Project Title: Construction Contract for: Multiple-Award Indefinite Delivery/Indefinite Quantity (IDIQ) Contracts, with Design-Build Capabilities, for the States of Alabama & Mississippi Solicitation Number:47PE0119R0005 Amendment Number: 0002

This is to notify all offerors effective Friday, February 14, 2019, 4:00pm (est) no further questions will be accepted in reference to Solicitation No. 47PE0119R0005

Questions & Answers:

Solicitation: I.F. FAR 52.228-1 Bid Guarantee (Sep 96) Page 5 of 34

Question 1: Is a bid bond required for a “Sample Project”?

Answer: As stated in the solicitation Section II.A Proposal Contents page 6 of 34, a Bid Bond is required.

Solicitation. I.H. Receipt of Offers (1) Page 6 of 34

Original SF1442 states the delivery time as 5:00 pm EST. Amendment 1 does not state a delivery time but Paragraph I.H. (1) states a delivery time of 4:00 pm local time.

Question 2: Which time is correct?

Answer 2: As stated in accordance with the SF1442 the delivery time for receipt of Offers is 5:00pm EST.

Solicitation: II.B. Proposal Format Page 7 of 34

Solicitation states the submission should be in Times New Roman font (or comparable) 12 point type-size.

Page limit paragraphs for factors 1-4 state Times New Roman no smaller than 10 point type-size.

Question 3: Which font size is correct?

Answer 3: 10 point type size

Question 4: Please provide Pricing Form

Solicitation: II.C Price Proposal Page 7 of 34

Solicitation references a pricing form included in Section II of the agreement.

There is no pricing form included or not that I can find.

Answer 4. Please see attached Pricing Form for your completion and submission.

II.C.(3) states that sample project pricing will be evaluated in accordance with this solicitation document C-201-SB/December 2018.

The solicitation document that is being used is C-201-SB GC/Dec 2017.

Question 5: Which solicitation document will sample project pricing be evaluated in accordance with?

Answer 5: In accordance with the Solicitation Section II.C. Price Proposal

(3) Additional Proposal Requirements. The solicitation document with sample project pricing will be evaluated in accordance with this Solicitation document C201-SB GC/December 2017.

Solicitation: Factor 2: Past Performance Page 9 of 34 Solicitation states that completed CPARS shall be submitted with the proposal.

Question 6: Where should the CPARS be included and will they count against the page count?

Answer 6: At the end of the Past Performance section of your proposal. They will not count against the page count.

Solicitation: Factor 3: Management Plan Page 11 of 34

Question 7: The page limit for Factor 3 is 4-double sided pages. The information requested for Factor 3 is extensive and 4 double sided pages is hardly enough space to provide a detailed response. Please consider increasing the number of pages for this Factor.

Answer 7: The page limit is deleted for this factor.

Solicitation: Factor 4: Quality of Constructability Review Page 11 of 34

Solicitation states the constructability review must be completed with one of the design partners submitted in on a SF-330 for Factor 3.

Question 8: Factor 3 does not request an SF-330 from a design partner. If an SF-330 is requested will it count towards the 4 double sided pages as well?

Answer 8: Constructability Review does not need to be submitted on a SF-330. It can just be a narrative stand alone document.

There appears to be 2 different sample projects included in the solicitation.

1. Installation of Security System Jackson, MS

2. Federal Motor Carrier Safety Administration 12th Floor Space Build Out

Question 9: Are these part of the same sample project and if not, which of these 2 Sample projects should be used?

Answer 9: They are part of the same sample project. The security system contractor will be like any other subcontractor on the overall project.

Question 10: Please confirm the solicitation is a Total Small Business Set Aside, and NOT an 8(a) Set Aside.

FAR clause 52.219-18 Notification of Competition Limited to Eligible 8(a) Participants (JAN 2017) is included in the solicitation under section 5 (p22 of 34) of documentSBSA_C201_GC_Solicitation.pdf, under instructions to offerors and on page 23 of 32 of document Agreement_ALandMS_IDIQ.pdf, note (8) Special 8(a) Requirements notes the solicitation is limited to 8(a) participants.

Answer 10: In accordance with Question Number 10, please the below response/answer via page 4 of 34 of the Solicitation:

I.A. The Solicitation and Contract

(1) This Solicitation is set-aside for Small Businesses in accordance with FAR 19. This Solicitation sets forth requirements for proposals for a Contract to construct the Project described in the attached Agreement. Proposals conforming to the Solicitation requirements will be evaluated in accordance with the Method of Award set forth herein.

The Government will award the Contract to the selected Offeror, subject to the conditions set forth herein.

Question 11: 1. Please advise desired format for "Detailed Price Proposal for the Sample Project.

Answer: 11 See attached Price Proposal Offer Sheet for the required format.

Question 12: A Quality Control Plan and a Safety Plan is required as part of the Management Plan (Factor 3). The Management Plan has a limit of 4-double sided pages. A comprehensive QC and Safety Plan would each be over 100 pages each.

Answer: 12: The Management Plan will not be limited to 4-double sided pages, but we do not want to see some "canned" Quality Control Plan and Safety Plan that could be for any project and that may not even be the ones that you use on your projects. We want to see a Quality Control Plan and Safety Plan specific for the sample project. In other words, what would you do to control quality and safety on this particular project.

This tells us more what kind of contractor you are rather than a 100 page document.

The page limit will be based on how well you can tell us your approach in a concise manner.

Question 13: Note 3 states that Offerors should “Provide required information on all entities that will be considered as part of the Offeror’s team.” This section is limited to 10 pages (5 double-sided). The Offeror will be required to submit 3 – 5 projects for themselves, their design firms and any key subcontractors such as mechanical, electrical. Please consider changing the page limitation to this section from 10 pages to 1 page per project.

Answer 13: Page limit is deleted.

Question 14: Note 4 states “Offeror to provide a separate tabular type summary of all the information.” This requirement is in addition to the project descriptions and included in the page limitation. Please allow an additional page for this summary information.

Answer 14: Additional page for summary information is allowed.

Question 15: Factor 1 requires that Offerors should provide experience information on all entities that will be considered as part of the Offeror’s team. Please confirm that the submittal requirements Factor 2 Past Performance applies only to the Offeror and not all entities that will be considered as part of the Offeror’s team.

Answer 15: In both Factors 1 and 2, the Offeror needs to provide information on themselves, and may include information on their design team if they they think that experience enhances their proposal. There is no requirement to include or not include the design team experience in Factors 1 and 2.

Question 16: Factor 1 requires that Offerors should provide experience information on all entities that will be considered as part of the Offeror’s team. Are Offerors required to provide Past Performance for all entities that will be considered as part of the Offeror’s team as well? If the answer is yes, please consider changing the page limitation to this section from 10 pages (5 double-sided) to 1 page per project to allow enough space to answer the past performance questions completely.

Answer 16: The Offeror may include experience on any other their team members that they think will enhance their proposal. The page limitation is waved.

Question 17: The page limitation for this section is 8 pages (4 double-sided). This section requires a Quality Control Plan and a Safety Plan for the sample project. Those project plan documents typically run at least 50 pages each. The assumption is you are not requiring complete project plans with this submittal but a brief summary overview of the Quality Control and Safety plans. Please confirm this assumption is correct.

Answer 17: Your assumption on the quality Control Plan and Safety Plan is correct.

Another Offeror related question answers this in more detail.

Question 18: This section states “The Constructability Review must be completed with one of the Design Partners submitted in on a SF330 for Factor III.”

There is no requirement for a SF330 in the Factor 3: Management Plan.

Answer 18: A similar question came from another Offeror. See that answer. Do not submit on a SF330.

Question 19: Two SOW’s were issued with the solicitation, SOW_Attachment_B_Security_FMCSA_SOW_2 and SOW_FMCSA_Space_Build_Out_in_Jackson_MS_. Are both projects included as the sample project?

Answer 19: Yes, both SOW are included in the sample project.

Question 20: Paragraph II.B. Contract Price Form on page 4 of 32 states:“Price Proposal Offer Sheet, for the Sample Task Order, will be attached to the SF1442”. There is no Price Proposal Offer Sheet attached to the SF 1442. Please provide.

Answer 20:

It is attached to the amendment.

Question 21: Paragraph III.Q states: “This contract shall have a base period of performance of one (1) year, with an additional four (4) one (1) year option periods, as shown below, which may be exercised in accordance with the provisions contained herein.” However, Supplemental_Agreement_AL_MS paragraph III.A.15.n states:

” The aggregateMaximum Order Limitation (MOL) shall be $25,000,000.00. for the term of the contract. Therefore if the maximum of four contracts are awarded the antipated aggagred maximum limitation for all contracts will be $100,000,000.” Is the total for this IDIQ $100,000,000? Is it spread over 4 years or 5 years?

Answer 21: Yes, and it is spread-out over 5yrs because of the following

Each IDIQ contract will be negotiated and awarded for one (1) base contract period and four (4) consecutive one-year contract renewal option periods. Each of the one –year options may be unilaterally exercised by the Government.

The maximum total yearly MOL for each contract is $5,000,0000 per year, hence task orders issued under the contract shall not exceed $5 million per year. The Maximum Ordering Limitation (MOL) for each IDIQ is $25 million for the entire five (5) year contract period .

Question 22: Factor 4: Quality of Constructability Review. A constructability review is usually done on a design at the DD (60%) level or higher. The design documents for the sample project are very preliminary and as built drawings and proposed drawings for the plumbing, electrical, structural, and mechanical systems have not been provided. Traditional constructability questions on a similar project would evaluate utility locates, structural interference with architectural layout, etc. Are additional design documents available?

Answer 22: Additional design drawings are not available. Constructability review may not be as detailed as normal based on that. Just do the review on available information and possibly some assumptions.

Question 23: Please advise desired format for "Detailed Price Proposal" for the Sample Project.

Answer 23: Each line item should have quantity, unit of measure, a material cost, a labor cost, equipment cost (if applicable), and mark-ups.

Question 24: A Quality Control Plan and a Safety Plan is required as part of the Management Plan (Factor 3). The Management Plan has a limit of 4-double sided pages. A comprehensive QC and Safety Plan would each be over 100 pages each.

Answer 24: The Management Plan will not be limited to 4-double sided pages, but we do not want to see some "canned" Quality Control Plan and Safety Plan that could be for any project and that may not even be the ones that you use on your projects.
