Government Response to Solicitation Questions
Amend 03, Solicitation 47PG0121R0005 Page 1 of 15
Q1. Section B.1, Price Sheets, under Period of Performance, the base and option periods all show the end dates as “09/31/20XX.” Presumably this is a repeated typo left over from a date change, but please clarify.
A1. Please see Amend 03 - Section B.1 - Price Sheets.
Q2. Section B.1 shows the contract as lasting through Option IV in 2026, but Section B.2, as revised by Amendment 02, shows the contract extending through Option IX. Please clarify.
A2. The ultimate completion date (base and all options) is 09/30/2026. Section B.2 is removed in its entirety. See revised L.2.4 (Section L, page 6 of 8).
Q3. Section B.2 is one of the documents issued by the Government that the offeror is presumably supposed to fill in, however, it is never mentioned in Section L or Section M. Please clarify requirement.
A3. See A2.
Q4. Section B.2, Instruction item 4.g, states that the totals derived in B.2 shall match the annual and monthly totals listed in Section B.1. However, section B.2 fails to include prices that this offeror and its competitors normally include in their total price, such as:
a. Specialized equipment that the technicians are not expected to own themselves beyond what the Government lists in C.3.6, such as power tools.
b. Office equipment such as a copier, computers for offeror information, technical library, etc.
c. Monthly payments for office phones, cellphones or radios
d. Travel expenses for corporate personnel to visit the site
e. Vehicles expenses (e.g., in this case mileage to collect much needed parts or supplies before normal delivery will occur)
f. Employee technical and safety training, such as that required by C.1.2.8 through C.1.2.8.6
g. Uniforms, as required by C.1.2.9
h. If the Government intends to have a generic form, then office and storage rental needs to be accounted for, in cases where that is not provided by the Government
These expenses can amount to as much as 10% of the total expenses. Given that the Aggregate tab has no line for “Miscellaneous/Other Expenses,” where does the Government want the offeror to list all these expenses? Please clarify.
A4. See A2.
Amend 03, Solicitation 47PG0121R0005 Page 2 of 15
Q5. Section B.2 lists several positions under the Labor & Fringe tabs (HVAC Mechanic, General
Maintenance Worker, Electrician, Plumber, Onsite Project Manager(s), Onsite Supervisor(s), Management, and Clerical / Admin Support). Does this mean that the Government expects the offeror to provide at least a part-time employee for each of these positions? Please clarify.
A5. See A2.
Q6. In Section B.2, under the Detailed Labor & Fringe tab, the job titles Onsite Project
Manager(s), Onsite Supervisor(s), and Management have two asterisks after them. What are the asterisks supposed to indicate? Please clarify.
A6. See A2.
Q7. Section B.2 lists Fuel as a subcontractor to be filled in. However, page 3 of section J states that there are no generators or fuel tanks, the usual reasons for having a fuel subcontractor.
Please clarify.
A7. J.1.0 is correct. Section B.2 is removed in its entirety.
Q8. Section B.2 lists a category B. Administrative Costs Labor and Fringe, with subcategories of
1. Management and 2. Clerical/Admin Support on the Labor & Fringe tabs and the Aggregate tab. However, the Aggregate tab also lists Category D. BAS, with subcategories 1. Support
Personnel, 2. BAS Related O&M, and 3. Specific Training, as well as category E. CMMS, with subcategories 1. Personnel and 2. Specific Training. Are categories D and E meant for subcontractors only? If meant for on-site personnel, please explain the distinction. For example, if the BAS lines are intended for subcontractors, the offeror would not pay for training. If BAS and CMMS are meant for offeror labor, why are these categories not listed under Labor and
Fringe? Please clarify.
A8. See A2.
Q9. On the Aggregate tab of Section B.2, there is a line for Utility Hours, with the offeror to fill in the number of hours. There is no mention of “Utility Hours” in Section C. Please clarify.
A9. See A2.
Q10. On the Aggregate tab of Section B.2, there is a line for Repairs Under (blank) $, with the offeror to fill in the dollars. However, we cannot find any place in Section C that explains what this is for. Indeed, the discussion of the $2500 repair limit indicates that repairs over $2500 will
Amend 03, Solicitation 47PG0121R0005 Page 3 of 15 be covered by the contractor under the O&M fixed price. Please clarify requirements and differences from labor listed under Labor & Fringes.
