About this file

This document contains questions and answers related to a forthcoming General Services Administration solicitation for construction services. The solicitation will be a multiple-award IDIQ contract set aside entirely for small businesses to provide repairs, alterations, and renovations to federally owned and leased facilities throughout Connecticut, Massachusetts, Rhode Island, Maine, New Hampshire, and Vermont. The base period of performance is one year with four one-year options and an estimated total value between $100-125 million. Task orders are expected to range from $250,000 to the annual prospectus limit. A pre-solicitation conference will be held virtually on February 14, 2023 for interested parties to learn more, and questions are due by February 21 in advance of the anticipated September 2023 award date. Electronic signatures will be accepted on teaming agreements.

Question Government’s Response Section VIII of GSA Form 527 requires 8 contracts In Force and 6 projects for the largest jobs you have completed in the last 5 years. This is a total of 14 projects. Will the government allow the offerors and teaming partners/sister companies to include a maximum of 2 projects for each section?

The GSA Form 527 is used to determine an offeror’s financial responsibility and capacity to perform the Contract. It is not used for proposal evaluation purposes. The form itself contains space to submit a total of up to 14 projects in support of an offeror’s responsibility and capacity; it is not necessary that an offeror complete every space provided on the form. It is however necessary that an offeror provide adequate evidence to establish its responsibility and capacity to perform the contract.

For each project, the offeror is asked to (x) provide experience in delivery the completed projects. Can you provide additional details on what you are looking for the offeror to provide in that section of the project template?

See Amendment 0002, Item #1.

Amendment 001 #14 reads that teaming agreements must include original signatures. Will electronic signatures suffice?

Yes, electronic signatures are acceptable.
