About this file
This document is a Solicitation Amendment for the Coburn Gore Land Port of Entry (LPOE) Construction Manager as Constructor (CMc) project. The amendment (Number 0004) extends the proposal due date to June 24, 2025 at 2:00 PM EST and introduces new requirements for a Project Labor Agreement (PLA). Key additions include mandatory negotiation of a project labor agreement with labor organizations, requirements for contractors and subcontractors to become parties to the agreement, and a stipulation that an executed and acceptable PLA must be provided prior to exercising the Guaranteed Maximum Price (GMP) Construction Option.
The amendment modifies the original solicitation by incorporating FAR provisions 52.222-33 and 52.222-34, which detail specific requirements for labor organizations, construction definitions, and project labor agreement terms. The project involves constructing a new Land Port of Entry in Coburn Gore, Maine, with an estimated total construction cost between $90M and $100M. The procurement will follow a two-step CMc method, with design phase services anticipated to commence in Fall/Winter 2025 and construction phase work expected to be awarded in Summer 2026, with a construction performance period of approximately 32 months.
