The estimated price range for the total IDIQ requirement, inclusive of all Geographic Zones and contracts (multiple awards) over the base and all option years is greater than $125M.
The estimated price range for individual Task Orders to be awarded under each contract is between the Simplified Acquisition Threshold (currently at $250,000) to the annual prospectus limit (currently at $3,613,000).
Onboarding Process GSA will determine whether it would be in the Government’s best interest to initiate an open season to add additional Contractors to any of the Geographic Zones at any time, subject to the following conditions.
Upon award of the IDIQ, an Onboarding Pool will be created for each Geographic Zone, with the next highest contractors who were not awarded an IDIQ award being included in the Pool.
All contractors in each Onboarding Pool are ranked according to the same evaluation criteria used in the IDIQ solicitation evaluation.
The Contracting Officer notifies all IDIQ and Pool vendors in the respective Geographic Zone that the Onboarding procedure is being initiated.
The Contracting Officer engages the first contractor to determine whether they are still willing and capable of holding an IDIQ contract.
The award decision under the Onboarding process is based upon substantially the same evaluation factors/subfactors as the original solicitation.
The terms and conditions of any resulting awards are materially identical to the existing version of the IDIQ Vendors.
The period of performance term for any new awards is coterminous with the existing term for all other Contractors.
DORMANT STATUS
If the IDIQ CO determines that any requirement of the vehicle is not being met, an IDIQ Contractor may be placed into Dormant Status.
Dormant status may be activated for a given Geographic Zone that a Contractor has been awarded or for all Geographic Zones.
If Dormant Status is activated, the Contractor shall not be eligible to participate or compete in any subsequent task order solicitations while the Contractor is in Dormant Status; however, Contractors placed in Dormant Status shall continue performance on previously awarded and active task orders.
Dormant Status is not a Debarment, Suspension, or Ineligibility as defined in FAR Subpart 9.4 or a Termination as defined in FAR Part 49.
Grounds for being placed in Dormant Status specifically include, but are not limited to, trends or patterns of behavior associated with the failure to meet the deliverables and compliances specified under this contract or failure to participate in task order process.
Dormant status will only be imposed after careful consideration of the situation and collaboration with the Contractor to resolve the issues.
Offboarding Process GSA reserves the unilateral right to Offboard non-performing or inactive Contractors. Contractors that are Offboarded have no active task orders under their Geographic Zone at the time of the Offboarding. Contractors under more than one Geographic Zone will only be offboarded from the Geographic Zone where the non-performing issues have occurred. Offboarding methods may result from one of the following conditions:
Offboarding Process Permitting the Contractor’s IDIQ Contract term to expire instead of exercising the option period After a Contractor is placed in Dormant Status and the Contractor has completed all previously awarded task orders under the IDIQ Debarment, Suspension, or Ineligibility as defined in FAR Subpart Termination as defined in FAR Part 49 Contractors who fail to meet the standards of performance, deliverables, or compliances Taking any other action which may be permitted under the IDIQ terms and conditions

Unbalanced Prices
Offers must include balanced prices. Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated as indicated by the application of price analysis techniques.
All offers with separately priced line items or subline items shall be analyzed to determine if the prices are unbalanced. If price analysis techniques indicate that an offer is unbalanced, the contracting officer shall:
Consider the risks to the Government associated with the unbalanced pricing in determining the competitive range and in making the source selection decision; and Consider whether award of the contract will result in paying unreasonably high prices for contract performance. An offer may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government.
Total Evaluated Price
The Government will evaluate offers for award purposes by evaluating the firm-fixed ceiling percentages and rates submitted on the Contract Price Form, inclusive of all option years.
For award purposes, Total Evaluated Price shall be calculated using the prices indicated in the Price Proposal.
The ceiling percentages and rates proposed on the Contract Price Form are evaluated as part of the price proposal and will be considered in the best value trade-off analysis to be performed between Price and Factors Other than Price.
