PRE-BID CONFERENCE

Masonry Restoration and Cornice Repointing Melvin Price Federal Building and U.S. Courthouse 750 Missouri Avenue East St. Louis, IL
I. INTRODUCTIONS:
GSA Team:
Brett Etling – PM/COR
1. The PM is responsible for the successful execution and completion of the project. The project quality, budget, and schedule are the primary objectives.
2. The COR acts as the CO’s technical representative, process payment requests, and issue requests for proposal on potential change orders.
James Hill – Building Manager
1. The BM assists in the coordination of work, facilitation of security measures, and manages building access.
2. Contractor must give GSA two (2) full business days’ notice in advance, via e-mail, of all requests for building access, including deliveries. Contractors are responsible for receiving and unloading shipments. If GSA is not notified within two (2) business days’ notice in advance, then shipments may be turned away.
Rhonda Booker – Contracting Officer (CO)
1. The CO administers the contract and performs official contract actions, such as issue final award and modifications, issue change orders, etc. The CO is the sole authority for authorizing changes in, or departures from the requirements of this contract. Any such changes, to be binding on the Government, must be in writing.
II. SOLICITATION PERIOD
1. Solicitation Opened – Wednesday, March 19, 2025.
2. Proposals are due to the Contracting Officer - on Thursday, April 17, 2025, 1:00 PM (CST).
Questions shall be submitted in writing to the Contracting Officer and the Project Manager no later than Wednesday, April 4, 2025, by close of business.
Reponses to submitted questions will be issued as clarifications and posted on SAM.gov on or about Monday, April 14, 2025, by close of business.
Questions not submitted in the timeframes listed above may not get a response.
III. PROJECT OVERVIEW
Including but not limited to providing restoration of granite as indicated on the drawings. Remove deteriorated sealant and provide new sealant at steps to north entrance. Provide restoration of limestone as indicated on the drawings. Provide restoration of brick construction as indicated on the drawings. Remove deteriorated parging at the limestone pediments as indicated on the drawings, replace with new parging. Match replacement mortar and parging to the existing adjoining mortar and parging in appearance following the materials composition determined by the lab analysis of the submitted samples. Provide cleaning of bird fouling as indicated on the drawings. Remove bird fouling and clean masonry in conformance with the specifications.
The Solicitation Documents are comprised of:

(3) Standard Form (SF) 1442 - Solicitation, Offer, and Award
(4) The Agreement and Attachments to the Agreement
(5) Other Forms Required for Submission with Proposals
The estimated price range for the Project is between $1,000,000 and $2,000,000.
Liquidated Damages - $380.71/daily
No additional security measures or guard services will be paid for by the GSA outside of this contract. There is 24 Hour Security at this building, but they are not assigned to the construction crew and are charged with security of the entire site.
IV. CONSTRUCTION COORDINATION OVERVIEW
Refer to specification section 11400 for work hours, work restrictions, etc.
Drawings and specifications are both to be followed in the construction of this project.
QUESTIONS / COMMENT
Advised there was a Sprinkler System onsite.
All questions to be provided in writing to the CO.
There is an abatement plan/drawing in the specifications section.
Location for parking and staging was questioned – Advised to submit the question and a drawing would be provided.
