Responses to Questions

Residence Improvements and Vehicle Search Bay Renovation Land Port of Entry (LPOE) in Coburn Gore, Maine

Solicitation Number: 47PB0018R0019

August 10, 2018

1. Question: Can there be a space provided for laydown of construction materials and supplies to accommodate something like a shipping container?

Answer: Yes. CBP has indicated that the lawn area parallel and adjacent to the paved area at Residence 1 can be used for laydown. This area can accommodate a shipping container size. Contractor personnel parking can also be in this area.

2. Question: During the roofing work will the roofer be able to place a dumpster near each building to facilitate debris disposal?

Answer: Yes. CBP has indicated that the roofing contractor can place dumpsters at each building to accommodate disposal materials.

3. Question: Are the satellite dishes on the roofs functional? The one on Unit #4 is disassembled. a. If functional are they normally serviced by a local installer to recalibrate?

Answer: All existing satellite dishes are non-operational. Bidders are to plan to disconnect the all satellite dishes and dish bases from the roofing structure on all buildings and turn the dishes over to CBP for their safekeeping.

4. Question: Several of the kitchen floors have raised transitions, indicating an underlayment of some type before the new floor finish was installed. Is there asbestos flooring beneath the underlayment? In Unit #4 the 12x12 VCT is laid directly over 9x9 VAT in the kitchen.

Answer: Refer to Appendix A Asbestos Survey Report made part of this solicitation that identifies all known asbestos containing materials (ACMs) in the Residences. Unless otherwise identified in the Asbestos Survey Report, GSA and CBP are not aware of ACMs present in locations that do not appear in the Asbestos Survey Report. Residence 4 Kitchen existing flooring is identified in Appendix A, Page 4

5. Question: The new specified kitchen cabinets are to be solid oak. What finish is desired on the cabinets, (clear, stained, factory painted) and color?

Answer: New solid oak cabinets will have a clear, natural finish applied for all Residences 2, 3, and 4

6. Question: The current waste discharge line from Units 1 & 2 exit the buildings at floor level, ~ 6’ below grade. Can they exit at a shallower depth, provided they have an insulating component, to achieve proper pitch to drain to the collection tank, making the tank depth and resulting distribution structure and drain field shallower?

Answer: A requirement of the scope of work involves the Bidders having the responsibility to hire and retain a soils evaluator to design the system for Residences 1-2 subsurface wastewater field disposal. As part of that responsibility the site evaluator may propose a design that may consider a shallower trench profile such as an insulated trench detail. This proposal will be reviewed by GSA for value engineering. As part of any such proposal by the site evaluator it must consider all aspects to include any re-plumbing of any and all basement plumbing fixtures if they exist; foundation coring for the new penetration, etc.

7. Question: When roofing demolition happens, the PVC gutters will get damaged whether they are covered or removed and replaced. The PVC is aged and brittle. The best of care will be taken with them, but do you want new in kind or just try to replace the damaged parts if available?

Answer: For the present time Bidders should plan to replace the damaged parts in-kind;

meaning of same material.

8. Question: Looking for clarification on the block and tackle portion of the window specs (Sections C:1). Is this something that the design team is adamant about? If so, this is not something we’d be able to provide in our proposal.

Answer: The basis of design for the window is based on the Jeld-Wen Custom Epic All Wood Window which uses a block and tackle design for sash balancing (as opposed to a tube type, single pin type, or other). The window hardware offered by the specific window cited in the specifications as manufactured by Jeld-Wen meets past and present quality, historical, sustainability, and performance expectations and requirements of the Government. Bidders should plan to carry the window as specified.

9. Question: Drawings refer to clad wood exterior but the specifications refer to these windows as all wood interior and exterior. Which is it?

Answer: All wood interior and exterior. Exterior wood is western pine with preservative AuraLast treatment. Interior is western pine.

10. Question: Also the specifications refer to interior and exterior to be factory prefinished in white on an all wood window. Jeld-Wen will not provide a factory painted all wood window. These are limited to factory primed units only on both sides. How should I proceed?

Answer: Confirmed this date with Jeld-Wen technical services for this product specified:

Jeld-Wen provides a factory finish paint coating for window specified over the AuraLast treatment specified. Brilliant White is specified for both window exterior and interior.

11. Question: Is there a jamb depth for the doors or windows?

Answer: The intent is match existing door and window depths. Residence 1-2 building type has 2x4 wood framed wall construction and Residence 3-4 building type has 2x4 wood frame wall construction with brick exterior. Contractor is required to verify all dimensions.

12. Question: Do you know if the residences have a 4 or 6” exterior stud wall?

Answer: Residence 1-2 building type has 2x4 wood framed wall construction and Residence 3-4 building type has 2x4 wood frame wall construction with brick exterior.

Contractor is required to verify all dimensions.

13. Question: It looks like windows “H” & “I” are missing from the window schedule.

Answer: Window types "H" and "I" have been eliminated from the scope. Please see attached Drawing A301.1

14. Question: Could you provide a size for units H and I?

Answer: See Government Response under Log Item 12 above.

15. Question: It appears that the window schedule is giving the height of the unit first and then the width second even though it calls out WxH in the header. I say this since I cannot build a 1'-2" tall window.

Answer: See Government Response under Log Item 12 above.

16. Question: Is there a specified completion date?

Answer: There is no specified completion date at this time. The solicitation is being issued based on contract duration and the completion date will be defined based on Construction Award and more specifically on Issuance of Notice to Proceed.

17. Question: What is the amount for daily liquidated damages?

Answer: There are no liquidated damages associated with this contract.

18. Question: I did not see information of payment retainage. Is there a specified percentage for retainage?

Answer: There is no specific payment retainage identified. However, the government does reserve the right to hold a retainage of up to 10% at each payment submission.

However, retainage is typically not held when a project is on or ahead of schedule and would only be held if a project falls behind schedule.

File details come from the government source that posted it.
