Question Government's Response
Would you please confirm that exterior projects meet criteria?
Request for Proposal (RFP) EVALUATION FACTOR 1:
Experience as a General Construction Contractor (GC) for Comparable
Renovation and Alterations Projects Experience
(“Experience”), defines what types of projects are similar to those envisioned by this requirement. This would include both interior and exterior projects, although the degree of similarity evaluated would depend on the individual project submitted.
In the previous Contract Price Form we have a Change Order %, this form does not. Will this be added or is it requested in a different area? See Amendment 0001, Item #3.
Per the video conference, General
Conditions will be a % of Direct Cost. It was discussed that this should include everything, maybe worst case scenario. We would normally carry Winter Conditions, including snow removal, temporary heat, temporary enclosure in our general conditions number, when applicable. If this cost is included to reach a maximum General
Conditions, even if it is not winter construction, it would make this % extremely high and would skew the Total
Evaluation Price. Please expand a bit more what should be include in General
Conditions. FYI we do not normally carry
General Conditions as a % of cost but as a line item base on what is actually required for the project.
The Government would not expect winter conditions to be carried in an offeror's General Requirements percentage. This type of cost is considered to be outside of the definition of costs that could be reasonably anticipated for a common project.
See Amendment 0001, Item #3, for an expanded definition of General Conditions.
The virtual meeting was informative this morning. I took the notes that I needed but I want to make sure I didn’t miss anything. I understood that the slide show from this morning would be posted on SAM.gov as an amendment. I’m just making sure I understood that correctly.
The slides from the Pre-Proposal Conference have been posted on SAM.gov, separate from any amendment.
Will this MATOC include design-build task orders?
The Construction IDIQ contract does not include design-build requirements.
6 Is there a page limit for Factor 1? See Amendment 0001, Item #4.
The instructions for Factor 1 state in one place “at least (3) similar projects” and in another place state “the three (3) similar projects.” What is the maximum number of projects that will be evaluated in an offeror’s proposal? If more than three (3) projects can be submitted, will more than three projects be potentially rated as a strength? See Amendment 0001, Item #5
For Factor 1 projects, can an offeror use recent and relevant projects performed by a sister company (i.e., a subsidiary that shares the same parent, same president, and same management tools and procedures as the offering subsidiary) provided that it includes
(in the proposal) a letter of commitment that describes the sister company’s intent to provide meaningful involvement on the prime’s task orders and task order bids? See Amendment 0001, Items #14 and #15
10 Is there a page limit for Factor 2? See Amendment 0001, Item #4.
For the Factor 2 organizational chart, please provide more information to clarify what is meant by “HSPD-12 management and non-management workers (i.e. painters, laborers, etc).” Is the requirement only to show the personnel that can obtain facility access badges? See Amendment 0001, Item #6.
The third paragraph in the instructions for
Factor 3 indicates that previously submitted
PPQs may be used. Does this mean that
GSA will accept previously-completed PPQs for a project that are in a different format than the PPQ format provided as Attachment
D? See Amendment 0001, Item #7.
For the price proposal, we are instructed to fill out attachment B and then put those amounts on the SF1442 for the appropriate
CLIN. Please provide instructions on how the percentages are to be computed for

Are you open to a portion of the IDIQ being an 8(a) set-aside? No, an 8(a) set-aside will not be part of the IDIQ.
If an offeror is interested in being considered for more than one zone, should/can they submit separate proposals for each zone? See Amendment 0001, Item #9.
Are the Offerors to submit to two separate volumes, one for price and one for non-price factors? See Amendment 0001, Item #9.
Can the government provide the PPQ form in word? The PDF form includes sections with character restrictions making it difficult to complete the form in PDF.
The PPQ is attached in Word format; however, offerors are cautioned that any changes made to the substance of the document may be held against the offeror.
