GSA Solicitation No. 47PF0025R0019 - Masonry Restoration and Cornice Repointing Response
1. Regarding specification section 01 35 10 paragraph 1.4.A, please confirm that the Contractor is responsible for hiring the Historic Treatment Specialist(s) and that this consultant will be required to be on-site full-time for the restoration work.
The contractor is responsible for employing the Historic Specialist as indicated in paragraph 1.4.A. Full time field supervision is required during times that historic treatment work is in progress as noted in paragraph 1.4.A.2. of the specification.
2. Section 01 14 00 paragraph 1.1.B.6 references space to be used as the Contractor’s staging area. Could more information be provided regarding approximate location and size available for this staging area?
Southwest corner of lot, see attached image. This shows an approximate area that may be avaible, but exact size will be determined based on the governemnts needs at the time of construction.
3. Section 01 27 00 part 3 includes a schedule of unit prices, but none of the proposal documents have a mirrored section for including this pricing. Is it intended for unit pricing to be included with Contractor proposals, and if so, what method should be used for providing this pricing?
Bid Breakdown Sheet has been included as Amendment 0002 as of 4/1/2025. This Breakdown will need to submitted with your proposal package.
4. Sheet 4 keynote 4 states to remove existing spalled granite masonry patch and square to expose undamaged granite. The pictures look like this area is limestone. Please confirm if the material is limestone or granite.
The material is granite.
5. Please confirm the extent keynote repairs is limited to only designated locations on each elevation?
Repairs are limited to locations indicated on each elevation. There may be other locations identified by the contractor during construction where repairs are needed. These should be brought to the attention of the A/E and GSA.
6. With no scaffold permitted to remain erected overnight, manlifts will be required to access building repairs by elevation. When working over entrances, will the entrances be closed, or will entrance/sidewalk overhead protection canopies required at each entrance?
If so, are the canopies permitted to remain erected overnight?
The north elevation is permanently closed. There are no entrances/exits on the historic portion of the building on the east and west side, but there are entrances/exits and sidewalks at the adjacent modern addition. Overhead protection of some type -canopies,etc. should be provided for overhead protection.
Contractor will be responsible for providing this protection. The entrances on the east and west sides of the building are located within the secured area and the canopy / overhead protection may remain for the duration of their use. The east and west entrances must remain open at all times. Any barricades and temporary sigange required to close off sidewalks shall be provided by the contractor.
7. Are manlifts permitted to remain in proximity to the building overnight when not in use?
Or are they required to be moved at the end of each work day to the primary staging area?
They will need to be moved to the staging area when not in use.

10. Appendix A – Asbestos, Lead & PCB Inspection Report does not appear to be attached to the specification as indicated in the TOC. Please provide Appendix A.

11. Can the RFP due date be extended 7-14 days to allow time to respond to information found in Appendix A?
If extended an Amendment will be posted at SAM.gov.
12. Should it reasonably be assumed that all noisy work such as mortar removal is to be conducted after normal business hours to avoid tenant and court disruption?
All work to occur during normal hours, except for when courts are in session.
13. What circumstances will require after hour/second shift and weekend work hours? All work to occur during normal hours, except for when courts are in session.
14. The price schedule and CLINs in the SF1442 do not reconcile with the Option and Unit Price schedule in the project specifications. Please clarify if a new price schedule sheet will be provided? Or if offerors are only to submit on the SF1442 price schedule?

15. Please confirm if it is the intent of GSA to award this project such that the 180 day completion schedule identified in the SF1442 can be conducted in 2025 without concerns or measures for cold weather? Or if offerors should plan to conduct the project in cold weather? With no scaffold permitted and the specifications stating that the project is intended to operate continuously with only one mobilization, NTP and start of construction to be completed in one mobilization without cold weather provisions will depend on contract award date.
It is the intent of the GSA to award this in FY25.
16. Are Offerors required to use the provided Past Performance Questionnaire, or can other PPQ's from prior government submissions be submitted?
You may use other PPQ's submitted however it must reference this solicitation.
17. Can CPARS evaluations be submitted in lieu of PPQ's? Yes, however, GSA also check CPARs for additional information.
18. Form SF 1442 shows 2 items on the bid form: 0001 ACM Mitigation and 0002 Repointing Construction. The drawings state 040110 Masonry Cleaning as a separate bid option 1. Please clarify if Masonry Cleaning is to be a separate bid item or included in the 0002 Repointing Construction pricing.
Please add as a separate bid Option 0001 - A revised SF 1442 will be posted.
19. Please clarify the time the bid is due and delivery method. SF1442 states 1:00pm EST and the RFP states 1:00pm CST. Also, SF1442 states to have the bids delivered with a copy and RFP says to email the bids. Please clarify.

20. In the project manual it states that noisy and/or odor-producing work that may disrupt tenant operations is to be completed when the courts are not in session. We understand that jack hammering type work would be considered noisy, but some of the other work is a bit gray. Please clarify if normal construction noise including routing out joints can be completed during normal business hours when the court is in session.
Yes this work can occur during normal hours when courts are in session, but may be shut down if it disrupts tenant operations.
21. On page 2 keynote 10 calls out for removal of existing lead tee and installing new. Is this in these 2 locations only, or is the keynote referencing a typical detail?
Keynote 10 applies to the 2 locations indicated on the drawing only.
