1. Reference: IIB. Proposal Format, RFP p. 7/25 – “The offeror must submit their proposal in Acrobat Adobe® (.pdf) format with a total file size of less than 15MB.”
Question: If Offeror’s Technical and Price proposal PDF files together exceed 15MB, is Offeror permitted to send them separately in two (2) emails?
Answer: Yes. Please reference in both emails they are part of the same proposal (i.e. state email 1 of 2 and email 2 of 2).
2. Reference: RFP, 3. FACTOR 2, a), (4) Offeror Prior Experience, b) Submittal Requirements,
p. 12/25: “For each project presented the Offeror shall submit the following data/information: …
(d) The Offeror’s level of authority on the project (prime contractor, joint venture partner, major subcontractor, etc.).”
Question: Please confirm that an Offeror that is not a JV may submit relevant projects it performed as a partner in a JV.
Answer: Yes, an Offeror that is not a joint venture may submit relevant projects it performed as a joint venture. The offeror should clearly describe their role and responsibilities in the work performed on all submitted relevant projects.
Question: Please confirm that Offerors may submit relevant projects performed by its Specialty Subcontractor.
Answer: No, an offeror may not submit relevant projects performed by its specialty subcontractor to satisfy this requirement. The intent is the Offeror must demonstrate their successful experience on at least 1, but no more than 3, similar projects substantially completed in the last 10 years.
3. Reference: 4. FACTOR 3 - PAST PERFORMANCE ON RELEVANT PROJECTS p. 13/25:
Question: Each PPQ form has 2 references listed. Is it the government’s intent that each reference provides an evaluation and sends them separately to Tony Teti – or are the 2 cited references required to collaborate in completing a single evaluation?
Answer: The intent is the Offeror provides the 2 references that will be submitting an evaluation.
Each reference then independently provides an evaluation.
4. Reference: 4. FACTOR 3 - PAST PERFORMANCE ON RELEVANT PROJECTS p. 14/25:
Question: Please advise whether Offerors should receive Owner/Project Representative Evaluations directly from references and then insert these into the proposal.
Answer: Owner/Projet Representative Evaluations should be sent directly to the Contracting Officer Tony Teti at anthony.teti@gsa.gov and Contracting Specialist Paul Lindinger at paul.lindinger@gsa.gov.
5. Reference: 4. FACTOR 3 - PAST PERFORMANCE ON RELEVANT PROJECTS p. 14/25:
Question: Please advise whether offerors may submit Final CPARS evaluations in lieu of the Owner/Project Representative Evaluation for each project cited in Factor 2.
Answer: No. Final CPARS evaluations are not an acceptable substitute for the required Owner/Project Representative Past Performance Evaluation Sheet.
6. Reference: RFP, c) (2) p. 13/25: “Offerors shall have references submit one Owner/Project Representative Past Performance Evaluation Sheet for each project identified in Factor 2.
References should email the completed Owner/Project Representative Past Performance Evaluation Sheet to Tony Teti at Anthony.Teti@gsa.gov and Paul Lindinger at Paul.lindinger@gsa.gov by the date identified in the solicitation. The email subject line must contain the name of the offeror, the name of the reference and the solicitation number. Surveys submitted directly by an offeror will not be considered. The Government reserves the right to mailto:XXXXX@gsa.gov mailto:XXXXX@gsa.gov contact the identified references provided in an Offeror’s proposal should a survey not be received by the date proposals are due.”
Question: Please advise whether offerors are required to have each of the 2 references complete an evaluation – and that the Government requires 2 reference evaluations for each project identified cited in Factor 2.
Answer: Yes, each project cited in Factor 2 section 4) Offeror Prior Experience should have 2 reference evaluations. Each of the 2 references should submit a separate evaluation.
7. Reference: RFP, c) (2) p. 13/25: “References should email the completed Owner/Project Representative Past Performance Evaluation Sheet to Tony Teti at Anthony.Teti@gsa.gov and Paul Lindinger at Paul.lindinger@gsa.gov by the date identified in the solicitation. The email subject line must contain the name of the offeror, the name of the reference and the solicitation number. Surveys submitted directly by an offeror will not be considered.”AND Reference: c) (3) p.14/25: “The Offeror must submit a Past Performance Questionnaire (PPQ) (included in the solicitation as Attachment~, completed by the applicable client, for each project included in its proposal for Factor 3. Completed PPQs should be submitted with the proposal. Ensure correct phone numbers and email addresses are provided for the client point of contact. Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the Offeror is unable to obtain a completed PPQ from a client for a project before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the project. If the client requests, the client may submit a questionnaire directly to the Government’s point of contact, via email at Paul.Lindinger@gsa.gov and Anthony.Teti@gsa.gov prior to proposal closing date.”
Question: This section c) (3) p. 14/25 of the RFP appears to contradict section c) (2). Please advise whether references need to send their evaluations directly to GSA – or whether offerors are required to obtain evaluations directly from the references and then insert the evaluations into the proposal.
Answer: References should submit their evaluations directly to GSA via email at Paul.Lindinger@gsa.gov and Anthony.Teti@gsa.gov.
8. Reference: RFP, c) (3) p.14/25: “Offerors may resubmit questionnaires previously submitted with other proposals or may obtain an updated/new PPQ from a client for any submission.
Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs.”
Question: These two sentences appear to contradict each other. Please advise which is accurate– or provide an explanation of what is meant by: “Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs.”
Answer: An offeror should submit the Past performance Questionnaire unique for this solicitation to meet the requirements of Factor 3. The project referenced on the past performance questionnaire can be the same project used on another solicitation, and the owner/project representative may be the same, however the information should be captured on the past performance questionnaire unique to this solicitation.
9. Reference: RFP, c) (3) p.14/25: “Offerors may resubmit questionnaires previously submitted with other proposals or may obtain an updated/new PPQ from a client for any submission.

Answer: Please reference response to question 8 above.
10. Reference: RFP p. 11, a) 2) “Resumes of Key Personnel - resumes should be no more than 2 pages and include education, certifications, and brief description for each project referenced.”
Question: Please confirm that offerors only need to list certificates for each key person.
Answer: At a minimum, a resume is required for each key personnel. Each resume should include their education, certifications, and brief description for each project referenced.
11. Reference: RFP, p. 11, a) 1) “Provide an expanded organization chart and staffing matrix to include, key personnel, any supplemental key personnel, or other significant resources for the Offeror’s delivery strategy.”
Question: Please provide details on what the specific requirements of the staffing matrix are.
Please confirm whether it outlines roles and responsibilities for key personnel.
Answer: Please provide as much detail as you feel necessary to fully satisfy the Factor 2, a), (1) Organization Chart and Staffing Matrix requirement. At a minimum, the staffing matrix should show the key personnel and any supplemental staffing or other significant resources associated with this project. Please also include the roles and responsibilities of the key personnel at a minimum.
12. Reference: RFP, p. 14, Factor 4: Socioeconomic Status Evaluation Factor Question: Please confirm whether offerors need to state their category of Small Business, or if they need submit specific information for this factor, such as certifications.
Answer: Please provide as much detail as you feel necessary to fully satisfy the requirement, including any applicable certifications. At a minimum, offerors shall list any socioeconomic categories they meet the requirements for.
13: For Factor 2 Offeror Prior Experience and Factor 3 Past Performance, will the GSA please consider allowing Offerors to submit a subcontractors experience and past performance to meet the requirement?
Answer: No. An offeror shall submit their own experience and past performance to meet the requirements detailed in Factor 2 and Factor 3. If an offeror intends to utilize a mechanical subcontractor, they shall submit the required Resumes of Mechanical Subcontractor Key Personnel per RFP page 11.
14: Factor 1.b: Will the Project Schedule and associated schedule narrative material count against the 15-page limit for Factor 1?
Response: Yes, the project schedule and associated narrative material are included in the 15 page limit for Factor 1.
15: Factor 3: The Government requires new evaluations. This is often a burden upon references, many of whom are reluctant or unwilling to provide new evaluations repeatedly and when official CPARS or other Government form evaluations are available. This jeopardizes offeror proposal evaluations in ways that are beyond an offeror’s control. Would the Government be willing to amend the Past Performance requirement to allow for the following:
submission with the proposal of existing evaluations, provided they are CPARS or on other Federal Government questionnaires similar to the proposed? This would still afford the Government the same opportunity to evaluate legitimate Government-provided past performance, reduce burdens on Government references, resolve any issues with reference availability for projects that are relevant but several years old, prevent offerors from having to omit excellent relevant projects for reasons beyond offeror control, and would likely allow offerors to submit a more thorough representation of its relevant past performance, to the Government’s benefit when evaluating offeror qualifications.
Response: The Factor 3 - Past performance on relevant projects Standard for Evaluation and Submittal Requirements will not be revised for this solicitation at this time.
16. There is a requirement to abate lead paint and to refer to the AMA report - is that report available? I don’t see it in the solicitation package.
Answer: The referenced AMA report is included in the specifications immediately after Specification Section 020900 - Control of Lead Containing Paint. See page 197 of the PDF.
17. On drawing MD-4.01 note 2 calls for a 2.5 ton temporary cooling unit for the Lan rooms and the elevator machine rooms in the penthouse. The note says the temporary unit must be self-sufficient and not use the building electrical system.
o Can a generator be located outside to power the temporary units?
o Answer: Temporary cooling for the LAN rooms can be removed from the requirements. Temporary cooling for the elevator machine rooms is required and building power can be used to power the equipment.
o Where in the building are each of the LAN rooms and the penthouse elevator room so the required cabling for the generator can be included?
o Answer: The four elevator machine rooms are located in penthouses (SE, SW, NE & NW) on the roof of the Annex Building. See above concerning the LAN room requirement.
18. Factor 4 – Socioeconomic Status Evaluation Factor seems to indicate that offerors that qualify in two or more socioeconomic categories are preferred but that is not mandatory. Is that interpretation correct? We were initially under the impression that this project was set-aside for 8(a) or other Small Business entities.
Response: Per RFP Page 14: An offeror that qualifies in two or more socioeconomic categories will be rated more highly than offerors who qualify in one of the socioeconomic categories. An offeror that does not qualify for any socioeconomic category will receive a neutral rating for this factor, not a deficiency. This project is a total small business set aside.
19. Factor 1.b: Will the Project Schedule and associated schedule narrative material count against the 15-page limit for Factor 1?
Response: See response to question 14 above.
20. Factor 3: The Government requires new evaluations. Response: Box 13.d should read 90 days.
