About this file
This document provides details for a federal construction services solicitation. The General Services Administration seeks a general contractor to provide construction services for the Health and Human Services Chicago Federal Backfill Project consolidating office space across two federal buildings. Services include interior construction, demolition, HVAC and electrical upgrades. The total construction cost is estimated between $10-20 million. The solicitation package will be available on July 12th and proposals are due August 11th, with award anticipated in November. The contract will be a small business set-aside for firms under $39.5 million and utilize the tradeoff source selection method prioritizing technical factors over price. The selected contractor must complete work within occupied buildings while maintaining full functionality and be prepared to perform work during off-hours and weekends to minimize disruptions.

Q: Please provide the last day to submit RFIs.
A: Please submit any RFIs by Close of Business on August 1, 2022.
Questions from the PreProposal Conference/Site Visit
Contractor question: Clarify furniture scope
GSA response: Furniture procurement is a separate contract. Furniture sheet is included for information/reference only and will inform infrastructure. (AV is also a separate procurement.)
State Department space (north end of Metcalfe 21) – based on recent developments this space will likely still be occupied at start of construction and phasing will be required. This information is not currently reflected in the 75% documents but will be captured in the forthcoming 95% package.
Security Clearance – assume a minimum 60-day process.
Contractor Question: Tier 1 clearance required?
GSA response: Yes.
Moving discussion:
HHS current space – moving HHS to new completed space as well as disposal of some of their existing furniture may be added to scope
Existing furniture in project spaces – whatever remains at the start of construction will need to be removed under this contract. Moving is in progress, so the current state of spaces does not accurately represent final scope.
Existing window treatments
Will be called for to be protected during construction and re-evaluated close to Substantial
Completion to determine the state of existing shades and quantity to be replaced.
Contractor Question: How to quantify XL piping to be removed when it is not currently visible?
Provide allowance?
GSA response: We will respond with an answer via Amendment at a later date.
Contractor Question: Freight elevator access both buildings
Procon response: At JCK first come first serve basis; no exclusive use as it must be shared. At least two other construction projects will be going concurrent to this one. Longer term access such as for demolition; make prior arrangements with Property Management
Joe Mulligan: At Metcalfe no other concurrent projects anticipated. Freight elevator experiencing mechanical issues. Passenger elevators may be made available by permission.
Contractor Question: Is a survey of the existing exterior curtainwall at JCK a requirement for the project.
GSA Response: Not a specific requirement, but probably in the contractor's best interest to document existing damage prior to construction.
