20. In Document, “The DRAFT Agreement” Part IV. Contract Clauses Section IV.A.

Clauses Incorporated in Full Text 14- (c) The Contractor shall immediately bring to the Contracting Officer's attention any hazardous materials or conditions not disclosed in the contract documents discovered by or made known to the Contractor during the performance of the contract.

In case of Asbestos and Lead assessment is required in all the areas to be worked?

Asbestos and Lead assessments are required to obtain a construction permit.

21. In Specification Document, Section 073215 - Clay Roof Tile Restoration

For the roof tile manufacturer, Variant equal or similar will be allowed?

No. No similar variants will be allowed. Use only Ludowici Tiles to match the existing tiles.

22. Regarding the handling of the administrative process of the different types of warranties of the variety of products required in project specifications, Is it required that warranty certificates be requested & provided by the contractor as the intermediary between the manufacturer & GSA? In addition, in whose name the manufacturer's warranty certificates be directed? Variants in warranty terms will be allowed?

The Contractor shall require any subcontractors, manufacturers, or suppliers thereof to execute their warranties, in writing, directly to the government.

The manufacturer's warranty certificates shall be directed to GSA.

The Government established required warranties as a minimum to be complied with.

23. In Specifications Document, Section 075216 – SBS Membrane Roofing, 2.2 Manufacturer

A variant (equal or similar) in material/manufacturer will be allowed?

A variant alternate manufacturer of equal or better SBS roofing will be allowed.

24. In drawing A-103 - Tower Level Roof Plan

Substitution in the type of membrane to be applied at tower level (Ex. to cool roof silicone elastomeric membrane or any equal or similar that complying the project requirement in terms of quality, warranty, wind pressure and uplift) can be allowed?

No silicone or rubber single sheet membrane roofing is allowed.

In Drawing A-525 Detail 5 identifies an existing roof membrane under clay tile, but it does not describe the type of membrane.

The existing membrane is a single ply roll of asphalt sheet. Place new roofing membrane on top of existing membrane. Contractor to provide a separate cost for removal of existing membrane if required.

In that case, can use a synthetic rubber, intercoat sealing membrane before installing de clays in all roofs?

The Contractor may propose a membrane that can be applied over the existing asphalt membrane, However, the membrane must be acceptable by the FOAM adhesive manufacturer that the TILE manufacturer will accept. FOAM be able to adhere to both the membrane and the tile.

25. In case of concrete repairs due to clay removal on all roofs. Because the amount of surface to be repaired is unknown, The possible concrete repair on the clay roofs surface must be estimated and considered as part of the cost presented on the proposal or through an allowance?

Assume 15% of surface to be patched. Note that it appears that the only tiles secured to concrete at Main and Lower Spanish tile is at the ridge, hip lines & Eave perimeters. with mortar. This also occurs at the top of the Lantern at the Curbs around the flat copper roof.

Most Spanish tiles are set with Foam Adhesive and removal of this tile does not envision damage to the surface concrete. GC will use methods suitable for the careful removal of tiles. Note that the longer tapered barrel type Cubana tiles at the Shed and Lantern roofs are also set in mortar on top of a sloped concrete roof slab. Here these tiles are being replaced 100% with new. The contractor can assume 40% patching of this surface if needed.

26. In order to comply with Drawing AD-101 Demolition Note #1 indicates: “Assume a minimum of 50% of existing tiles to be salvaged.” and the new attachment format for Spanish Tiles described in Drawing A-525

Are the existing tiles suitable to receive the new attachment format? In case of not, is allowed to consider replacing 100% of tiles to comply with the new attachment format?

This project does not look to provide 100% all new tiles for Spanish “S” type. Existing tiles on the roof have been observed with a corner hole for attachment, it may be possible not every tile has this hole which shall be covered under the Contractors cost. Contractor shall consider the cost to drill holes into existing tiles that may be missing an attachment hole. Assume 30% of the 50% to be reused are missing holes and may require drilling.

27. In Drawing A-202 Keynote #9 indicates: Remove plant growth from exterior finish

Where is it? The drawing does not have specified the location of mentioned keynote.

See elevation A-201, Entry in the middle of the building. On North façade around Stone eagle.

28. In Drawing A-203 Keynote #12 indicates: Replace Anti-Bird netting from eave above to roof below.

Do you have any specification/ requirement of the material mentioned?

Yes. Refer to the attached specification, Section 108113, Bird Control Devices.

29. In Drawing A-201 Keynote #11 indicates Patch Damaged Concrete/Plaster Finish

The mentioned repairs must be estimated and considered as part of the cost presented on the proposal or through an allowance?

The repair of the portion/s indicated on the plans and elevations should be shown on the proposal since they are visible and exposed to view. Patching of unforeseen or unknown should be considered by the Contractors in their proposal.

30. In Drawing A-525 identify a nailable concrete slab under existing roof membrane

How we will proceed is there no nailable concrete slab under the existing roofing membrane?

The existing drawings indicate a nailable concrete, there is no reason to believe that it is not as shown on Drawing A-525. Note that the term nailable does not mean that only nails can be used. Note that concrete screws or specific shanked nails may be required by Tile manufacturer. Refer to clay tile specifications.

31. Due pull test would be required to roof tiles install? If so, How many?

One Pull test per 1,000 SF of roofing. The general contractor will consider this cost in the proposal.

32. Membrane installation will only be torched, or other methods will be allowed?

Refer to Specification 075216 for installation of roofing instructions

33. Will there be a staging area provided?

Due to space limitations a small space to storage material will be provided in the basement to the General Contractor. If desired, the space could be used as a fabrication shop (hot work not allowed) or staging area. No additional space will be provided.

34. For safety, it will be required to provide tunnels in Sidewalks next to the project?

Drw G-002. General Notes #16 Contractor to provide sidewalk bridging at all exterior paved areas where work is to be performed on building or roof, Contractor to maintain lighting at sidewalk bridging for duration of construction.

35. Could you please clarify on Page 11 of the Solicitation No.47PC0620R0001 if new PPQs on the GSA form must be submitted or if existing PPQs are acceptable? If existing PPQs are acceptable, does it have to be on a GSA form? The specific confusion is around the two sentences below.

Offerors may resubmit questionnaires previously submitted with other proposals or may obtain an updated/new PPQ from a client for any submission. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs.

Existing PPQs, not on the GSA form, are acceptable as long as all the evaluation factors on the GSA template are included in the questionnaire. Offerors shall include the complete PPQ, not just citation or reference the rating/evaluation received on that particular experience.

36. Will the contractor have the opportunity to visit the building next week after coordinating with the facilities manager or owner? If so, please send contact information.

No. A pre proposal conference including a site visit was scheduled. No additional site visits will be coordinated.

37. Does the building management has any current maintenance contract for the HVAC system? This is with the purpose of requesting price to the maintenance contractor.

Yes. O&M Contractor is DL Facilities Support Services.

38. Please provide the brand and model of the existing generator.

The building has two generators:

1) Kohler 1250REOZM, 1,676 hp

2) Katolight D350FRZ4, 535 hp

39. Please indicate if the project includes construction permits, municipal taxes and patents.

The Contractor shall consider all cost for permits, state taxes, municipal taxes and patents.

40. Is it necessary to provide temporary facilities for the inspector or government representatives?

No.

41. Reuse of 50% of the existing tiles would mean that there will be a color difference with the new ones. Please, kindly explain how this was considered.

All Clay tiles have subtle variations from palette to palette and mixing/blending within new tiles is required as well as mixing old and new tiles is required to provide a uniform look.

42. Please provide details and Specs of the new expansion joint for the generator room.

Expansion joint at Generator Roof is shown on 5/A531. This is a custom item. Similar to Roof to Wall expansion joint SPF 4 in NRCA roofing manual . Fasteners 12” on center.

43. Which is the existing roof sealing system to be removed?

The tower roof level and the Generator roof needs to be removed.

44. Is there any access from inside the building to transport materials to the work area?

No.

45. The painting is for the entire building exterior? Is part of the project to paint the building exterior?

The exterior painting is not for the entire building. Paint areas where work is performed to match adjacent color. Match in field.

46. We don't have make or model of the expansion joint illustrated in the drawing (for example the one as detail 2/A531).

This is the Loading Dock Canopy. Replace existing with Expando Flash by JohnsManville.

4” 16 OZ copper. Cant to Wall type.

https://www.jm.com/content/dam/jm/global/en/commercial-roofing/Data%20sheets/Special ty%20Roofing%20Products/RS-6016_ExpandOFlashExpansionJointCover.pdf

47. There are no details of the chiller removal works.

This is means and methods of the Contractor

48. Please provide an AS Built for the chillers.

Not available at the moment.

49. Is it up to the Contractor to remove the Chillers or GSA requires that they shall be moved to install the roof sealing? We understand it can be performed without moving the chillers.

This is means and methods of the Contractor.

50. Who pays the municipalities (arbitrios)?

The General Contractor is responsible to pay municipalities taxes and patents.

https://www.jm.com/content/dam/jm/global/en/commercial-roofing/Data%20sheets/Specialty%20Roofing%20Products/RS-6016_ExpandOFlashExpansionJointCover.pdf https://www.jm.com/content/dam/jm/global/en/commercial-roofing/Data%20sheets/Specialty%20Roofing%20Products/RS-6016_ExpandOFlashExpansionJointCover.pdf

51. The contractor would have access to the maintenance/service elevator?

There is an upcoming elevators project, so access will be subject to availability.

52. Which floors reaches the maintenance/service elevator?

Freight elevators are not available. Only passenger elevators and they reach the fifth floor.

53. We have very experienced and skilled tile installers but not currently certified by Ludowici. Would a person like this skilled and experienced tile installer be accepted for the tiles installation in compliance with the Specs requirements?

The installers would need to be certified by the manufacturer.

54. If the project is mostly roof repairs related, why it was classified with a NAICS Code for General Construction? When looking at a past performance of a Contractor how this will be considered if a contractor's expertise and main past performance is in Roofing not in Commercial and Institutional Building Construction.

The scope of the project is a combination of roofing, electrical and other general construction work. In regards to past performance, the Contractor shall present experiences and past performance based on similar scopes of work and in accordance with the evaluation factors stated in the Solicitation.
