About this file
This Statement of Work (SOW) outlines the requirements for extending three-phase power from Woburn, Canada to the international border at Coburn Gore, Maine as part of the Land Port of Entry (LPOE) modernization and expansion project. The project involves installing three-phase power lines approximately 2.2 miles from the current termination point to the border, potentially requiring replacement of up to 60 poles. The power installation will support two separate electrical services: one for the main LPOE building (1,379 kW) and another for CBP Housing (431 kW), with specific voltage and power factor specifications.
Key requirements include engaging a Quebec-licensed master electrician to manage the power line installation, conducting a conditions review of existing poles, and coordinating with Hydro-Quebec. The contractor will be responsible for preparing logistical plans, installation schedules, materials submittals, and progress reporting. The project involves careful cross-border coordination, adherence to GSA Core Building Standards, and compliance with U.S. Customs and Border Protection design guidelines. The SOW indicates the power connection is part of a broader LPOE modernization effort at the Coburn Gore site, which is listed on the National Register of Historic Places.

1. THE PROJECT
The Statement of work is to outline the work to be performed to extend the three phase power from Woburn, Canada to the International Border at Coburn Gore, ME
1.1. Background and Scope of Work to be performed
Concurrent with the development of the expansion of the Coburn Gore Land Port of Entry (LPOE) project, three phase power is to be provided to the project from Canada into the United States, in adherence to the requirements under the United States Customs and Border Protection (CBP) LPOE Design Guideline and the GSA Core Building Standards.
The Coburn Gore LPOE is located in Coburn Gore, ME, a small unorganized township in Franklin County. Coburn Gore is an isolated setting about 20 miles northwest of the small town of Eustis, Maine. Coburn Gore is across the border from Woburn, Quebec. The LPOE consists of a Main Building and four stand-alone residences on 3.6 acres of property; which straddle both sides of State Route 27 .
A study conducted by GSA and completed by Colby Company LLC in 2022 identified the three phase power termination at a pole approximately 2.2 miles (3.54 km) from the border at (737 Chemin des. Lignes). Single phase power is installed on poles to the international border from this termination.
It is assumed that the continuation of three phase power lines to the border can utilize the same pathway. Contractor to perform a conditions review of existing poles and incorporate additional replacement costs if needed. Contractor to also carry costs for newer and taller poles from the current termination point of 3 phase power to the border. Based on a recent site visit, we estimate that up to 60 poles may need to be replaced.
Under this study, Hydro-Quebec prepared scoping documents summarizing the work (See appendix). In order to enable the work scope to be performed, a Quebec licensed master electrician is to be contracted.
The master electrician / contractor is responsible for the installation of the three phase power connection from the identified location on Chemin des. Lignes to the international border. .
The program of the expansion of the Coburn Gore LPOE consists of two separate buildings, and the expected power requirements are as follows:
Main Port Building / Commercial Inspection Building / Historic LPOE
● 1379 kW
○ Approx. 1900A @ 480V / 3 Phase, assuming 0.9 power factor CBP Housing
● 431kW/479kVA
○ Approx. 240A @ 480V / 3 Phase, assuming 0.9 power factor
We will be providing two separate services - one dedicated service for the LPOE, and another for the CBP Housing building.
The three phase power lines will be brought to the last pole at the Canadian side of the border, and continue across the border to a new pole that will be installed on the same side (south side) of the road in the United States. A weatherproof disconnect switch, along
Project No. NVT: TBD Design & Construction Division (1PTC) Contract No. TBD with any other items required by the utility, is to be installed on the last pole on the Canadian side. It is anticipated that two pole mounted transformers (currently serving the single phase power to the LPOE, will need to be replaced by Hydroquebec , along with weatherproof end connection which is to be installed on the new pole on the United States side and be prepared to allow future connections to be installed with the construction of the LPOE and Housing buildings. Contractor will be provided concept level design plans for determination of the pole location. Transformers by Hydroquebec are to be placed as close to the LPOE and the CBP Housing building as possible to mitigate voltage drops. It is anticipated that the new LPOE will be approximately 300 Feet from the border. It is anticipated that a spare transformer will be procured as backup for emergency replacement needs.
1.2. Responsibilities of the master electrician / electrical contractor
It is the responsibility of the master electrician / electrical contractor to engage Hydro-Quebec and develop a detailed estimate, prepare and monitor a detailed schedule of installation, and serve as the liaison / translator to coordinate logistics of the work such as road closures with Canadian authorities along with GSA and its team of consultants and contractors.
Additionally, the electrical contractor will prepare and issue weekly installation progress reports, and hold bi-weekly progress update meetings to report progress of the work to GSA. The Contractor will clarify the interconnection agreement for renewable energy between HydroQuebec and the GSA and provide controlling documents for reference.
The meetings will be attended by:
● GSA core project management team, North ern Service Center team, and Subject Matter Experts (SMEs) in electrical and civil engineering, and additional disciplines, along with the contracting team.
● The Construction Manager as Advisor team (CMa) and its staff of SMEs
● The Design Architecture / Engineering (A/E) team
