mailto:dequilla.burnett@gsa.gov

1) Factor 1: Prior Experience

This criterion will measure the breadth, depth and relevance of an Offeror’s prior experience in performing projects similar in scope, magnitude and complexity to the work described in this solicitation. The evaluation of Prior Experience will be a subjective go/no recommendation based on a consideration of all relevant facts and circumstances.

The Offeror is requested to submit a detailed description of at least three (3), but no more than five (5), projects performed as the prime contractor within the past five (5) years that are similar in nature to the work described in this solicitation. Projects shall have a minimum value of $400,000. On-going project(s) must be at least 75% complete as of November 30, 2018 to be considered for evaluation. At least one project must be submitted to demonstrate experience in mechanical, electrical, fire protection, plumbing, or security construction disciplines. Additionally, one of the projects must be a design-build project. Previous projects may have been governmental (federal, state, or local) or private sector contracts.

“Similar projects” are defined as projects which entailed alterations or expansions to occupied space, mechanical systems, electrical systems, plumbing systems, architectural finishes, or any combination of those types of alterations or expansions for commercial or Federally owned or leased space with a cost of at least $400,000 completed within the last 5 years. The Source Selection Evaluation Board (SSEB) will be limited to reviewing only projects of similarity.

The Government considers a project that has all of the following criteria a similar project:

• Performed within the last five (5) years or at least 75% complete as of November 30, 2018.

• Project in an occupied building, though not necessarily occupied space of that building.

• The project involved at least one, and preferably more than one, of the following principal disciplines: mechanical, electrical, fire protection, plumbing, security or other general construction discipline.

• The project involved the following project delivery methods: design/build or design/bid/build.

The detailed description submitted for each project should include, as a minimum, the following information:

(1) Project title and location.

(2) Brief description of the project scope.

(3) Type of building space.

(4) Construction value and the value of major construction disciplines in the project.

(5) Date of contract start and completion. If the project is in progress, please show estimated completion percentage and projected completion date.

(6) Project delivery method (e.g. design-build, design-bid-build, etc.).

(7) List of subcontracted services and subcontractors used, along with estimated cost of each subcontracted service.

(8) Percentage of work self-performed by the Offeror.

(9) Name, title, address, phone number, and email of the building's owner or a representative of the owner who can attest to the quality of the services provided. It is incumbent on the Offeror to ensure this information is current and accurate. If such a person is no longer available at the organization, please provide the name, email address, and phone number of the person who has the most knowledge of the Offeror’s performance on the project.

The page limit for this factor is 5-double sided pages, single-spaced, Times New Roman font (or comparable), no smaller than 10 point type-size.

Notes:

(1) Failure to provide accurate information to all the above for each project will result in a “No Go” rating.

(2) It is the Offeror’s responsibility to ensure points of contact, telephone numbers and email addresses are accurate.

(3) Provide required information on all entities that will be considered as part of the Offeror’s team.

(4) Offeror to provide a separate tabular type summary of all the information

Standard for Evaluation: The Offeror shall provide information on at least three (3), but no more than five (5), projects meeting the criteria for similar projects as outlined above to receive a “go” viability recommendation. If the Offeror’s submission for this technical factor does not meet the criteria set forth above, it shall result in a “no go” viability recommendation.

Factor 2: Past Performance

This factor considers the Offeror’s performance as a firm in providing Design-Build or Construction Phase work for three (3) similar projects completed in the last five (5) years where the Offeror was the prime contractor. This factor will be evaluated based upon the written responses to the RFP by the Offeror and by the evaluation of responses of references recommended by the Offeror. The Government also reserves the right to use other government data available in its assessment of the Offeror’s past performance. If a completed CPARS evaluation is available for the project(s) listed under this Factor, it shall be submitted with the proposal.

The page limit for this factor is 5-double sided pages, single-spaced, Times New Roman font (or comparable), no smaller than 10 point type-size.

In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror’s proposal, inquiries of owner representative(s), and any other known sources not provided by the Offeror. The Contracting Officer may also identify and analyze the past performance information of the Offeror on any other similar projects on which they have performed within the past five (5) years of which the Contracting Officer has knowledge or obtains knowledge. Because of the wide variety of past performance history or individual Offerors, the Government is not required to ensure that an equal number of references is obtained for each Offeror.

A. Describe in detail, your past performance on at least three (3) but no more than five (5) projects completed in the last five (5) years (no more than one of the projects may be ongoing) where Construction/Design Build Phase Work was provided.

B. Describe your performance renovating or modernizing similar construction projects.

Demonstrate how the projects you deem similar are comparable in scope and complexity to this project, with fixed schedules and that performance was outstanding in terms of quality, timeliness, management effectiveness, cost control, labor and safety compliance, etc. when providing general construction services.

C. In the past five years, what kind of innovative technology have you implemented?

Include in your response, the project dates and outcomes of the process.

D. Identify a past project where the Offeror as the Prime Contractor had design, workmanship, or manufacturer problems. How were they overcome?

Standard for Evaluation: An Exceptional (E) Past Performance meets contractual requirements and exceeds many to the Government's benefit. The element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor were highly effective. A Satisfactory (S) Past Performance meets contractual requirements. The element being assessed contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory. An Unsatisfactory (U) Past Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The element being assessed contains a serious problem(s) for which the contractor's corrective actions appear or were ineffective.

Factor 3: Management Plan

The Offeror shall describe in general its approach or plan for providing the required services in the solicitation. The Offeror must demonstrate that the plan submitted reflects a comprehensive approach in terms of methodology to accommodate the Government’s issuing of multiple task orders up to $5,000,000.

The Management Plan to accomplish work shall include:

(1) Quality Control Plan to assure the requirement of the contract will be provided as specified. Include description of quality control system, methods for identifying, correcting and preventing defects in the quality of the planning effort and the identification of authorities and responsibilities of key personnel.

(2) Safety Plan for the sample project.

(3) Proposed management and administration of the sample project to include a proposed project schedule. The narrative should also discuss any significant contingency issues that could potentially delay overall progress on the project, and what actions the Offeror would propose to mitigate the impact on project completion. The project schedule is not included in the page limit for the factor.

(4) Proposed coordination plan of multiple disciplines including design team and construction team in a design-build environment. Within this plan, the contractor shall speak to the work being executed in a fully occupied building without causing disruption to the daily operation of the building and its tenants. The standard hours of the building are 8AM to 6PM unless otherwise stated.

(5) Monitoring construction schedule and costs, including change orders, to ensure that the project is completed on time and within budget, to include describing construction means and methods in the form of a network analysis schedule.

The page limit for this factor is 4-double sided pages, single-spaced, Times New Roman font (or comparable), no smaller than 10 point type-size. The Offeror shall provide the information identified above in a narrative style format.

Standard for Evaluation: An Exceptional (E) Management plan meets contractual requirements and exceeds many to the Government's benefit. A Satisfactory (S) Management plan meets contractual requirements. An Unsatisfactory

(U) Management plan does not meet most contractual requirements. The element being assessed contains a serious problem(s)

Factor 4: Quality of Constructability Review

This factor considers the Offeror’s ability to review the Construction Documents of the Demonstration Project for their soundness. It also evaluates their ability to reduce the number of change orders requested on a job, by showing the thoroughness of the review before bidding.

The Constructability Review must be completed with one of the Design Partners submitted in on a SF330 for Factor III. Successful responses to this factor will conduct a complete Constructability Review of the Sample Project documents.

The factor shall address the following:

1. Constructability Analysis, including the participation of all subcontractors and consultants.

2. Conflicts.

3. Omissions and missing items of work necessary to complete the project.

4. Coordination issues.

Note:

(1) Failure to address each of the above points will result in an “Unsatisfactory” rating for this factor.

(2) Submission of a description of the Offeror’s Constructability Review process will result in an “Unsatisfactory” rating for this factor.

Standard for Evaluation: An Exceptional (E) Constructability Review meets requirements set forth in the solicitation and indicates an extensive detailed approach and understanding of the process of constructability. The review contains multiple strengths, no significant weaknesses or any deficiencies. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is extremely low. A Satisfactory (S) Constructability Review meets requirements and indicates an adequate approach and understanding of the process of constructability. The review has some strengths or weaknesses with no deficiencies. Any weaknesses are offset by strengths or will have little or no impact on contract performance. Risk of unsuccessful performance is low. An Unsatisfactory (U) Constructability Review does not meet requirements and numerous weaknesses and deficiencies exist. The review shows a clear lack of understanding of the process of constructability. Risk of unsuccessful performance is high.

IV.F. FAR 52.225-10 Notice of Buy American Requirement—Construction Materials.

(MAY 2014)

(a) Definitions. “Commercially available off-the-shelf (COTS) item,” “construction material,” “domestic construction material,” and “foreign construction material,” as used in this provision, are defined in the clause of this solicitation entitled “Buy American—Construction Materials” (Federal Acquisition Regulation (FAR) clause 52.225-9).

(b) Requests for determinations of inapplicability. An offeror requesting a determination regarding the inapplicability of the Buy American statute should submit the request to the Contracting Officer in time to allow a determination before submission of offers. The offeror shall include the information and applicable supporting data required by paragraphs (c) and (d) of the clause at FAR 52.225-9 in the request. If an offeror has not requested a determination regarding the inapplicability of the Buy American statute before submitting its offer, or has not received a response to a previous request, the offeror shall include the information and supporting data in the offer.

(c) Evaluation of offers.

(1) The Government will evaluate an offer requesting exception to the requirements of the Buy American statute, based on claimed unreasonable cost of domestic construction material, by adding to the offered price the appropriate percentage of the cost of such foreign construction material, as specified in paragraph (b)(3)(i) of the clause at FAR 52.225-9.

(2) If evaluation results in a tie between an offeror that requested the substitution of foreign construction material based on unreasonable cost and an offeror that did not request an exception, the Contracting Officer will award to the offeror that did not request an exception based on unreasonable cost.

(d) Alternate offers.

(1) When an offer includes foreign construction material not listed by the Government in this solicitation in paragraph (b)(2) of the clause at FAR 52.225-9, the offeror also may submit an alternate offer based on use of equivalent domestic construction material.

(2) If an alternate offer is submitted, the offeror shall submit a separate Standard Form 1442 for the alternate offer, and a separate price comparison table prepared in accordance with paragraphs (c) and (d) of the clause at FAR 52.225-9 for the offer that is based on the use of any foreign construction material for which the Government has not yet determined an exception applies.

(3) If the Government determines that a particular exception requested in accordance with paragraph (c) of the clause at FAR 52.225-9 does not apply, the Government will evaluate only those offers based on use of the equivalent domestic construction material, and the offeror shall be required to furnish such domestic construction material. An offer based on use of the foreign construction material for which an exception was requested—

(i) Will be rejected as nonresponsive if this acquisition is conducted by sealed bidding; or

(ii) May be accepted if revised during negotiations.

http://www.acquisition.gov/comp/far/index.html

“Discussions” are negotiations that occur after establishment of the competitive range that may, at the Contracting Officer’s discretion, result in the offeror being allowed to revise its proposal.

“In writing,” “writing,” or “written” means any worded or numbered expression that can be read, reproduced, and later communicated, and includes electronically transmitted and stored information.

“Proposal modification” is a change made to a proposal before the solicitation’s closing date and time, or made in response to an amendment, or made to correct a mistake at any time before award.

“Proposal revision” is a change to a proposal made after the solicitation closing date, at the request of or as allowed by a Contracting Officer as the result of negotiations.

“Time,” if stated as a number of days, is calculated using calendar days, unless otherwise specified, and will include Saturdays, Sundays, and legal holidays. However, if the last day falls on a Saturday, Sunday, or legal holiday, then the period shall include the next working day.

(b) Amendments to solicitations. If this solicitation is amended, all terms and conditions that are not amended remain unchanged. Offerors shall acknowledge receipt of any amendment to this solicitation by the date and time specified in the amendment(s).

(c) Submission, modification, revision, and withdrawal of proposals.

(1) Unless other methods (e.g., electronic commerce or facsimile) are permitted in the solicitation, proposals and modifications to proposals shall be submitted in paper media in sealed envelopes or packages (i) addressed to the office specified in the solicitation, and (ii) showing the time and date specified for receipt, the solicitation number, and the name and address of the offeror. Offerors using commercial carriers should ensure that the proposal is marked on the outermost wrapper with the information in paragraphs (c)(1)(i) and (c)(1)(ii) of this provision.

(2) The first page of the proposal must show.

(i) The solicitation number;

(ii) The name, address, and telephone and facsimile numbers of the offeror (and electronic address if available);

(iii) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any or all items upon which prices are offered at the price set opposite each item;

(iv) Names, titles, and telephone and facsimile numbers (and electronic addresses if available) of persons authorized to negotiate on the offeror’s behalf with the Government in connection with this solicitation; and

(v) Name, title, and signature of person authorized to sign the proposal. Proposals signed by an agent shall be accompanied by evidence of that agent’s authority, unless that evidence has been previously furnished to the issuing office.

(3) Submission, modification, revision, and withdrawal of proposals.

(i) Offerors are responsible for submitting proposals, and any modifications or revisions, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that proposal or revision is due.

(ii)(A) Any proposal, modification, or revision received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and.

(1) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of proposals; or

(2) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government’s control prior to the time set for receipt of offers; or

(3) It is the only proposal received.

(B) However, a late modification of an otherwise successful proposal that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(iii) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the proposal wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(iv) If an emergency or unanticipated event interrupts normal Government processes so that proposals cannot be received at the office designated for receipt of proposals by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation, the time specified for receipt of proposals will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(v) Proposals may be withdrawn by written notice received at any time before award.

Oral proposals in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile proposals, proposals may be withdrawn via facsimile received at any time before award, subject to the conditions specified in the provision at 52.215-5, Facsimile Proposals. Proposals may be withdrawn in person by an offeror or an authorized representative, if the identity of the person requesting withdrawal is established and the person signs a receipt for the proposal before award.

(4) Unless otherwise specified in the solicitation, the offeror may propose to provide any item or combination of items.

(5) Offerors shall submit proposals in response to this solicitation in English, unless otherwise permitted by the solicitation, and in U.S. dollars, unless the provision at FAR 52.225- 17, Evaluation of Foreign Currency Offers, is included in the solicitation.

(6) Offerors may submit modifications to their proposals at any time before the solicitation closing date and time, and may submit modifications in response to an amendment, or to correct a mistake at any time before award.

(7) Offerors may submit revised proposals only if requested or allowed by the Contracting Officer.

(8) Proposals may be withdrawn at any time before award. Withdrawals are effective upon receipt of notice by the Contracting Officer.
