The below are answers to the submitted RFI questions. There is one remaining question that will be addressed in a coming amendment.
23. Existing wiring method in the Chiller plant is EMT conduit, please confirm if GRC Conduit is required in the Chiller Plant.
Response: Per specification section 260533, GRC conduit must be used in mechanical room environments.
24. Please confirm that the owner is engaging testing agency per spec section 262816-3.4.
Response: Remove paragraph 3.4.A from spec section. It is the responsibility of the Contractor to engage a qualified testing agency to perform tests and inspections described under 3.4.
25. Noted on drawing M6-04, will the EPMS system require any additional hardware from Schneider Electric to be installed in the switchboards, Chiller Starters and VFD? If needed, please confirm if division 23 or division 26 will furnish and install hardware and software modifications?
Response: It is the responsibility of the general contractor to coordinate efforts and work between trades, including but not limited to work in congested areas; provide all necessary equipment connection, installation, and programming with existing BAS as part of this project.
26. Please confirm the testing requirements for spec section 260519.
Response: Provide 600 Volt Wiring Test. Test wiring rated 600 volts and less to verify that no short circuits or accidental grounds exist. Perform insulation resistance tests on wiring No. 6 AWG and larger diameter using instrument which applies voltage of 100 volts DC for 600 volt rated wiring and 500 volts DC for 300 volt rated wiring per NETA ATS to provide direct reading of resistance. All existing wiring to be reused must also be tested.
27. Due to steel and copper commodity price fluctuations, is the Government going to insert an escalations clause in the contract? Or can an allowance be included for materials escalation?
Response: GSA and other federal agencies understand the impacts of inflation to existing contracts.
However, since this will be a firm fixed price (FFP) contract, the contractors must bear the risk of those cost increases. GSA will not be inserting an escalation clause in this contract or include an allowance for materials escalation at this time.
28. Please confirm that all VFD’s are being furnished by the division 23 contractor for installation by the division 26 contractor.
Response: It is the responsibility of the general contractor to coordinate efforts and work between trades, including but not limited to provide all necessary equipment connection, installation, programming, operation, service and maintenance clearances required for each piece of equipment under this project.
29. Please confirm who has the BAS controls for the building.
Response: Building controls are Johnson Controls. Point of contact for the contract is Brian D Bonney <Brian.D.Bonney@jci.com>.
30. Can the GC use the past experience and performance of a Key Sub-contractor for the experience required?
Response: See response to question 13.
31. Who maintains the equipment to be replaced?
Response: SSA maintenance shops.
32. Who is the mechanical fire alarm control contractor?
Response: The fire alarm system is monitored and controlled by the SSA fire alarm shop.
33. Drawing E002, Specification 43: States to install Rigid Conduit in all exposed spaces.
During the walkthrough it was noticed that existing Conduit was EMT with Set Screw Couplings. Would that be acceptable install as well for this project?
Response: Refer to response to RFI #24.
34. Drawing E104, Note 4: Shows RRS-1 being fed directly from existing Panel RP. Will this need a starter?
Response: RSS-1 should be provided with a manual motor starter.
35. Drawing E501, Detail 3: Due to ceiling heights, would it be acceptable to not go to the deck with VFD Strut supports as long as it being an independently rigid install?
Response: Provide VFD support as shown in detail on E-501.
36. Drawing E602, MCC1 Schedule: Aux Note 1 stating to provide red and green indicating lights for buckets for PUMPs with local VFDs. How will these lights be controlled?
Response: Lights will be controlled by a set of contacts from the VFDs. Coordinate with VFD manufacturer for availability and location of such contacts.
37. Per spec section 232113-1.5.B.1 Pipe welding is to comply with ASME B31.9 Building service piping. Spec section 232313-1.5.C.1 states to visually inspect the welds per ASME B31.9 which matches the required welding criteria. In part 2 of that section it states that the government may provide ultrasonic testing per ASME B31.1 Power Piping which includes welding in nuclear/industrial facilities. The process and welding requirements per 31.1 are much more stringent than 31.9. There is no ultrasonic testing criteria in B31.9. The only ultrasonic testing criteria is in B31.1 and B31.3. If welding is to be performed at a lower standard than the ultrasonic inspection standards follow what criteria will be followed?
Response: Remove paragraph 1.5.C.2 from spec section.
38. Are the inertia pads for the chiller pumps to be removed and replaced with new pads?
Response: For chillers - provide new elastomeric isolation pads. For pumps - provide new vibration equipment base (inertia base).
39. Can the government provide the sign in sheet that was circulated during the site visits?
Response: Yes, a copy of the 11/1/2022 site visit sign in sheet is incorporated in amendment 0003.

40. The SOW indicates the period of performance is 413 calendar days from NTP, we have some equipment that is running 50+ weeks would the government consider an extension due to long equipment lead times?
Response: Government will consider extensions when extraordinary supply chain disruptions can be documented.
41. SOW indicates a laydown area will be provided by the government. Can the government indicate on a site map where this laydown area will be located? The campus is quite large and the location will affect the final price.
Response: At this time, we can only commit to laydown space being available on the campus.
Without knowing what SSA’s future operating status will be and how the space will be utilized, it is not possible to commit to an exact location at this time.
42. The SOW indicates that temporary cooling cannot be powered from the SSA campus building. It appears several areas of the campus require temporary cooling during changeover periods. The required cooling is fairly small, indicated as 2.5 tons in the SOW. Would the government consider allowing temporary use of the electric in the facility for these short 3 day changeovers?
Note: The project specifications indicate that the contractor may use building utilities including electric. Are the specifications correct?
Response: See response to question 17.
43. Is there any requirement for State, County or City Permitting and Inspection as we are performing the work on Federal Property? If so, Can you indicate what if any permits or inspections will be required?
Response: No.
44. Specification documentation indicate that three chillers will be available for operation at all times. Is this correct? Two chillers are being located where the Ice Storage Tanks are and two are going to be located where the 3 existing chillers are currently located. If this is correct the maximum # of chillers that can operate at one time is two, correct?
Response: Under the existing conditions, three (3) chillers are available, properly piped, balanced, powered and programmed with the BAS. Only two (2) chillers operate simultaneously with the third as stand-by unit (approximately 950 tons of cooling available).
At this project substantial completion, all four (4) chillers are available, properly piped, balanced, powered and programmed with the BAS and CPO. A maximum of 1050 tons of cooling is available. This is accomplished by operating both 525-ton chillers (with the 260-ton units as stand-by); or with three (3) chillers operating simultaneously, both 260-ton and one of the 525-ton (with the second 525-ton unit as stand-by).
During phase 2, the existing chillers and their associated chilled water and condenser water pumps are replaced, in sequence with two (2) 525-ton units. Both 260-ton chillers and at least one 520-ton will be in operation at all times.
45. Is there a seasonal advantage if the work is performed during the winter months with regard to demand on the chiller plant? Is the government’s plan to take advantage of the winter months to perform the work due to reduced building demand?
Response: Yes, there is a seasonal advantage to perform the work during the winter months. However, contractor must adhere to contract documents for project restrictions including but not limited to performing work on phases without any outages and during building unoccupied hours (unless noted otherwise and approved by CO and COR).
46. Because of the level of complexity with this project would the government consider allowing us to revisit the site with critical subcontractors? (i.e. Electrician, Rigger, Crane Operator, Insulator, etc.)
Response: No, additional pre-bid site visits are not being considered at this time.
47. Can the government supply the contractor with a utilities map for the area surrounding the pit access to the basement mechanical room?
Response: See Attached partial site utility drawing for area requested.
48. Contractor assumes the Glycol in the Chilled Water Loop is food grade propylene glycol. Is this correct?
Response: Current Glycol product used is Dowfrost HD. Attached is a photo of the drum label for reference. The product appears to be food grade propylene glycol, however the offeror will need to verify with the product manufacturer if this is considered food grade propylene glycol.
49. When going through the drawings and starting to do take-offs, it seems as though the scale on the plan view drawings is off significantly. Just for example the ¼” per foot scale on M401 would put the total length of the existing chiller pad at 3’ 10”. Could you please get this addressed with your engineering team before the amendment is issued?
Response: The drawings are diagrammatic in nature, developed from existing drawings and field surveys, for informational purposes and may not represent the exact quantity, location and dimension of equipment. Existing and final locations of all equipment, piping, ductwork, etc.
must be coordinated with the other building trades. The contractor is responsible for verifying quantities, location and dimensions as part of his/her walkthrough.
50. From the onsite pre-bid conference, our understanding is a system pre-test was not performed. What should the system be rebalanced to since a pre-test was not done previously.
Response:
1. See updates to specification 23 05 93, as part of this of amendment #1.
2. Remove paragraph 3.9.A from spec section 03 30 00.
3. MS-101: Add general sheet note 3 to "Coordinate and schedule with SSA, at least three (3) business weeks in advance and obtain written approval, for the removal of any necessary landscaping surrounding the existing metal grading access to areaway. Coordinate with SSA for replacement efforts for landscaping after all the chillers major components have been transported into mechanical equipment room A- 123".
