2 Ongoing Seasonal review time allotment requirements

The ongoing seasonal review time allotment requirements shall be based on the size of facility, HVAC equipment quantities, and the BAS associated with the building. For contracting purposes, this section represents the time associated with completing an ongoing seasonal review and can be used for the purposes of quotations. This section is also intended as a basic guideline and can be adjusted based on GSA facility management preferences. In cases where buildings contain several smaller air handling units, additional time should be allotted to account for the added time associated with completing an ongoing seasonal review. Below is a table showing a breakdown of hours based on facility size. The table is broken into several columns indicating building size, hours required to complete the review, utility hours used for documentation and miscellaneous programming changes, additional time for additional AHUs, and the overall total.
