• Terminate the contract for convenience or default;
• Issue final decisions regarding contract questions or matters under dispute.
G.1.2. Contracting Officer’s Representative (COR)
The CO may delegate certain other responsibilities to their authorized representative. The COR is designated to assist the CO in the discharge of that official’s responsibilities when he/she is unable to be directly in touch with the contract work. The responsibilities of the COR include, but are not limited to:
• Determining the adequacy of performance by the Contractor in accordance with the terms and conditions of this contract;
• Acting as the Government’s representative in charge of work at the site;

G.2. - SYSTEM FOR AWARD MANAGEMENT (SAM)
The System for Award Management (SAM) is a web-based system that centralizes and standardizes the collection, storage, and viewing of the many representations and certifications required by the Federal Acquisition Regulations (FAR). All Contractors must have an active registration in SAM in order to do business with the Federal Government. It is free to federal and state government agencies as well as Prime Subcontractors, and/or partnership opportunities.
Prime Contractors may also utilize SAM to assist in obtaining resources to meet their contractual requirements. The SAM web address is www.sam.gov. Prime Contractors can also utilize the
Small Business Administration (SBA) website to find resources. The SBA home page is www.sba.gov.

G.3.7. Federal Holidays, Unanticipated

G.3.8. Suspension of Work
In the event services are not provided or required by the Government because the building is closed due to inclement weather or failure of the Congress to appropriate funds, etc., adjustments will be computed as follows: The adjustment rate in dollars per day will be equal to the total monthly contract price divided by 30 days per month, multiplied by the number of days that services were not provided or required.
G.3.9. Criminal Liability
It is understood that disclosures of information relating to the work or services hereunder to any person not entitled to receive it, or failure to safeguard any classified information as defined in
Executive Order Number 11652 that may come to the Service Provider or any person under the
Service Provider’s control in connection with the work under this contract, may subject the
Service Provider, the Service Provider’s agents, or employees to criminal liabilities under Title
18, Sections 793, 794, and 798 of the United States Code. The Contractor shall obtain a copy of
PBS ORDER 3490.1 with implementation instruction from the COR and utilize all forms and/or records and follow all procedures as directed.
G.3.10. Deductions
Inadequate performance is just as undesirable as nonperformance, and the cost of correcting inadequate performance in a particular area may equal the cost of the initial work. If the
Contractor fails to provide satisfactory service, the Contractor will be held liable for all costs incurred by the Government as a result of the Contractor's failure, including administrative costs.
G.3.10.1 Calculation of Deductions
The Government’s objective is to obtain complete and satisfactory performance of all work identified in this specification. To this end, the Government is contracting for the satisfactory performance of all specifications contained herein and deductions may, therefore, be made as stipulated in the Criteria for Deductions (Table G-1) when satisfactory performance is not provided. The Criteria for Deductions or the actual cost to the Government for having the work performed by other means will be used by the Government in determining monetary reductions in contract price for nonperformance of work under this contract, or for deficiencies in the performance of work. Administrative costs are those time and material costs incurred by
Government personnel to correct or respond to the unsatisfactory event.
Because inadequate performance is just as undesirable as nonperformance, and the cost of correcting performance may equal the cost of initial performance, the deduction requirements
Solicitation 47PG0121R0005, Section G Page 6 of 9 stated in the Criteria for Deduction (Table G-1), will control in all cases as distinguished from the Contractor’s estimated cost to perform the work.
